Broadway Meridian, ID 83642 Re: AZ -15-001; PP -15-001— Bellabrook East Dear Sonya, PO Box 170811 Boise, ID 83717-0811 Phone: (208) 884-8181 www.civil-innovations.com The applicants and I have reviewed the staff report for the project referenced above and have the following comments regarding the proposed conditions of approval: Site Specific Condition of Approval 1.1.5 in Exhibit B: 1.1.5 The applicant shall identify one site amenity to be provided with development of the western portion of the site at the Planning & Zoning Commission hearing in accord with UDC 11-3-G-3. The applicant has no objection to the condition and proposes to provide a picnic table similar to that shown on the attached sketch. The preferred location for the site amenity is on Lot 9, Block 1 of the Bellabrook Subdivision. This large common area lot has an existing paved pathway, landscaping, and access to Five Mile Creek making it a more desirable location for additional site amenities than anywhere in Bellabrook East. Bellabrook and Bellabrook East will be subject to the same set of CUR documents and the residents from both subdivisions will have access to this common area lot. Site Specific Condition of Approval 2.1.1 in Exhibit B: 2.1.1 Applicant shall be required to loop the proposed water system to the existing water main in S. Locust Grove Road via an extension through Lot 1, Block 1, and stub an 8" diameter main to the end of the east leg of the "snoopy" turnaround for potential future extension. The applicant feels that the existing water system is adequate to serve the nine proposed residential home lots without construction of the requested 8" water main through Lot 1, Block 1. The requirement to construct an additional 8" water main places undue burden on this project solely for the benefit of future developments. In lieu of installing a new 8" water line as requested, the applicant proposes to dedicate an easement to the City for purposes of constructing and maintaining 11 Page the water main in the future.
