RE: FP -15-008 THREE CORNERS SUBDIVISION NO.3
The Idaho Transportation Department has reviewed the referenced final plat application for the Three
Corners Subdivision No. 3 at the southeast corner of Locust Grove Road and Chinden Boulevard (US 20-26).
ITD has the following comments:
1. ITD has no objection to the requested application. The project does not generate any more trips than
anticipated under the Comprehensive Plan.
2. The site plan does not show an access to the State Highway System. No access to US -20/26 is
reviewed or approved with this application.
3. ITD currently maintains 40 -ft of right-of-way south of the section line. The site plan identifies the
planned right-of-way for US -20/26 of 70 feet and an additional 30 -ft of right-of-way for the City of
Meridian to construct sidewalk, landscaping or roadway lighting within the corridor.
4. The applicants should be reminded that commercial and advertising signs are not permitted within the
ITD right-of-way.
5. The applicants should be reminded that any landscaping or noise berms abutting US -20/26 should not
interfere with the natural flow of surface water or run-off and be located outside of the right-of-way.
6. Any work within ITD right-of-way will require an application for a permit. Please contact Shona
Tonkin at 334-8341 if work is to be completed within the right-of-way.
If you have any questions, you may contact me directly at 332-7191.

h.„:° SCHOOL DISTRICT
March 5, 2015
City of Meridian
City Clerk's Office, Attn: Machelle Hill
33 East Broadway Avenue
Meridian, ID 83642
Dear Planners:
Joint School District No. 2 (dba West Ada School District) has experienced phenomenal student growth
in the last ten years. Nearly every high school, middle school, and elementary school throughout the
district is operating at or over capacity. Approval of the Three Corners No. 3 Subdivision will have an
impact on school enrollments at the elementary, middle school and high school levels in West Ada
School District. Based on U.S. census data, we can predict that these homes, when completed, will
house 17 school aged children.
West Ada School District supports economic growth. However, growth fosters the need for additional
school capacity. Revenue support from developers of new residential subdivisions for the purchase of
the school sites necessary to serve the proposed subdivision is required. West Ada School District
estimates the revenue required for the purchase of future school sites is $830.00 per new home
constructed. The approval of Three Corners No. 3 Subdivision will create the need for $17,430 in
revenue to purchase the school sites this subdivision will require. In lieu of these sources of revenue,
the district will accept the donation of land appropriate for a school site. Such a site would need water
and sewer service availableand prior to the commencement of construction, the district will need to
pass a bond issue for the construction of schools.
Residents cannot be assured of attending the neighborhood school as it may be necessary to bus
students to available classrooms across the district. We ask that you require the developer to provide
safe walkways, bike baths and safe pedestrian access for our students. School capacity is addressed in
Idaho code 67-6508. Joint School District No. 2 is currently operating beyond capacity. Future
development will continue to have an impact on the district's capacity.
ncerely, //
