Seems like the ACHD Capital Investment Citizen's Advisory Committee was a long time ago! I am writing to you now to express my concern for potential development of a Storage Unit Complex and other features at the entrance to the Spurwing Greens Subdivision. We sold our 5 acres last year and moved into Spurwing Greens in May of 2014, downsizing to a more manageable piece of property, and in a subdivision with amenities that we hoped would help maintain our property value. We are very concerned that the proposed development by Oak Leaf Development will have a negative effect on our new subdivision and resultant property values. The subdivision residents have submitted a petition to the City, with detailed information, and requesting that the City deny the Oak Leaf Development requests for refining of certain properties located. North of Chinden Rd. and West of Tree Farm Way, in Meridian. The City Planning & Zoning Commission agreed with that petition and recommended denial of the Oak Leaf request at their recent meeting. I signed and support that petition, along with some 90+% of the other residents of Spurwing Greens Subdivision. I ask that you support the recommendation of the City Planning & Zoning Commission, and deny the request of Oak Leaf Development (File No. RZ-003, PP15-003 & CUP 15-003). I oppose the application for a use permit which would allow the construction of a storage facility near Tree Farm and Chinden. At the last Planning & Zoning meeting, an Oakleaf Development representative stated that the traffic would not have an impact on our neighborhood. This statement is simply not true. The type of traffic created by this facility is not compatible with residential use and would impact our communities' livability. instead of local cars and trucks traveling on our streets that are paying attention to children and other walkers, it will be non- residents driving large vehicles, pulling trailers and boats, and driving their RVs in and around our narrow streets. The streets in our neighborhood were not designed for that kind of traffic, especially since the entrance of the storage units is directly located across the street from where our local pool is located. was also stated that we are a multi -use neighborhood, which is true. However, we are also a Country Club eighborhood. According to our CC&Rs we are required to pay dues to Spurwing County Club as Lifetime Social members, with the opportunity to join as golf members. Putting in industrial storage units will greatly diminish the value of our property and the livability of our community. There is no way the units can be built to disguise their use as proposed by the developer. ,,,,My third point concerns safety of our neighborhood. We had a police officer come and speak at our HOA neeting last week. He stated that there is no crime rate to speak of in Spurwing Greens because we know our neighbors and know who is coming and going. When you have people who do not live here driving through our streets, with full access to our community and no accountability for its safety, we lose the ability to monitor local traffic and help ensure a safe community In short, this proposed use is not compatible with the existing residential community and contrary to our Mayors stated desire to maintain safe neighborhoods in an attractive and sustainable environment. I respectively urge you to decline issuing the requested use permit. Preliminary Plat approval consisting of 1 residential lot, 3 commercial lots & 3 common lots on approximately 23.59 acres in the proposed R-15 & C -C zoning districts AND Conditional Use Permit for a self-service storage facility consisting of a care-takers/office building and 15 storage buildings on approximately 11.18 acres of land in a proposed C -C zoning district for Jayker Village Sub.. Residents signing this petition affirm that they are legal residents of lots in Spurwing Greens Development and believe that granting the proposed application for rezoning and for a CUP will have detrimental effects and significant impact on properties and persons residing within Spurwing Greens. Detrimental impacts include but are not limited to the following: • Decreased property values • Visual Pollution • Increased Traffic • Impact on local school bus stop and resulting increase in hazards to children • Proposed entrance to site would be Across the street from a new pool currently under construction Residents are concerned that Oak Leaf Development, Inc. and The City of Meridian have not adequately reviewed the impact of increased traffic on N. Tree Farm Way, including the fact that if the rezoning and CUP are granted the project would place significant traffic burdens on the only entrance and exit into Spurwing Greens via N. Tree Farm Way and the impact on an existing school bus stop at the corner of N. Tree Farm Way and layker, Ave. Currently there are 250 homes that are occupied or nearing completion in the Orchard and Grove sub -divisions of Spurwing Greens with 40+ homes planned or permitted for construction during 2015. Residents of these developments along with other residents of The Estates, The Rim, and other developments and private residences that contribute traffic to the only entrance and exit to Spurwing Greens. When recent improvements were completed at Chinden Ave. and Ten Mile Rd, the entrance to a development on the north side of Chinden and w/o Ten Mile that formally used N. Double Eagle Lane as their own entrance and exit onto Chinden was closed, with the closure of that street residents of that development are now required to use Spurwing Greens streets to enter and exit on to Chinden via N. Tree Farm Way. Residents of Spurwing Greens were sold on the quality of life benefits of living in Spurwing Greens and the rural surroundings in, around and near to our development. Construction of any type at this location without significant attention to traffic, safety, property values and visual pollution will be opposed in the strongest manner possible. We do not want storage units in our subdivision. There are many, many reasons not to allow the rezone and the vast majority of homeowners have signed a petition and/or attended the March 5th PZC to express their objections. Just a few of the objections are listed but not limited to the following - This type of facility belongs in an industrial area. That is why there is a request to rezone and obtain a conditional use permit in order to allow it in their proposed plan. The storage facility would create traffic and safety problems. It would be visually unattractive, negatively impact property values and reduce potential home buyers to the area. There are already over 20 storage facilities in the Meridian area and at least 4 located within approximately three miles of Spurwing. My husband and I are respectfully requesting that the Mayor and City Council support the Planning and Zoning's decision to DENY the request by Oak Leaf Development for rezoning and a conditional use permit. Over several years before retiring, we researched five cities (Bend, OR; Santa Maria, CA; Minneapolis, MN; Fort Collins, CO; and Boise, ID) for a new home. We love the Treasure Valley area, and specifically our SpurWing community in northwest Meridian. Our realtors showed us dozens of subdivisions across the Treasure Valley, including Harris Ranch in southeast Boise, Two Rivers in Eagle, Tuscany in south Meridian and many more. Before we decided on a plan in another subdivision, we asked to see the work of a specific builder who had completed a home in north Meridian, so our realtor brought us to SpurWing. The house wasn't for us, but the neighborhood was perfect. We loved the simple, open green spaces, the neat, clean landscaping and the clutter -free streets and side yards. We saw not one boat, commercial trailer, RV motor home, or commercial trailer. This was by design, according to our Brighton representative and according to the nearly 50 -page CC&Rs document. Now, we learn that Carnahan/Oak Leaf Development is trying to obtain a "Conditional Use Permit" in order to change zoning from Commercial -Neighborhood to Commercial -Community for property adjacent to our common area/clubhouse/pool so that he can build open commercial storage sheds with Republic Storage. In fact, Carnahan/Oak Leaf Development recently poured an entrance to the storage area within yards of our common area/pool and posted "no parking" signs where residents once parked in order to run their dogs and watch their children play in the grass. Because the proposed plan 1) does not follow the builders' guidelines and CC&Rs for our subdivision, 2) would allow countless boats, commercial trailers, RV motor homes, ATV trailers, and other moving vehicles circle our community pool and play area, 3) could compromise the safety of our children/residents, and 3) does not maintain the integrity of our lovely neighborhood, we ask the Meridian City Council to follow the recommendation of the Meridian Planning & Zoning Commission (on March 5, 2015) to deny the request of Oak Leaf Development to change the zoning in order to build open commercial storage sheds. P.S. 2: We were surprised to see Carnahan's property advertised as "Prime location in SpurWing Greens" and "Single, Commercial, Office, Retail, Industrial." I think the use of "industrial" is inaccurate unless Carnahan gets the new zoning. The current MLS listing does not specify that it is C -N (Commericial-Neighborhood), which allows for commercial, office, retail, and small business parks. The proposed storage center would not fit this category. We think Carnahan wants the property zoned CC (Commercial -Community) so that he can attract larger commercial businesses, which would be inappropriate inside such a safe and attractive residential area. In addition, with the type of traffic resulting from the project, Spurwing residents have much concern with the ,--safety of their children around the swimming pool and bus stop areas. The Jayker Village Subdivision application would have a major impact on the Spurwing homeowners and taxpayers. There is no doubt that the plan will have a major negative impact on our property values and result in lower assessments; reduce potential home buyers to the area; and possibly cause many residents to relocate from Meridian. Smart city planning attracts new residents to Meridian, this is why we made the decision to relocate here from out of state. We simply would not have selected Meridian and purchased a home in Spurwing if a development plan such as the one proposed by Oak Leaf was already underway or completed. It simply would not fit our ideal community to retire and spend the rest of our lives.. Thankfully, the residents of Spurwing had an opportunity to express our thoughts to the city Planning and Zoning Commission and the PZC has recommended DENIAL of the Oak Leaf Development plan submitted. When this area was zoned many years ago, I do not believe that the Spurwing Greens' Developer and the City of Meridian officials, had the vision of storage units at the front door of a premier subdivision. It does not make sense today, given the overall rapid growth in this area. The parcel considered should be rezoned to residential to better fit a mid -long term plan for the city. That request was not recommended, and the matter will now come before you at your April 7, 2015 meeting. Please consider the following points and agree to their recommendation to not permit the proposed use so that (hopefully) the neighborhood can meet with the developer and come to a mutually agreeable solution. Consider these facts: 1. In the abundance of storage facility currently operational near Spurwing (4 within a 3 -mile radius), there is not one facility which you gain access to it by driving through a neighborhood and/or entering by a neighborhood local road. The proposed re -zoning would use a "local" road to enter/exit, which is not permissible, and in this instance is unsafe. The local road proposed for traffic of RVs, trucks pulling trailers, U -Hauls, etc. is Tree Haven Way, which has a pool and community center on it. The proposed entrance to the storage area is across the street (approximatey 50') from the pool/community center. There is much foot traffic of children, teens, parents and grandparents because the parking lot for this pool/community center only allows 6 cars to park near the pool. That is not sufficient; thus it requires neighbors to walk to the pool. This is an obvious safety issue, and it does not sound like a liability the City (or anyone) would knowingly permit. 2. The schematic submitted by Oak Leaf Development is not entirely correct. It does not show the entirety of the roads to be used to enter the proposed storage entrance, because trucks pulling boats and/or travel trailers and/or RVs cannot negotiate the immediate left -turn from Tree Farm Way (residential connector road) onto Tree Haven Way (local road) as shown on that schematic. Instead, those type of vehicles would need to continue further into the neighborhood and circle the catch basin that is bound by Tree Farm and Tree Haven Ways, and this is the piece of property which has the pool and community center in it. This traffic pattern will come much deeper "into the neighborhood" before being able to turn onto Tree Haven Way. This intersection is wide enough to make the turn because it is a divided neighborhood connector road with a landscaping island dividing inbound/outbound neighborhood traffic lanes. This fact is not reflected on the schematic viewed at the Planning/Zoning Committee meeting on March 5, 2015. In either case, entry from the first left turn or from the second left turn will go by the pool and community center. There has to be a higher - better, and safer use for the property in question. That is what we seek to find and agree upon. It is our hope that as a neighborhood we could meet with the developer and talk about what a better use might be. It appears he is interested in a quick dollar but is not considering what safely actually fits on the land. To work together would be amicable and certainly a lot safer than what is now proposed. I respectfully ask the City Council to stand by the recommendation of the Planning/Zoning Commission to not allow re -zoning for storage units on this parcel of land. Please know I like so many other neighbors of mine selected SpurWing subdivision because of the Country Club Lifestyle. Access to the storage area being adjacent to a pool where children will congregate is a major concern for their safety. 2. These are our homes and we do not want to junk up this beautiful area making our surrounding properties look cheap and worthless. We all pay for Country Club Community environment and neither of us wants all this unwanted traffic in and out of our well landscaped grounds tearing up our roads, threatening our Security, etc. Why wasn't a traffic impact report needed? 3. We all pay higher taxes for the luxury of living in this Country Club Community. Without a doubt, Depreciation in Home Values is sure to happen and I'm certain no one wants this in our Country Club Community. 4. It is my understanding that our Property Taxes will rise due to increased repair/maintenance of our roads which will be damaged by the constant use of huge trucks, etc. 5. Lighting will also be a major factor and it is not my personal preference to have lighting so bright that I'm going to feel like I'm at a night game of football. 6. There will be increased cars parking at the storage facility going in and out and will no doubt cause us to wonder who, where and what types of people are coming here. Spurwing greens has strict CCR's that residents are required to abide by at all times. residents can only have RV, boats and other recreational vehicles on their property for loading and unloading purposes only. Yet we will see those same vehicles that aren't allowed in our neighborhood 24/7. Garbage cans are to be taken in and stored in ones garage or behind fences and not in view of neighbors, yet this garbage development of storage units will be in our view 24/7. A month ago,l went to an open house in the Estates. There were 4 couples looking at the home. I asked the agent if he was aware that there is a proposal for an 11 acre storage unit to be developed. 2 couples left upon hearing this and the other 2 couples were concerned. I told them there is a meeting on march 5th at city hall. How does the proposed allowance of this indiscriminate development affect the builders that bought these lots. How will the builders perpetuate the sale of dirt lots for the further development of SpurWing greens with a cheap and shoddy storage unit facility in full view? Not only will builders be impacted negatively but also the contractors, plumbers,electricians,framers, la ndsca pers, roofers. The mission statement of the planning division "is to be an innovative planning team that advances the quality lifestyle and economy envisioned by our comprehensive plan" Mayor Tammy de Weerd states "that meridian is a vibrant community whose vision is to be the premier city to live,work and raise a family" How can the city of meridian hold onto it's high city rating when Junk development is allowed to be built in a country club community. Oak leaf development has been for sale for 13 months at a 4 million dollar price tag. Oak leaf development must be having trouble off loading this land and are asking for these zoning changes and conditional use permit in order to make this land a more desirable SALE advantage for them, thus this is why we are all here tonight. Using this entrance will cause many increased safety issues for our community. Just inside our entrance at the corner of Tree Farm and Jayker is the school bus pick-up for the children who live here. There are more than one pick-up times in the mornings, as well as drop-off times in the afternoon. Also, the developer placed the swimming pool directly across from the entrance to the storage facility on Tree Haven. This is another very unsafe situation for the community's children as they walk and bike to the pool, or enter/exit their cars on the street, since the pool's parking lot only has room for 6 cars. The developer claims that the increase in traffic, according to HIS study will not be a problem, however, we believe the proposal should require a formal traffic study by an independent 3rd party. We also KNOW that large vehicles such as RV's will find it difficult to navigate the sharp left turn off of Tree Farm and onto Tree Haven, as well as the second sharp left turn at the pool into the storage area. These vehicles will instead continue further into our community on Tree Farm, up to the north end of Tree Haven, THEN turn back south toward the storage facility where they will turn right into the storage area. We KNOW this because we have watched many large cement trucks, etc. do this exact thing while our development has been being constructed in the 3 years we have owned our home. And, while the developer claims his study shows that his proposed storage facility will produce less traffic into our community than other commercial interests would, those other types would not be operating from 6 AM until 11 PM. Imagine how we Spurwing homeowners, who have spent from $300,00 to $1,000,000 for our homes, feel after learning that a developer wants to place an industrial -type RV and Storage facility next to us. We moved here from North Dakota to retire because of the wonderful place we believed Meridian would be to live. And now we know that this plan will have a negative effect on the investment we made here. However, the lowering of our property values and assessments will also lower the tax base for the city of Meridian. The tax base that Meridian will gain from this storage facility could be realized just as well were it placed in an industrial zoned area. Several years ago this might have been a feasible long range plan for Meridian. No one could foresee during the housing downturn just how quickly the rebound would increase the residential growth in the city of Meridian. What once may have been a "good" plan needs to be changed. A plan that should ONLY be placed in an industrial zone does not fit in what has already become a large residential area. The developer's request simply does not fit this neighborhood area for many reasons as communicated by the Spurwing residents at the March 5th hearing. That facility plan belongs in an industrial area, not next door to one of Meridian's new high end neighborhoods. 2. The single entrance into our residential area should never have been considered for use by the developer for the proposed storage facility and commercial aspects of the plan. This plan would simply overburden the functional use of our single Tree Farm entrance/exit causing numerous traffic and saftey problems for Spurwing area residents. The developer's comments regarding traffic volume were seriously underestimated and the proposal should have required a formal traffic study conducted by an unbiased 3rd -party. There is no way that this single entrance/exit could safely handle the additional traffic from the Oak Leaf Development proposal, new subdivisions underway on the Spurwing side, additional sales within the Spurwing community and the large BainBridge development across Chinden. 3. There were many concerns expressed by the Spurwing residents concerning the safety of our children and homeowners. 4. Imagine how the Spurwing homeowners feel after spending $300,000 to $1,000,000 plus for a new home only to learn that a developer wants to place a RV & Storage Facility next door. Would you purposely purchase a home spending those $$ to be located next door to highly visible storage facility? It is not supportive of the Spurwing neighborhood environment. There are already over 20+ storage facilities in Meridian and there are at least 4 located within approximately three miles of the Spurwing development. A six- foot fence" will not block the view of 9-14' RVs, cargo trailers and other tall vehicles from Spurwing. 5. The Jayker Village Subdivision application WOULD HAVE a major impact on the Spurwing homeowners and taxpayers. There is no doubt that the plan WILL have a major negative impact on our property values and result in lower assessments; WILL reduce potential home buyers to the area; WILL cause many residents to relocate from Meridian. Smart city planning attracts new residents to Meridian, this is why we made the decision to relocate here from out of state. We simply would not have selected Meridian and purchased a home in Spurwing IF a development plan such as the one proposed by Oak Leaf was already underway or completed. It simply does not fit. 6. The developer wanted to have the commercial development and storage facility entrance located directly across from our swimming complex. That is a SERIOUS item for the overall safety of our residents. Can you imagine the traffic and safety issues resulting with 60' Truck/RV rigs navigating that area? Having a heavy volume of additional daily vehicle trips on Tree Haven Way due to this entire proposal is very poor planning. Thankfully, the residents of Spurwing had an opportunity to express our thoughts to the city Planning and Zoning Commission and the PZC has recommended DENIAL of the Oak Leaf Development plan submitted. When this area was zoned many years ago, the plan probably made sense at that time. It does not make sense today given the overall rapid growth in this area. The parcel considered should be rezoned to residential to better fit a mid -long term plan for the city. We are very pleased and supportive of the Commission's decision to deny the application of Oak Leaf Village their request to build storage units next to Spurwing Greens. We ask that you deny any appeal by the developer and to approve the action of the Planning and Zoning Commission. The reasons: Safety: Spurwing Greens has only one entrance which now serves residential traffic, construction vehicles and school busses. There is also a pool which is adjacent to the road going to the proposed storage unit location. Children and residents will be walking or driving to the pool, further increasing the danger of accidents on this road. Property Values: Our homes will see a decrease in property values if this industrial site is built next to our country club community. Realtors have reported that buyers have actually left open houses when they heard the building of these units is a possibility. A decrease in property values will ultimately affect the city of Meridian as well as the homeowners. Fire Danger: Because these units will not be inspected, harmful/flammable materials, chemicals, and meth labs are a reality. Other storage unit facilities have experienced these dangerous conditions. Once a fire starts in one of these units, our homes will be in the pathway of a catastrophe. Quality of Life: The appearance of our community would be negatively affected by storage signage on the buildings and at our one entrance. We purchased our home in Spurwing Greens with a desire to reside in a beautiful, country club community. We were never told that we might face an industrial park view next to us. Finally, we appeal to you to protect one of Meridian's finest home communities. We are not against growth, but it needs to be done in an intelligent way with homeowners and their rights being protected by you, the elected officials of our city.
