Project Narrative
On behalf of 4345 Linder Road, LLC, we hereby apply for annexation and zoning and a preliminary plat
for Decatur Estates Subdivision, a single-family residential development of 99 building lots and 12
common lots on 39.76 acres in a proposed R-4 zone. Gross and net densities for the project are 2.49
and 3.82 dwelling units per acre, respectively. The area is designated as Medium Density Residential in
the Meridian Comprehensive Plan and is bordered by existing low-density residential subdivisions on
the north and west. We are requesting a reduction in density due to the existing low-density residential
development surrounding the property and the developers' need for larger lot sizes to accommodate their
desired product.
The minimum lot size is 8,000 square feet, with the average lot size being 11,413 square feet. A total of
5.02 acres of open space has been provided, or 12.5 percent of the site. Landscaping within the
development includes landscaped parkways, pathways, a ten -foot -wide multi -use pathway adjacent to
the White Drain and a central common area with playground equipment. The project has been designed
to be compatible with the adjacent developments of Bridgetower and Watersong Estates.
The property is entirely surrounded by the city limits of Meridian. The property, formerly owned by the
Brinegars, was farmed for many years. An LDS church and portions of Bridgetower Crossing
Subdivisions Nos. 10, 11, 13 and 15 are north and west of the site, and Watersong Estates is south of the
site. East of the site, across N. Linder Road, is the Baldwin Park No. 1 Subdivision.
The proposed development is currently serviceable with sewer and water. An eight -inch sewer main
line is located within N. Marche Avenue (Bridgetower), and a 15 -inch sewer main (White Drain
Trunk) is located along the south boundary. A 12 -inch water main is located in N. Linder Road.
Connections will be made in Watersong Way and Marche Avenue, looping the water system.
Pressurized irrigation will be provided fiom the Mattlock 429 Lateral of the Settlers Irrigation
District. The pump station will be located on the southeast corner of the project, with an overflow to
the White Drain. Storm water will be accommodated on site through the use of underground seepage
beds. The plat complies with city standards for dimensional standards, landscaping and design for
the R-4 zone, and no waivers or variances are required or requested.
The Settlers Irrigation District White Drain traverses the property near the southwest corner, where a 10 -
foot -wide, multiple -use pathway is provided in accordance with the Meridian Pathways Plan. A central
common area has been designed into the project, providing linkage with a combination of linear open
space and micro -paths. A micro -path has been incorporated to provide a convenient route to Sawtooth
Middle School located along Linder Road.
Access to the property is provided from N. Linder Road and continuation of stub streets within
Bridgetower Crossing and Watersong Estates Subdivisions. The development has aligned the
residential collector of Baldwin Park (W. Monument Drive) and ties into existing stub streets to the
north and south. The existing transportation system is in place and adequate to serve project. The
project will blend in well with the Bridgetower and Watersong developments and has been designed
to be compatible. As designed, the site has excellent internal circulation and access to the public
road system, which has adequate capacity to accommodate the trips generated by this development.

to a 5/8 inch diameter Iron pin marking the southwest corner of said SE % of the NE %;
Thence N 0020'56" E along the westerly boundary of said SE Y4 of the NE % a distance of 1314.18 feet to
a 5/8 inch diameter iron pin marking the northwest corner of said SE Y4 of the NE %;

On January 28�h I described six soil profiles on the Brinegar Project on Linder
Road south of McMillan Road. A map is attached showing the approximate
boundary and the GPS locations of the test holes. Also included are detailed soil
profile descriptions.
SETTING
This 40 acre parcel is located in the SE % of the NE 1/a of Section 35, Township 4
North, Range 1 West, Boise Meridian, Ada County, Idaho. A drainage ditch flows
diagonally across the lower part of the property from southeast to northwest.
The larger part of the property lies north of the drain and is irrigated cropland
which produced sugar beets last season. The field south of the drain appears to
have never been in row crop, but was likely used as irrigated hay and pasture.
The site is located on the first alluvial fan terrace south of the Boise River
floodplain. This landscape position was formed by outwash from Pleistoscene
glacial melt. The landform typically has a soil profile 4 to 8 feet thick over "pit
run" material classified as Whitney Gravels. That strata has sands, gravels and
cobbles 20 to 100 feet thick underlain by mostly impermeable ancient lacustrine
deposits of silt and clay. Perched groundwater is present in and moves through
the Whitney Gravels above the lacustrine layer. Most domestic wells are typically
taken to depths of 100 to 300 feet to reach the true aquifer trapped beneath the
sediments.

SOIL PROFILES
The surface layer in all profiles is silty clay loam having 28 to 32 percent clay and
a thickness of 12 to 18 inches. Loam, silt loam and silty clay loam are present
beneath the surface to a hardpan that occurs in all test pits north of the drain.
These hardpans have varying degrees of cementation, but all are dense in place
and restrict permeability to some degree.
Test pit 6-15 south of the drain has silty clay loam and sandy clay loam textures
from the surface to the substratum sand, gravel and cobbles. No hardpan is
present in this profile. It appears this portion of the property has been used for
hay and pasture. Therefore, it has not been subjected to the land leveling and
annual plowing that occurred on the field north of the drain.
Sand, gravel and cobbles are present in all profiles at depths ranging from 91 to
109 inches below the ground surface. These materials commonly referred to as
"pit run" are loose in place and have rapid or very rapid permeability.
GROUNDWATER CONDITIONS
Once the excavation reached substratum sand and gravel, free water was
encountered. Standing water stabilized in each test pit at depths of 93 to 103
inches after 30 minutes. Readable wetness features were present only in test pit
3-15. Mottles in the 29 to 47 inch layer of that test hole are likely not due to
fluctuating groundwater levels, but are relic to past irrigation activity.
PVC pipes were placed in each test pit prior to backfilling to allow measurement
of groundwater levels. Readings will conduct bi-weekly throughout the summer
irrigation season and a final report will be provided in October. I would expect
peak groundwater levels to be 24 to 36 inches higher than these static levels. Be
sure to notify the individual who will farm the parcel to be aware of the monitor
pipes and that care be taken to preserve them.
HISTORICAL DATA
From 2002 through 2008 some 33 test pits were placed on the Bridgetower
Subdivision and 7 in the Watersong Subdivision all in Section 35. Profile
descriptions show that depth to hardpans (where present) ranged from 26 to 55
inches with 68 to 108 inches to sand and gravel. I selected 18 test holes located
within 'Amile of the Brinegar site. At the time of those excavations free water
was entering all pits and static water levels ranged from 51 to 135 inches. This
compares well with the profiles observed on this project.

Groundwater monitoring was conducted in 2002, 2003, 2004, 2005 and 2008.
Up until 2005 this area for two miles in each direction was still surface irrigated
cropland. Since that time, a large portion of the surrounding area has been
developed. This development has caused the removal of many open ditches and
irrigation is now sprinklers on lawn grasses. A comparison of 2005 and 2008
data on four holes just west of this 40 acres shows a drop of 3 to 21 inches in
peak groundwater levels. The trend to lower groundwater levels is not
immediate, but post -development groundwater levels do drop over time.
Three well logs were examined to determine thickness of the gravelly
substratum and underlying lacustrine layer. One well is located at the dwelling
on this parcel while the other two are within 'Amile of this site. These well logs
show the thickness of the pit run to be from 18 to 21 feet thick with the
underlying impermeable clay to be 43 to 52 feet thick. These thicknesses define
the location of the perched groundwater on this site.
OTHER INTERPRETATIONS
Textures in the upper soil profile can be utilized to predict both load bearing
strength and potential R -values. Silty clay loams and loams dominate the top 24
inches of these soils. Using the International Building Code Table 1804-2 these
textures provide an allowable foundation pressure of 1,500 psf. We have an
extensive database of laboratory test values of a wide range of soil textures.
Based on that data, R -Values of these silty clay loams are commonly less than 10
and often less than 5.
SUMMARY
These soils are representative of those on alluvial fan terraces. Weak to
moderate hardpans are present over pit run materials at about 8 feet below
ground surface. Groundwater is present in the substratum coarse sands, gravels
and cobbles. All soil materials will dig with little difficulty using typical
excavation equipment. There should be no soil related issues on this property
that will not be addressed by normal engineering and construction procedures.

They were throwing a fit about the extension of N. Marche Avenue and wanting to fight it at the District. The
compromise was extending both northerly stub streets to distribute the traffic generated by my site. We are also
extending a public street across the White Drain for connection Watersong Way as requested by the City of Meridian. I
believe we have most everyone happy with the transportation. I did receive comments from residents of Baldwin Park
claiming they want a traffic signal at W. Monument Street. I informed them that their intersection is too close to the
McMillan/Locust Grove signal and highly unlikely a light would be allowed.
