DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Cole Valley Christian School, requests Certificate of Zoning Compliance (CZC)
approval of an auxiliary field on 3.28 acres of land in the R-15 zoning district for Cole Valley
Christian School.
The auxiliary field is proposed to provide green space for science, physical education (P.E.) and
general instruction; community space for advisory classes and meeting space for existing
campus population; and an athletic field for physical education classes, cardio training, football
practices and non -varsity home football games. The proposed use will not increase the existing
population of the campus.
A conditional use permit (CUP -13-013) was previously approved for the proposed use in the R-
15 zoning district. Note: In order for the use approved with the CUP to remain valid, the use
must commence on or before December 5, 2015 or a time extension application should be
submitted prior to that date.
The site is located at 1108 N.E. 2'/2 Street.
DECISION
The applicant's request for Certificate of Zoning Compliance is approved with the conditions
listed in this report.
Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to
verify if you need a building permit and/or inspection. If you do need a building permit, you
must complete that process before you commence the use or construction. Please contact
Building Services for additional details about building permits and inspections.
Site Conditions of Approval
1. Improvements to the storm drain system need to be coordinated with Tim Nicholson,
ACHD Development Review Division (208)387-6170.
2. Outdoor speaker system(s) and outdoor field lighting are prohibited on the site due to
the proximity of abutting residential uses.
3. No structure(s) shall be erected on the site without modification to the conditional use
permit (CUP -13-013).
4. Upon redevelopment or a change in use of this site; right-of-way will be required to be

dedicated to ACHD through this site for the future extension of E. 3`d Street in accord
with the East 3`1 Street Extension Alignment Study Report, dated May 2009.
5. The existing home and garage is allowed to be used for storage as an accessory use
to the approved auxiliary field. The home shall not be occupied as a residence.
Contact the Building Department at 208-887-2211 for permit requirements for any
improvements to the existing structure.
6. The site/landscape plan attached in Exhibit B is approved with the following redlines:
a. The 21'+/- gravel shoulder shall be replaced with grass. A license agreement
with ACHD is required for landscaping within the right-of-way.
b. The location of the fence shown on the site plan is not approved. If a 4 -foot
tall open vision fence is proposed around the north, west, and south
perimeter boundaries of the site, it may be placed on the property line. If a
6 -foot tall fence is proposed, it should be set in 10 feet from the property
line. All fencing requires a separate permit and shall comply with the
standards listed in UDC 11-3A-7 and 11 -3A -6B and shall be located outside
of the vision triangle (UDC 11-3A-3).
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property,
the applicant shall submit a sign permit application consistent with the standards in
UDC Chapter 3 Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health
as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other
improvements in accord with UDC 11-5C-3 C.
3. Upon installation of the landscaping and prior to inspection by Planning Division staff,
the applicant shall provide a written certificate of completion as set forth in UDC 1I -
3B -14A.
4. The site/landscape plan prepared by The Land Group on January 29, 2015, is approved
as shown in Exhibit B.
5. The approved site/landscape plan may not be altered without prior written approval of
the City of Meridian Planning Division.
6. The applicant shall pay any applicable impact fees prior to the issuance of a building
permit.
7. If any changes must be made to the site plan to accommodate ACHD requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Division for
approval prior to issuance of the building permit.
8. The applicant shall complete all required improvements prior to issuance of a Certificate
of Occupancy. It is unlawful to use or occupy any building or structure until the
Building Official has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation
that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all
landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14.
2. The applicant shall comply with the outdoor storage as an accessory use standards as set
forth in UDC 11-3A-14,
3. The project is subject to all current City of Meridian ordinances and previous conditions

of approval associated with this site (CUP -13-013).
4. The issuance of this CZC does not release the applicant from any previous requirements
of the other permits issued for the site.
5. The applicant and/or property owner shall have an ongoing obligation to prune all trees
to a minimum height of six feet above the ground or sidewalk surface to afford greater
visibility of the area.
6. The applicant has a continuing obligation to comply with the outdoor lighting provisions
as set forth in UDC 11-3A-11.
7. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 11-3A-3.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the
Director. All requests for review shall be filed in writing with the Planning Division on or
before February 26, 2015, within fifteen (15) days after the written decision is issued, and
contain the information listed in UDC 11 -5A -6B.
If City Council review of the decision is not requested, the action of the Director represents a
final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the
use has not commenced within one year of the date of issuance of the Certificate of Zoning
Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a
structure shall expire if the construction or alteration has not commenced within one year of the
date of issuance of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until
February 11, 2016.

As a component of our proposed conditional use of the field located to the east of
our existing campus at 200 East Carlton Ave, Meridian, Idaho, 83642, this document
will serve as a narrative describing:

Acquisition Strategy/Intended Use
Cole Valley Christian Schools (CVCS) has occupied 200 East Carlton Ave, Meridian,
Idaho, 83642 since 2002 for its 7th —121h students. In 2006, CVCS administration
identified the need for a 'green' auxiliary field to facilitate academic, community and
athletic activities related to the existing deliverables made on the Secondary
Campus. These deliverables include:
1. 'Green', outdoor Academic space for science, physical education and general
instruction
2. Community space for advisory classes (small group meetings held weekly by
staff and students) and meeting space for existing campus population
3. Athletic field space for physical education classes, cardio training, football
practices (currently shuttled to Settlers Park EVERY practice day) and non -
Varsity, home football games (currently shuttled to Settlers Park EVERY
game day)
This intended use will not increase the existing student, faculty or administration
population currently operating at the Secondary Campus. It simply represents
auxiliary space for existing deliverables.
