Box 1604, Idaho Falls, Idaho 83403 Phone: 208.529.3312 Fax 208.529 5563 September 3, 2014 City of Meridian RE: Design Review Narrative for New Building Shell at Woodland Springs Staff, This letter serves as our official narrative request for the design review consideration and approval for the second building to be constructed at the Woodland Springs subdivision located on the northeast corner of McMillan and Locust Grove. The commercial/retail/professional building shell is being constructed on a speculation basis with no secured tenants at this time. The building shell will be constructed in Phase 1, Division 1, on Lots 3 and 4 of Woodland Springs. In 2008, with the Phase 1 construction of the site improvements and building the Maverik C -Store, all applicable underground utilities and hard and soft surface improvements were completed and approved in their entirety. This includes all site improvements for the Maverik C -Store Lot 1, all improvements to the common area Lot 2 and all underground and surface improvements for Lots 3 and 4. With the economic downturn and the recession in late 2008, the construction of this proposed building shell was postponed. We look forward to getting the Woodland Springs subdivision jumpstarted once again with the construction of this proposed building shell. Along with this narrative letter of request you will find all city required applications and paperwork with the checklist of all required materials. Our exterior architectural design features have changed slightly from what was proposed with planning and zoning and city council with our annexation and rezoning efforts in 2007 and 2008, which resulted in the solidification of the development agreement between Woodland Springs, City of Meridian and Morgan Development as executed and recorded on February 28, 2008, instrument number 108022886. Those changes, as noted and aesthetically obvious in the provided architectural design, are the result of the economic changes, tenant demands and rents in today's marketplace from what was previously proposed in 2007 and 2008. It has now been six years since the economic downturn and recession with no sales or leasing prospects or opportunities. Itis our intent at this time to speculatively construct this shell with the slight changes in design features that will support the hard development and construction costs equal to what today's rents will allow. Please note there will be no changes to the exterior materials used or the color palette choices as previously presented in 2.007 and 2008 which will be complementary to and from the same color palettes as the Maverik C -Store. It is our intent at this time as the developer to speculatively invest back in Woodland Springs in our best efforts to complete our development, intentions and obligations as originally presented and approved in 2007 and 2008.
