Public Testimony from 2014 Neighborhood Meeting - PZApril 25, 2014
Dear Mayor, I am writing to you as a concerned citizen from the Paramount subdivision about a
development project that the community was only informed of on Tuesday of this week (April
22, 2014) that has the majority of the community very upset. Brighton has informed us of their
intention to build 360 luxury multi -family, 2-3 bedroom apartments at the southwest corner of
the community, on Mc Millen and Meridian Rd. We know there are proper forums to address
this issue, but given the late notification we are concerned that the developer will submit an
application before we can mobilize an organized response and submit proper documentation of
community concern. We are hoping that we can have at least a week to put a petition out to
the community and submit it to both your office and the office of planning and zoning before
the application is accepted;and assigned. We have a tremendous number of community
members mobilizing to canvas the community over the weekend and we have arranged to have
a community meeting about the matter on Wednesday. Brighton plans to meet with the
community on Thursday, May 15t but we are being informed they are only required to have the
meeting with the homeowners within 300 ft of the development prior to submitting an
application, which occurred Tuesday of last week. That is the reason and urgency behind this
letter.
Though that corner was zoned for medium -density residential apparently all along, when many
of us asked what exactly would be built there prior to purchasing and building our homes we
were told many things, but not apartments. Many of us, including myself, would not have built
here had that been made known to us at the time. Our key concerns include: property value
decline; added traffic to an already congested situation; already have over limit capacities in all
the feeding schools; increased crime; increased HOAs due to additional use of parks, streets
and roads.
I am hopeful that you and your planning and zoning officers will consider this upon receiving
the application from Brighton. We will work as quickly as we can to submit proper
documentation of our concerns and a community petition.

I'm very concerned about the proposed apartments planned for the corner of Meridian and McMillian.
understand that the original proposal was approved in 2003. Since then, the schools have become
overcrowded and the traffic is terrible. Unless you build more schools and improve the roads, STOP the
construction.
Apartments need to be built close to potential employment, stores and services. Putting apartments in the
middle of residential areas requires the apartment residents to depend on cars or public
transportation. Unless you plan to provide public transportation, build the apartments closer to where they
can find employment and shop.
Just because a builder suggested building apartments in 2003 doesn't make it a sound idea. Of course, we
could always use more senior apartments.

Message Meridian considers itself a city for families, however, if you continue to be favorable to multi -unit housing:
RE: the 360 unit apartment complex that Brighton wants to build on McMillan and Meridian roads, without
have infrastructure in place you will only add to the already overcrowded schools, roads, lack of stores and
jobs. Our neighborhood's are already the size of small cities, with the noise and traffic ... the kids going to
Rocky Mountain High school already park up and down our streets, and our streets are impassable certain
times of day. PLEASE consider the quality of life here in Meridian and the ramifications before continuing to
approve more and more housing.

Dear Mr. Hood,
I am a concerned resident of the Paramount neighborhood and would like to express to you that I do not think
the 360 unit apartment project that is being considered for the Paramount neighborhood is a valid idea for three
reasons:
1. Style is incongruent with neighborhood look and feel and will lower home values.
2. Community infrastructure will not accomodate the influx of people from 360 apartment units.
3. Schools are already operating at capacity
Having such a large complex on the SE corner of the Paramount neighborhood the way that the developer is
intending will not improve the community where I live, but will have a negative impact. Since this project is
not set in stone, I will continue to voice my opinion that this apartment complex be revised at the very least and
removed as the optimal outcome.
I purchased my home in Paramount knowing that multi -use or mixed use residential was a part, but not knowing
about the 3 story apartment complex. I would not have purchased a home in Paramount knowing that
apartments would be in the same neighborhood. I have lived in a neighborhood with an apartment complex
before and did not prefer to stay there long term. After considering where to build a house, we felt Paramount
offered what we needed. Our realtor thought that the mixed-use would most likely be higher end condos or
townhomes. I believe that condos or village -style apartments would be more conducive to keeping with the
overall look and feel of our neighborhood. If the developer must build the 3 story structure, then he can build it
in one of his other developments.
Please consider the homeowners that live in the Paramount neighborhood when you consider the permit
approval. Turn down the permit based on the lack of sufficient infrastructure to support the kind of immediate
growth that will come with a 360 unit apartment complex.
