Broadway Ave. Meridian, Idaho 83642 Subject: Petition in Opposition to the application of Oak Leaf Development Company, Inc. for rezoning of certain properties located N/side of Chinden Blvd; w/o N. Tree Farm Way & N. Tree Haven Way. File No. RZ-003, PP 15-003 & CUP 15-003 The following citizens of Spurwing Greens, City of Meridian, Idaho do by their signatures affixed below, oppose the application of Oak Leaf Development to rezone 26.09 acres of C -N and R-15 zoning districts to R-15 (8.48 acres) and C -C (17.16 acres) zoning districts. Preliminary Plat approval consisting of 1 residential lot, 3 commercial lots & 3 common lots on approximately 23.59 acres in the proposed R-15 & C -C zoning districts AND Conditional Use Permit for a self-service storage facility consisting of a care-takers/office building and 15 storage buildings on approximately 11. 18 acres of land in a proposed C -C zoning district for Jayker Village Sub.. Residents signing this petition affirm that they are legal residents of lots in Spurwing Greens Development and believe that granting the proposed application for rezoning and for a CUP will have detrimental effects and significant impact on properties and persons residing within Spurwing Greens. Detrimental impacts include but are not limited to the following: • Decreased property values • Visual Pollution • Increased Traffic • Impact on local school bus stop and resulting increase in hazards to children • Proposed entrance to site would be Across the street from a new pool currently under construction Residents are concerned that Oak Leaf Development, Inc. and The City of Meridian have not adequately reviewed the impact of increased traffic on N. Tree Farm Way, including the fact that if the rezoning and CUP are granted the project would place significant traffic burdens on the only entrance and exit into Spurwing Greens via N. Tree Farm Way and the impact on an existing school bus stop at the corner of N. Tree Farm Way and Jayker, Ave. Currently there are 250 homes that are occupied or nearing completion in the Orchard and Grove sub -divisions of Spurwing Greens with 40+ homes planned or permitted for construction during 2015. Residents of these developments along with other residents of The Estates, The Rim, and other developments and private residences that contribute traffic to the only entrance and exit to Spurwing Greens. When recent improvements were completed at Chinden Ave. and Ten Mile Rd, the entrance to a development on the north side of Chinden and w/o Ten Mile that formally used N. Double Eagle Lane as their own entrance and exit onto Chinden was closed, with the closure of that street residents of that development are now required to use Spurwing Greens streets to enter and exit on to Chinden via N. Tree Farm Way. Residents of Spurwing Greens were sold on the quality of life benefits of living in Spurwing Greens and the rural surroundings in, around and near to our development. Construction of any type at this location without significant attention to traffic, safety, property values and visual pollution will be opposed in the strongest manner possible.
