Arnold, Commissioner Kent Goldthorpe, Commissioner Paul Woods, Commissioner Date: April 6, 2015 To: Caleb Hood City of Meridian Subject: Paramount Southeast/ MPP15-0002/PP-15-002/RZ-15-001/CU-15-001 The Ada County Highway District has received multiple inquiries through the Tellus website this weekend requesting that the Paramount Southeast applicant conduct a Traffic Impact Study. As you are aware, ACHD did not require a TIS with this application. Information regarding the history, trips and traffic counts is provided below. Summary/History This application is for a 28-lot preliminary plat consisting of 22 commercial lots, 1 multi-family lot, and 5 common lots. The proposed rezone modifies the existing zoning boundaries between R-40 and C-G. The applicant is also seeking conditional use approval for 280 apartment units. ACHD reviewed and approved this site in 2003 as part of the original Paramount preliminary plat. The original application included 270 apartment units with a density of 18 units per acre. This application has the same density on a reconfigured parcel. The apartments are estimated to generate 1,862 vehicle trips per day; 174 vehicle trips per hour in the PM peak hour, based on the Institute of Transportation Engineers Trip Generation Manual, 9 th edition. Trip generation estimates for the commercial portion of the subdivision will vary depending on the nature of the use. The applicant, Brighton Corporation, entered into a Cooperative Development Agreement with ACHD in 2007 to design and construct the signalization and widening of the Meridian/McMillan intersection. The intersection was improved with 4-lanes and bike lanes on Meridian Road, and 3-lanes and bike lanes on McMillan Road. ACHD policy sets guidelines for when to require traffic impact studies. The policy also states that ACHD may waive the TIS requirement. ACHD did not require a TIS with this application because development of this site was approved in 2003, and a TIS was required through that review and approval process; and this application is consistent with the original concept plan that was studied. In addition to the multiple intersections along McMillan Road that have been signalized, many other roadways in the North Meridian area have been improved, and more are programmed. _____________________________________________________________________________________________________________ ___ Ada County Highway District • 3775 Adams Street • Garden City, ID • 83714 • PH 208-387-6100 • FX 345-7650 • www.achdidaho.org Projects Programmed in the IFYWP • McMillan Road is scheduled in the IFYWP to be widened to 5-lanes from Locust Grove Road to SH 55 in 2015. • The intersection of Meridian Road and Ustick Road is scheduled in the IFYWP to be widened and the signal modified in 2018 with the roadway widening project. • Ustick Road is scheduled in the IFYWP to be widened to 5-lanes from Linder Road to Locust Grove Road in 2018. • Meridian Road is scheduled in the IFYWP to be widened to 5-lanes from Cherry Lane to Ustick Road. Design is programmed for 2016, right-of-way acquisition in 2017 and construction is currently listed in preliminary development. Traffic Counts • McMillan Road e/o Summit Way – 10,633 on 9-26-13 (school in session) • McMillan Road e/o Meridian Road – 14,041 on 6-4-2014 (last day of school for 2013/2014) • Meridian Road s/o Chinden – 8,434 on 9-24-14 (school in session) • Meridian Road s/o McMillan – 9,552 on 7-17-14 (summer – no school in session) With the street improvements previously made by Brighton, and the projects currently planned and programmed by ACHD, all roadways and intersections within the area are projected to operate at an acceptable level of service at build out.
