This is how spurwing greens is branded through Brighton Homes advertising and marketing team. This is what the spurwing greens residents bought into and this is how it will remain. There are 3 storage unit facilities in northwest meridian and not one of them requires storage unit renters to drive throughout the neighborhood unlike oak leaf development proposal. Spurwing greens has strict OCR's that residents are required to abide by at all times. residents can only have RV, boats and other recreational vehicles on their property for loading and unloading purposes only. Yet we will see those same vehicles that aren't allowed in our neighborhood 24/7. Garbage cans are to be taken in and stored in ones garage or behind fences and not in view of neighbors, yet this garbage development of storage units will be in our view 24/7. A month ago,l went to an open house in the Estates. There were 4 couples looking at the home. I asked the agent if he was aware that there is a proposal for an 11 acre storage unit to be developed. 2 couples left upon hearing this and the other 2 couples were concerned. I told them there is a meeting on march 5th at city hall. How does the proposed allowance of this indiscriminate development affect the builders that bought these lots. How will the builders perpetuate the sale of dirt lots for the further development of SpurWing greens with a cheap and shoddy storage unit facility in full view? Not only will builders be impacted negatively but also the contractors, plumbers, electricians,framers,landscapers, roofers. The mission statement of the planning division "is to be an innovative planning team that advances the quality lifestyle and economy envisioned by our comprehensive plan" Mayor Tammy de Weerd states "that meridian is a vibrant community whose vision is to be the premier city to live,work and raise a family" How can the city of meridian hold onto it's high city rating when Junk development is allowed to be built in a country club community. Oak leaf development has been for sale for 13 months at a 4 million dollar price tag. Oak leaf development must be having trouble off loading this land and are asking for these zoning changes and conditional use permit in order to make this land a more desirable sale advantage for them, thus this is why we are all here tonight. I would like to present you with a quote from Mr. David Packard of HP. I grew up with the Packard's father went to Stanford with Mr. Packard. I am a proud "ambassador" for the state of Idaho and the city of Meridian, however, recent news has brought forth disturbing news that cannot be ignored. Oak Leaf Development has pending permit plans for building storage units and re -zoning changes at the entrance of Spurwing Greens development. As one of approximately 240 homeowners I am writing to state that I am vehemently opposed to these plans. I retired from the motion picture business in May 2013. If I didn't learn anything from that business I learned about planning and the necessity of wise use of that planning, preparation time. Over the course of 38 years I,as one small cog in the making of "entertainment, ,was responsible for approximately $50,000,000.00 in budgets for production companies. Film preparation varies,but generally speaking a 6 month filming schedule necessitates a 3 month preparation period, followed by 2 months of wrapping up the project,all of which then requires post production,then marketing and distribution. Subsequently as you go to a film at the Village Cinema,pay and spend, know that for those 2 hours,anywhere from 10 months to a year has been put into that project.... keep in mind as you watch your favorite television series. The planning for the growth and runaway development in western Meridian is full scale runaway. If 250 homes are occupied in Spurwing Greens at a conservative figure,say 400,000.00 each,that translates into $100,000,000.00 for Brighton. With the new sub -division of Bainbridge Home/Brighton, that is an additional amount of home,approximately 350. 350 new homes at an average price of $250,000.00 equals $87,500,000.00. This amounts to a total of $187,000,000.00 towards Brighton Development I was told by the IDT that Wal-Mart was economically responsible for the light at Ten Mile and Chinden. I was also told that the "corridor" expansion was 8-13 years away and that the IDT was lacking in funding for the expansion of Chinden. If Brighton and Oak Leaf Development are raking in the potential profits of $187,000,000.001 believe that they should be responsible for the widening of Chinden which would cost approximately $2,600,000.00 (for the span from Black Cat to Linder) leaving them with $184,400,000.00. The absurdity of these figure are only exacerbated by taking in numbers of homes,not existing dirt lots within these sub -divisions. As a State and the city of Meridian, this harkens to the lack of preparation on your parts for expansion. I know of what I speak after 38 years in Los Angeles. Introduction of self and thanks for service. According to the Comprehensive Plan for the City of Meridian, The mission of the Planning Division is to be an innovative planning team that advances the quality lifestyle and economy envisioned by our Comprehensive Plan. We are pleased to know that your commission is to protect the property rights of local residents. I hope that sentiment is more than words. As you go home tonight you can return to the homes you left earlier in the day. If this petition is granted then in the future the residents of Spurwing Greens will not be returning to the homes they purchased. Things will have changed in a very sad way. 2. An application to change the zoning from C -N to C -C is an admission that this proposed use of the land is not compatible with being in a neighborhood of private homes. Because storage units are listed in Article C of the Comprehensive Plan for the City of Meridian which deals with Industrial Districts, (as well as in provisions pertaining to zone C -C) it would appear that this facility would be better located in an Industrial District and not an upscale neighborhood. Paragraph 11-2C-2: F of the Comprehensive Plan provides wisdom which I request this commission to consider this evening. It provides, "For uses that may fall into more thanicVAAP- ategory, the director shall determine the most appropriate category based on the more restrictive standards." (Ordinance 05-1170 which was passed on August 30, 2005 and became effective September 15, 2005. 3. Exhibit A shows 3 Republic Storage facilities. Two on Chinden and one just off Chinden near 5 Mile Road. They all look alike — many of the structures are greater in height than many of the homes in Spurwing Greens. And though Republic Storage will likely claim their proposed facility inside our neighborhood will look different than their other facilities, the reality is that the length and height of the proposed building will have to be similar to their other projects in order to do the kind of business they do. 4. There are 4 other neighborhood storage facilities within 3 miles of Spurwing Greens. There is no need for this facility in our neighborhood and with the possible exception of a few people — and I have not heard that there are any — none of the neighbors need or want this project. It is obviously intended to be a regional storage facility and not one serving Spurwing Greens. In fact, it would be a huge disservice to our community. 5. Exhibit B shows the signage which advertises the location and name of several Republic facilities as contrasted with the sign at the entrance to Spurwing Greens. Notice the height of the Republic signs. No berm or trees are, or can be, a cover for the industrial buildings that they are. Imagine the embarrassment of a resident telling a friend how to get to his home. "Just go east on Chinden, and when you see the large, tail, Republic Storage facilities and sign, take the next left turn into Spurwing Greens, our country club community." Or consider the opposite issue. Republic Storage can advertise its facility by saying, "Just go on Chinden until you see the beautiful entrance into Spurwing Greens. There is a sign there that will let you know you are entering a country club community. That's where we are located." Nice. They are piggy backing on our good name — a name for which we have paid. 6. I have referenced the country club community wording on the signage of our entry way. I don't want you to think this is a matter of a few old rich people trying to by uppity. Our homes range in value from several hundred thousand dollars to values that are several times that. We have worked long and hard to be able to finally achieve our dreams of purchasing such a home into which to retire. Like all of you we have worked long and hard to get to this point in our lives and we don't want some really rich guys coming in a destroying our dreams with a scheme to use our good name and development for their industrial purposes. 7. Exhibit C shows the homes across Chinden from the Republic Storage facility in Garden City. Without disparaging that community, it is obvious that the Republic Storage facility there did not upgrade or improve that community. Compare those pictures to those of the Spurwing Greens homes which are on the immediate north border of the proposed development. What will the proposal do to enhance the value of those homes? I think this commission has a duty to protect those private home owners by denying the petition. Exhibit D shows other homes in Spurwing Greens near the proposed project. The dichotomy is dramatic and sad. 8. Exhibit E shows an open display of Republic Storage facilities from the highway as contrasted with the very high berm that shields homes in Spurwing Greens from noise and visual distractions from Chinden. That's the difference. Residents want the privacy of the berm and Republic, like most businesses, wants to be seen from the road. It is unlikely that Republic will be required to shield our community from the noise and physical distractions of either the highway or its business operations. It would be a clear violation of the C -N zone and that is why the developer wants a C -C zone which, it could be argued, would allow the project to go forward. The legal rights and vested interests of the residents are of little concern to those advancing this project. We need your help to stop it. 9. Exhibit F reveals the parking lot at the swimming pool immediately across the street from the apparent entrance into the storage facility. It shows the limited parking at the pool, the limited space on the street for parking, and the challenge of vehicles passing each other when cars are parked on the street. It is a traffic hazard for which no governmental traffic study has been done to my knowledge. This issue of safety for children and others going to the pool is in addition to the danger for children entering or leaving the school bus on Tree Farm Way while traffic associated with the business of this project is attempting to enter Tree Haven Way from Tree Farm Way as it goes to the storage facility and other commercial activities which could be there. 10. As you have heard, our property values will go down while the developer's business investment will be benefited. Otherwise he would not do this. So we get to pay for his investment return with our loss of property values. At the same time, with the decrease in property values, the property tax base will correspondingly lower and local government gets to enjoy the benefit of, in a sense, contributing to the success of the developer at the government's expense. What a deal. 11. I have not addressed the traffic safety issues for the rest of our neighborhood other that at the swimming pool. Nor have I addressed the fact that no governmental studies have been done relative to traffic or safety issues associated with the potential activities and contents including hazardous materials in the storage units, or the issue of whether or not Tree Haven Way is even permitted to be used for commercial traffic, and so forth. 12. The final issue is one of potential litigation involving the city for not strictly enforcing traffic and safety codes which result in an accident, or the real estate developers who have failed to alert purchasers of their homes of the potential development which will result in a loss in their property values and/or the visual pollution associated with this project as it relates to their homes, or other issues which creative counsel could, with little difficulty, suggest. Thank you for your consideration of my comments. I now ask those assembled who agree with them to raise their hands. And I respectfully ask that you deny this petition with its devastating consequences for our community. Preliminary Plat approval consisting of 1 residential lot, 3 commercial lots & 3 common lots on approximately 23.59 acres in the proposed R-15 & C -C zoning districts AND Conditional Use Permit for a self-service storage facility consisting of a care-takers/office building and IS storage buildings on approximately 11. IS acres of land in a proposed C -C zoning district for Jayker Village Sub.. Residents signing this petition affirm that they are legal residents of lots in Spurwing Greens Development and believe that granting the proposed application for rezoning and for a CUP will have detrimental effects and significant impact on properties and persons residing within Spurwing Greens. Detrimental impacts include but are not limited to the following: • Decreased property values • Visual Pollution • Increased Traffic • Impact on local school bus stop and resulting increase in hazards to children • Proposed entrance to site would be Across the street from a new pool currently under construction Residents are concerned that Oak Leaf Development, Inc. and The City of Meridian have not adequately reviewed the impact of increased traffic on N. Tree Farm Way, including the fact that if the rezoning and CUP are granted the project would place significant traffic burdens on the only entrance and exit into Spurwing Greens via N. Tree Farm Way and the impact on an existing school bus stop at the corner of N. Tree Farm Way and Jayker, Ave. Currently there are 250 homes that are occupied or nearing completion in the Orchard and Grove sub -divisions of Spurwing Greens with 40+ homes planned or permitted for construction during 2015. Residents of these developments along with other residents of The Estates, The Rim, and other developments and private residences that contribute traffic to the only entrance and exit to Spurwing Greens. When recent improvements were completed at Chinden Ave. and Ten Mile Rd, the entrance to a development on the north side of Chinden and w/o Ten Mile that formally used N. Double Eagle Lane as their own entrance and exit onto Chinden was closed, with the closure of that street residents of that development are now required to use Spurwing Greens streets to enter and exit on to Chinden via N. Tree Farm Way. Residents of Spurwing Greens were sold on the quality of life benefits of living in Spurwing Greens and the rural surroundings in, around and near to our development. Construction of any type at this location without significant attention to traffic, safety, property values and visual pollution will be opposed in the strongest manner possible. As a parent of an Elementary School child that takes the bus to school, I cannot fathom the idea of large RV's, moving vans, trucks, trucks pulling trailers, etc., using our entrance where our children catch the bus in the morning and are dropped off in the afternoon. These large vehicles will be using Tree Farm Street as their entrance and will circle all around the green space to enter the facility since they cannot make the immediate left turn upon entry due to the size of the street. I can only hope and pray none of these innocent children are hit, or killed, by any of these large vehicles or are harmed by the strangers this Public Storage facility opens our sub -division up to. With approximately 400 homes planned in the SpurWing Greens community, I cannot begin to imagine the increased traffic flow the addition of commercial property and a Public Storage facility will generate — and I am hoping the additional re -zoned high density property plans adjacent to the Public Storage do not use our entrance as well. CITYOFCOFFICE CE I would like to thank the representatives of the City of Meridian; its citizens, and the members of the Planning & Zoning Commission here tonight for the opportunity to share a few thoughts with you regarding the proposed Jayker Village Development Application; specifically the proposed Conditional Use Permit for a Storage Facility consisting of an office building and 15 storage buildings to be located next to the Spurwing development. My name is Larry Gram, my wife and I relocated to Meridian from out of state and purchased our home in the Spurwing development in July of 2013. It took us several years to reach our decision for a retirement location based upon careful analysis of the Boise metro area, the City of Meridian and the lifestyle presented by Brighton Corporation and the Spurwing development. We, like many others here tonight, would not have selected our present home location or the Spurwing development IF a Storage Facility existed next to this neighborhood. The potential placement of a Storage Facility next to Spurwing and other developments nearby; WILL have a direct impact on whether potential new residents select this area, WILL cause many current residents to move and, WILL have a major financial impact on existing home owner investments. As each of you can imagine, no one wants to invest 300-700 thousand dollars to reside in a neighborhood located next to a Storage Facility and Commercial Development. Is there actually a need for an additional Storage Facility at this location? A quick Google search today shows approximately 20+ storage facilities are currently available in Meridian. There are 4 existing Storage Facilities located within approximately 3 miles of Spurwing. I have also printed a quick map of area Storage Facilities for your reference. It is my understanding that the proposed storage facilities within a residential area DONOT follow the City of Meridian's Comprehensive Plan. The plan encourages compatible uses to minimize conflicts and maximize use of land. We request that the City of Meridian reject this application for an additional Storage Facility. This type of business is typically located in an industrial zone, and does not belong in a residential area. It is not needed, nor wanted by the majority of residents in this area. Our community is comprised of professional people who have worked diligently and saved wisely to obtain their dreams of living in a county club atmosphere. I have lived in several cities and traveled to many others, and never have I seen commercial development adjacent to a country club or the houses surrounding one. This would not be wise zoning or planning, and would create a bad reputation for the City of Meridian and it's leaders. I faithfully trust that as members of authority over our city, that you already are most certainly aware of what an imprudent decision it would be to rezone said property. The proposed plan would not only be unsightly, dangerous, a traffic problem and unjust, but also, a cruel insult to the very people who innocently paid good prices for their homes, placing money and trust in the Spurwing Greens community. I invite you to drive through our neighborhood. You will see well-kempt homes and lawns, driveways and streets basically free of parked vehicles, children riding their skateboards and bicycles, families having picnics, fishing and relaxing at the pond near our entrance, and the most friendly, trustworthy and upstanding people one could ever hope to have as neighbors. Ultimately, you will see the type of pride one would expect in a county club community. What you will not see is trash, reckless driving, displeasing signs, pollution being expelled by large vehicles, people who are leery of strangers driving around and most importantly, commercial storage units with lean-tos. As a former school nurse and teacher, I can attest to the fact that it is crucial for all of us to place our highest priority on the safety of the children in our community. A bus stop and an unsupervised traffic zone with a storage facility entrance across the street are a lethal combination. It is imperative that we do the ethical thing in order to prevent injuries or even save the lives of our school children. In reviewing the application, it appears to be in conflict of current ordinances, and is missing key information on several items: 1. N Tree Haven Way is classified as a "local" road, not a residential collector. The buffer and setbacks for this road do not meet residential collector standards. In addition, per current regulations, residential collectors do not allow for entrances onto the roadway, likely disqualifying this application for a commercial entrance at that location. 2. The soil study submitted did not measure run off impacts. Per the current application, it appears that the storage facility alone will encompass 487,000 sq. feet of impermeable surfaces including parking. The current proposal does not state the outlet of this water, but the diagrams appear to show it draining into the nearby canal, which parking lot drainage is not allowed into canals per irrigation requirements. In addition, all cities must plan for a 24 hour 10 year rain event. It is not known if this standard can be met for the project being requested. 3. The buffer reduction requests do not meet the standards of the neighborhood, and this request has a negative impact on the neighborhood and immediately adjoining residents. I realize the existing barn is an exemption until it is no longer used/viable, but this should not exempt future builders from failing to meet current standards, and is inconsistent with current beautification standards for the neighborhood and along Chinden. 4. While AND appears to have given a very quick approval to the application, I believe they have failed to consider future traffic at this intersection. With N. Jayker Way, which intersects N, Tree Farm Way, being a residential collector, is connected to an additional 1,000 acres of undeveloped land across the Phyllis canal, which has been determined to be this parcel's sole access point, future traffic analysis is necessary to determine impacts of the proposed commercial development to the neighborhood to ensure collector street traffic does not exceed local street traffic standards. 5. The application does not address lighting impacts. As Spurwing is a dark sky compliant community, any additional buildings considered as part of the community would also have to be compliant. A storage facility which requires high amounts of lighting for security, would not meet this standard. 6. There is no description of the use of one of the buildings; it is shown as "flex space". This needs to be defined so impacts from use can be understood. With 15 to 18 potential businesses shown on the plans, excluding the flex space, the increase in traffic to the neighborhood will be significant and needs to be forecast and measured. 7. The entrance requested by the developer does not appear to meet local requirements within Spurwing, in addition, per Meridian city requirements, the developer may request an entrance off of Chinden, as this meets with Meridian requirements for 1/2 and 1 mile increments for commercial entrances. Over several years before retiring, we researched five cities (Bend, OR; Santa Maria, CA; Minneapolis, MN; Fort Collins, CO; and Boise, ID) for a new home. We love the Treasure Valley area, and specifically our SpurWing community in northwest Meridian. Our realtors showed us dozens of subdivisions across the Treasure Valley, including Harris Ranch in southeast Boise, Two Rivers in Eagle, Tuscany in south Meridian and many more. Before we decided on a plan in another subdivision, we asked to see the work of a specific builder who had completed a home in north Meridian, so our realtor brought us to SpurWing. The house wasn't for us, but the neighborhood was perfect. We loved the simple, open green spaces, the neat, clean landscaping and the clutter -free streets and side yards. We saw not one boat, commercial trailer, RV motor home, or ATV trailer. This was by design, according to our Brighton representative and according to the nearly 50 -page CC&Rs document. Now, we learn that Carnahan/Oak Leaf Development is trying to obtain a "Conditional Use Permit" in order to change zoning from C -N to C -C for property adjacent to our common area/clubhouse/pool so that he can build commercial storage sheds with Republic Storage. Because the proposed plan 1) does not follow the builders' guidelines and CC&Rs for our subdivision, 2) would allow countless boats, commercial trailers, RV motor homes, ATV trailers, and other moving vehicles to circle our community pool and play area, 3) could compromise the safety of our children and adults, and 3) does not maintain the integrity of our lovely neighborhood, we ask the Planning Commission to deny the request to change the zoning in order to build open commercial storage sheds. I have located my residence and Dental practice in Meridian because of the promise of this being one of the the best places in which to live, as quoted in Money magazine. On the Meridian website the Mayor states that this is a vibrant community whose vision is to be the premier city in which to live and work and raise a family. This vision requires careful planning and appropriate land use. I submit to you that the proposed storage project is not congruent with the present community or residences and is therefore inappropriate. The facility will not serve the residents as evidenced by the number of my neighbors here to oppose this land use. It will therefore draw folks from outside the neighborhood attempting to navigate streets that were not intended for cargo vehicles and RVs hauling trailers with boats and ATVs. Early morning and late night moving and storing surplus are not compatible with a quiet neighborhood. And the influx of traffic will present a danger to pedestrians and children and a disruption to the neighborhood. The present zoning may allow for such use, but the recent zone change was ill-conceived in altering the original residential designation. This proposed use is incompatible with the exiting residential community and contrary to the Mayors stated desire to maintain safe neighborhoods in an attractive and sustainable environment. We ask that you carefully analyze the full impact of this application on the Spurwing Greens development prior to reaching any final decision. It is our understanding that this application will have a public hearing on Thursday, March 5th and know that it will be attended by numerous residents of Spurwing Greens in opposition of this present Jayker Village Development Application. Evonne and I are not against growth in the City of Meridian. We selected Meridian and the Spurwing Greens development for many reasons as our retirement home. What we ask is that the city properly plan for growth without mixing commercial development within immediate prime residential areas. In our opinion, the property(s) under review with this application should be considered for residential zoning only, as the current zoning designation was established many years ago and Meridian's growth is substantially different now from when the current property zoning was assigned. There is plenty of vacant land available on Chinden Blvd. for a commercial project of this type, not located next to a prime Meridian residential area. 1. Loss of property value. In our opinion, the residents of Spurwing Greens will indeed suffer a major loss in property values if this Development Application is approved as submitted. Under no circumstances would we have purchased our current residence if we had anticipated that the City of Meridian would approve a commercial development in such close proximity to our neighborhood. It is understood that every home buyer is responsible for due diligence to research all properties that may impact their investment. However, had we known, had the Spurwing Greens developer/builders disclosed the possibility and had we even thought that the city of Meridian would consider and possibly approve a commercial development so close, we would have passed on purchasing in Spurwing Greens and possibly Meridian. 2. Traffic impact and safetX. As you are aware, there is only (1) one Chinden Blvd. entrance/exit for this large development. There are currently several adjacent developments in process which will add considerable traffic volume to the Chinden-Tree Farm Way entrance/exit without even considering the Jayker Village plan. The Jayker Village plan will probably add another 500-1000 daily vehicle passes thru this congested area. In addition, additional developments currently in planning stages will further compound this problem. As you can imagine, the large Bainbridge development underway across Chinden will only compound the Chinden-Tree Farm traffic problems. The commercial plan for Jaker Village will position its largest traffic point at the . entrance to the new swimming facility on N Tree Haven Way which will present a major safety concern for the children and residents of Spurwing Greens. I ask you to look at the current layout of the Tree Farm entrance to Chinden. The Tree Farm exit east onto Chinden can only handle 5-7 automobiles due to its design and is not capable of handling the traffic to be generated. We fail to understand why the city of Meridian did not require a city traffic study for this project considering all of the above. It appears based on the application correspondence that the "no traffic study" decision was simply rushed over a holiday period without proper evaluation, we ask that you again review this decision prior to reaching any decision. 3. Storage facility conditional use permit. We strongly object to the consideration of a "storage facility" to be located next to the Spurwing development and specifically its use of our single entrance/exit. At the very least, a facility of this type should be required to have an entrance/exit off Chinden. As you are aware, there are numerous storage facilities currently available in Meridian. In fact, there are at least 4 that I can think of (including Hwy 16-Star)that are within 3 miles of the Spurwing development. We do not believe that there is really a need for this storage facility at this location, especially next to a lifestyle development. There are many other reasons why we object to the current Jayker Village development plan. In our opinion, the city of Meridian should consider the proposed area for prime residential development only. The fit would be better for the city of Meridian and the residents in this area. The uncontrolled placement of commercial entities thru poor planning will only detract from the livability of Meridian. Thank you for your advance consideration. In our opinion, the city of Meridian should consider the proposed area for prime residential development only. The fit would be better for the city of Meridian and the residents in this area. We are 67 and 75 year-old residents of Meridian. I was born in Nampa, Idaho. As retirees we searched for a neighborhood which would offer safety and security in which to buy our retirement home. We believe that Oak Leaf Development's application for a zone change and conditional use permit to place a storage unit facility with access going directly through our neighborhood, if approved, would dramatically reduce both our personal safety and security. The plan for this storage unit would have perfect strangers driving through our neighborhood streets on a daily basis. This plan would have large recreational vehicles clogging a narrow, winding residential street to the detriment of pedestrians, cyclists, resident vehicles, and school buses. It is clear to any "man on the street" the entrance to Spurwing and the streets leading to the proposed storage facility were designed and approved for regular neighborhood traffic, not a parade of motorhomes and large vehicles pulling u -haul trailers and boats! We truly believe that a large storage facility accessed only through our neighborhood will bring crime and accidents to the area. Additionally, it will have a chilling effect on those of us who walk and cycle our neighborhood daily for the health benefits and enjoyment that we wish for all citizens in their retirement years. I am a retired public official, and I know the pressures that are brought to bear by local leaders, developers, and businesses. We ask of you to do the right thing and deny these applications, coming down on the side of the home residents in this Meridian community. Respectfully submitted, A. I am a proud "ambassador" for the state of Idaho and the city of Meridian, however, recent news has brought forth disturbing news that cannot be ignored. Oak Leaf Development has pending permit plans for building storage units and re -zoning changes at the entrance of Spurwing Greens development. As one of approximately 240 homeowners I am writing to state that I am vehemently opposed to these plans. I retired from the motion picture business in May 2013. If I didn't learn anything from that business I learned about planning and the necessity of wise use of that planning, preparation time. Over the course of 38 years l,as one small cog in the making of "entertainment" ,was responsible for approximately $50,000,000.00 in budgets for production companies. Film preparation varies,but generally speaking a 6 month filming schedule necessitates a 3 month preparation period, followed by 2 months of wrapping up the project,all of which then requires post production,then marketing and distribution. Subsequently as you go to a film at the Village Cinema,pay and spend, know that for those 2 hours,anywhere from 10 months to a year has been put into that project.... keep in mind as you watch your favorite television series. The planning for the growth and runaway development in western Meridian is full scale runaway. If 250 homes are occupied in Spurwing Greens at a conservative figure,say 400,000.00 each,that translates into $100,000,000.00 for Brighton. With the new sub -division of Bainbridge Home/Brighton, that is an additional amount of home, approximately 350. 350 new homes at an average price of $250,000.00 equals $87,500,000.00. This amounts to a total of $187,000,000.00 towards Brighton Development I was told by the IDT that Wal-Mart was economically responsible for the light at Ten Mile and Chinden. I was also told that the "corridor" expansion was 8-13 years away and that the IDT was lacking in funding for the expansion of Chinden. If Brighton and Oak Leaf Development are raking in the potential profits of $187,000,000.00 1 believe that they should be responsible for the widening of Chinden which would cost approximately $2,600,000.00 (for the span from Black Cat to Linder) leaving them with $184,400,000.00. The absurdity of these figure are only exacerbated by taking in numbers of homes,not existing dirt lots within these sub -divisions. As a State and the city of Meridian, this harkens to the lack of preparation on your parts for expansion. I know of what I speak after 38 years in Los Angeles. If better preparations do not occur, starting with the denial of this runaway Development, you will leave me with no other alternative than approach the city of Meridian or the State of Idaho to petition for a name change from Meridian to RUNAMUCCA. Residents are talking to agents about selling and fleeing what was supposed to be our peaceful place to call home, and in fact some are ready to act. Our home values and saleability of our homes are at risk. 6) We are very concerned about safety for our residents, adults and children, with the increase in traffic through the one entrance into our community. There is only one lane in either direction. Children will be walking to the pool directly across the street from the project, and the school bus stop is near as well. Residents have observed large trucks cannot always make the left turn onto Tree Haven Way and need to drive into the development to find streets that will accommodate their turn radius. That is certainly unacceptable in a residential area. Also, a storage facility will mean people driving into our community in large RV's, pulling large trailers, boats, all vehicles that require a distance to stop creating a danger to bikers, pedestrians, and other vehicles. With rare exception, nearly every homeowner has signed a petition to the Planning & Zoning Commission opposing the application. Please know I like so many other neighbors of mine selected SpurWing subdivision because of the Country Club Lifestyle. My major concerns are as follows: A Storage facility in a Country Club Community will cause all kinds of issues, specifically: Security 2. Traffic 3. Depreciation in Home Values 4. Increase in Property Taxes 5. Lighting 6. Parking 7. Miscellaneous My reasons for the above six (6) issues are: 1. Who will be liable for all of our safety in this subdivision? Many vehicles from all areas and all walks of life will be pulling trucks and trailers, boats as well as moving vans utilizing these "storage areas" will have the capability of scoping out our homes? Access to the storage area being adjacent to a pool where children will congregate is a major concern for their safety. 2. These are our homes and we do not want to junk up this beautiful area making our surrounding properties look cheap and worthless. We all pay for Country Club Community environment and neither of us wants all this unwanted traffic in and out of our well landscaped grounds tearing up our roads, threatening our Security, etc. Why wasn't a traffic impact report needed? 3. We all pay higher taxes for the luxury of living in this Country Club Community. Without a doubt, Depreciation in Home Values is sure to happen and I'm certain no one wants this in our Country Club Community. 4. It is my understanding that our Property Taxes will rise due to increased repair/maintenance of our roads which will be damaged by the constant use of huge trucks, etc. 5. Lighting will also be a major factor and it is not my personal preference to have lighting so bright that I'm going to feel like I'm at a night game of football. 6. There will be increased cars parking at the storage facility going in and out and will no doubt cause us to wonder who, where and what types of people are coming here. How do we know what will be stored in these units? Will we all be safe? 7. The aesthetics will not be very appealing to any of us especially for many of us that will see this every time we step outside or look through our window. No neighborhood deserves to have a storage facility and the use of the roads inside their subdivision let alone a country club community,as Brighton advertises. This can't be developed.. What has been proposed is that Jayker village plans on using 11 acres for a storage facility. The entrance to the storage facility will be Tree Farm Way which is the only entrance and exit for Spurwing Greens. The storage facility will be built next to the Jayker village red barn whose address is 4421 Chinden Blvd. Tree haven way,the new road for the new pool,community center and homes, is the proposed road for storage facility. This road is narrow and can't accommodate RV's, trucks pulling boats, trucks pulling trailers, let alone expect these vehicles to turn right when exiting onto Tree Farm. Tree Farm way, our only entrance and exit has a landscaped center divider therefore making this road a narrow entrance/exit road. The trucks used to bring in the materials and equipment to build the pool and community center were incapable of getting their trucks in/out of tree haven without damaging the center divider,therefore they had no other choice but to use tree farm way, going all the way around tree farm and entering onto a dirt road. They still used Tree Farm way because the pool and community center have yet to be completed. Along Tree Farm way is a school bus stop,right across the street from the proposed storage unit facility entrance/exit within the Spurwing Greens subdivision. We can't afford to have what happened at Loscha Falls, the death of a little boy due to vision impairment from SHRUBS on his bike by a CAR. These motor homes, trailers, boats are huge and the visibility and braking are not the best in these outrageously sized vehicles that will enter our roads where there is a bus stop, pool ,community center all where kids gather. The city of meridian proudly holds onto all the accolades they have received for the city rating. What will happen to that rating when junk is allowed to be built in a CC neighborhood. I've read the mission statements for the planning commission and the city of Meridian. It's all about creating a beautiful life style for the residents of meridian. This proposed storage facility is reminiscent of what is found in industrial neighborhoods and this Cannot be allowed in a CC community as Brighton advertises our neighborhood. This storage facility has to be stopped from being developed as any development that uses our entrance for their good without taking any liability for future problems. Let's talk property values. I invite you to come into our development. Drive onto tree farm and you will see tree haven street, the first left. Brighton Homes sold in October 2012, 2 months after we moved into SpurWing greens property to Douglas Carnahan, aka Jayker farm,which is now referred to as Jayker village. A quit claim deed was done with the property they sold back to Jayker village. As a Homeowner, we have no voice or voting power with the HOA until every home is developed and sold. At the yearly HOA meetings, we have asked our client property manager,Anne Marie Baird, what will be developed at Jayker Village. The respond was nothing. Jayker village is keeping it as agricultural business. Last spring, Jayker village was able to develop lot 4 which is a pool,community center and 6 homes. That is fine as Blackstead homes will build the 6 homes and they are excellent builders. Lot 2 and 3 are suppose to be soft development commercial,think coffee shop, dental office, or of the like. What has been proposed is that Jayker village plans on using 11 acres for a storage facility. The entrance to the storage facility will be Tree Farm Way which is the only entrance and exit for Spurwing Greens. The storage facility will be built next to the Jayker village red barn whose address is 4421 Chinden Blvd. Tree haven way,the new road for the new pool,community center and homes, is the proposed road for storage facility. This road is narrow and can't accommodate RV's , trucks pulling boats, trucks pulling trailers, let alone expect these vehicles to turn right when exiting onto Tree Farm. Tree Farm way, our only entrance and exit has a landscaped center divider therefore making this road a narrow entrance/exit road. The trucks used to bring in the materials and equipment to build the pool and community center were incapable of getting their trucks in/out of tree haven without damaging the center divider,therefore they had no other choice but to use tree farm way, going all the way around tree farm and entering onto a dirt road. They still used Tree Farm way because the pool and community center have yet to be completed. We do not want it zoned as commercial. If nothing else and this does get approved, they were told by Meridian planning to use the existing road, Tree Farm Way, as their entrance. Currently that is the ONLY road into our subdivision besides gates that are keycoded/locked through Spurwing The Club. Right as you turn onto Tree Farm way, there is a bus stop. Right in front of the entrance into the proposed storage facility, or very close, there is a community pool being built. Both the bus stop and the pool will have little kids running around. We don't want big rigs, boats, RV's, etc. to be coming and going all times of the day and night with little kids running around. A few other options for them to create an entrance is off of Chinden, which needs to be widened anyway, or off of a road to the far west of the proposed facility. Any help you can give us to oppose this would be greatly appreciated. I am still appalled, as are SEVERAL others, that City planning would EVEN suggest an entrance off of our road with a bus stop right there and a pool at the entrance of the proposed facility. Really makes me wonder how and why they are in the position they are in knowing this. Again, any help you can give would be greatly appreciated.
