DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Brandon Sheltrown, requests Certificate of Zoning Compliance (CZC) and
Design Review (DES) approval of a new 829 square foot addition for a chapel and associated
office attached to the south side of St. Luke's on 57 acres of land in the L -O zoning district.
The site is located at 520 S. Eagle Road.
DECISION
The applicant's request for Certificate of Zoning Compliance and Design Review is approved
with the conditions listed in this report.
Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to
verify ifyou need a buildingpermit and/or inspection. Ifyou do need a buildingpermit, you
must complete that process before you commence the use or construction. Please contact
Building Services for additional details about building permits and inspections.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property,
the applicant shall submit a sign permit application consistent with the standards in
UDC Chapter 3 Article D and receive approval for such signs.
2. The site plan prepared by Houston-Bugatsch Architects on February 2, 2015, labeled
A1.20, is approved as shown in Exhibit B.
3. The landscape plan prepared by Houston-Bugatsch Architects on December 16, 2014,
labeled L-1, is approved as shown in Exhibit C with the following comment:
a. Upon installation of the landscaping and prior to inspection by Planning
Division staff, the applicant shall provide a written certificate of completion as
set forth in UDC 11-313-14A.
4. The elevations prepared by Houston-Bugatsch Architects on February 2, 2015, labeled
A2.10, are approved as shown in Exhibit D.
5. The approved site plan, landscape plan and/or elevations may not be altered without
prior written approval of the City of Meridian Planning Division.
6. The applicant shall pay any applicable impact fees prior to the issuance of a building
permit.
7. If any changes must be made to the site plan to accommodate ACHD requirements, the

applicant shall submit a new site plan to the City of Meridian Planning Division for
approval prior to issuance of the building permit.
8. The applicant shall complete all required improvements prior to issuance of a Certificate
of Occupancy. It is unlawful to use or occupy any building or structure until the
Building Official has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation
that meets the standards as set forth in UDC 11-313-6 and to install and maintain all
landscaping as set forth in UDC 11-313-5, UDC 11-313-13 and UDC I1 -3B-14..
2. The project is subject to all current City of Meridian ordinances and previous conditions
of approval associated with this site (CUP -99-023 and Development Agreement Instrument
No. 100021863).
3. The issuance of this CZC does not release the applicant from any previous requirements
of the other permits issued for the site.
4. The applicant and/or property owner shall have an ongoing obligation to prune all trees
to a minimum height of six feet above the ground or sidewalk surface to afford greater
visibility of the area.
5. The applicant shall have an ongoing obligation to maintain all pathways.
6. The applicant has a continuing obligation to comply with the outdoor lighting provisions
as set forth in UDC I 1-3A-11.
7. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 11-3A-3.
8. The applicant and/or assigns shall have the continuing obligation to meet the specific
use standards for the existing hospital as set forth in UDC 11-4-3-22.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the
Director. All requests for review shall be filed in writing with the Planning Division on or
before February 24, 2015, within fifteen (15) days after the written decision is issued, and
contain the information listed in UDC 11 -5A -6B.
If City Council review of the decision is not requested, the action of the Director represents a
final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the
use has not commenced within one year of the date of issuance of the Certificate of Zoning
Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a
structure shall expire if the construction or alteration has not commenced within one year of the
date of issuance of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until
February 9, 2016.

To Whom It May Concern:
The following is a narrative describing the proposed use and function of the St. Luke's Meridian Chapel.
The description includes architectural character as it pertains to exterior facades, materials, and
relationships to the existing structure.
The St. Luke's Meridian Chapel project encompasses an 829 square foot addition attached on the south
side of the hospital. The addition is located on the first floor, and is accessed from a corridor that
connects the main entrance of the hospital to the atrium of the medical office building. The addition
contains a Chapel space, Office/ Consult and Vestibule. The Office will house a chaplain, and has an
area for meetings and visiting volunteers to work. The Chapel is arranged with moveable seating, and
designed for multiple layouts to work with various hospital chapel functions. The Chapel's hours will
align with that of the hospital, allowing visitor access at all hours.
The Chapel is a single story addition, and will be sited over an existing planting bed and sidewalk. A
portion of the project (Office/ Consult) will be infrlled underneath the second floor (covered sidewalk).
A landscape area is proposed to the west of the addition, where it is considered to a semi -private garden
area. The area is surrounded by a 4'-0" wrought iron fence with brick pillars. A sidewalk leads through
the garden area from the hospital to the south entrance of the medical office building, and a pergola is
placed at one side to signify the importance of the space. A sitting area is situated in the middle.
Narrative describing compliance with the guidelines contained in the Meridian Design Manual:
1. Architectural Character:
a) Facades: The addition sits up against a two-story fapade on the south side, and a six story fapade
on the east side (where a portion of the addition infills the first story space beneath). The size and
scale of the Chapel matches well with the parent building, and is designed to mimic the curved
glass stairwell on the southeast corner of the hospital. The new aluminum glazing systems match
the existing in height, arrangement and finish. Brick column elements and a horizontal eifs
(exterior insulation finishing system) band at the parapet imitate much of the existing fagade. The

height, building elements, and use of existing materials make the addition blend in with the fabric
of the hospital.
b) Primary Entrance: The primary entrance is located within the existing hospital. Security concerns
and access from the hospital required that the entrance to the Chapel be placed to the interior.
c) Roof Lines: The roof of the addition is flat, and the top of the new parapet will match into the
existing fagade at the second floor level. The parapet height matches well into the two-story fagade,
and mimics an existing eifs band at the same level.
d) Pattern Variations: The exterior wall of the Chapel addition provides plenty of interest with
modulating brick column elements, curved glass walls, and portions of eifs. Horizontal elements
include window mullions and an eifs band at the parapet.
e) Mechanical Equipment: The addition will be served mechanically through both existing interior
mechanical systems, or new equipment located above the ceiling in the Chapel. A condenser unit
may be located in the new landscape area, and will be screened from general view. There is not any
rooftop equipment planned.
2. Materials:
Building materials used on the Chapel addition match exactly the existing materials on the parent
hospital building. The new aluminum window glazing systems match in height, arrangement and finish
(medium bronze). There is use of brick in column elements, and of eifs in horizontal bands at the
parapet, and at end walls. All materials used on the addition can be found on adjacent facades of the
hospital.
3. Parkin Lots:
There are no modifications to the existing parking lots.
4. Pedestrian Walkways and facilities:
A portion of an existing east -west sidewalk will be abandoned to accommodate the new addition. It was
determined that the sidewalk was rarely used by patients or staff to traverse to different parts of the
building, as the same travel path can be accomplished from an interior corridor.
An existing sidewalk leading from a pair of exit -only doors from the hospital will be demolished, and
replaced with a smaller more intimate walkway. The walk is surrounded by a new landscape "garden"
area, and considered to be semi -private. A sitting area is established in the center of the exterior space,
while a pergola is placed over the walk at the entry.
