DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Calvin Fillmore, requests certificate of zoning compliance (CZC), design review
(DES) and alternative compliance (ALT) approval to construct a 1,500 square foot accessory
building on approximately 6.71 acres of land in the I -L zoning district.
The site is located at 1450 N. Hickory Avenue.
DECISION
The applicant's request for Certificate of Zoning Compliance, Design Review and Alternative
Compliance is approved with the conditions listed in this report.
Note: This is not a building permit. You must complete this process before you commence the
use or any construction. Please contact Building Services at (208) 887-2211 to verify the building
permit and/or inspection requirements.
Site Specific Conditions of Approval
1. Per UDC 11 -5B -5B2, the Director approved alternative compliance to deviate from the
structure and site design standards set forth in UDC I 1-3A-19 (see analysis section below
for more information).
2. No signs are approved with this application. Prior to installing any signs on the property, the
applicant shall submit a sign permit application consistent with the standards in UDC
Chapter 3 Article D and receive approval for such signs.
3. The applicant shall complete all improvements related to public life, safety, and health as set
forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in
accord with UDC 11 -5C -3C.
4. The site plan is approved by the City of Meridian Planning Division as shown in Exhibit B.
5. The elevations are approved by the City of Meridian Planning Division as shown in Exhibit
C.
6. The approved site plan and/or elevations may not be altered without prior written approval
of the City of Meridian Planning Division.
7. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
8. If any changes must be made to the site plan to accommodate ACHD requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Division for
approval prior to issuance of the building permit.

9. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building
Official has issued a Certificate of Occupancy.
Standard Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that
meets the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping
as set forth in UDC 11-313-5, UDC 11-313-13 and UDC 11-311-14.
2. The applicant shall comply with the outdoor storage as an accessory use standards as set
forth in UDC 11-3A-14.
3. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site.
4. The issuance of this CZC does not release the applicant from any previous requirements of
the other permits issued for the site.
5. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a
minimum height of six feet above the ground or sidewalk surface to afford greater visibility
of the area.
6. The applicant has a continuing obligation to comply with the outdoor lighting provisions as
set forth in UDC 11-3A-11.
7. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 11-3A-3.
ALTERNATIVE COMPLIANCE REQUEST
The applicant has submitted a request for alternative compliance in accord with Table I 1-5B-5.
The applicant requests alternative compliance to deviate from the structure and site design
standards set forth in UDC 11-3A-19. Specifically, the applicant is requesting to use a polyethylene
fabric as the primary building material. The applicant believes the proposed design contributes to
the built environment of the surrounding area which is primarily industrial. The applicant's request
is predicated on the following facts:
a. The proposed structure is accessory to the primary 17,500 square foot metal structure;
b. The proposed structure is being placed internally on the site away from the adjacent
public streets;
c. The building is designed to be lower profile to minimize visual impacts from the
adjacent industrial property;
d. The proposed structure will screen the industrial activities associated with minor vehicle
and trailer repairs;
e. The surrounding developments are industrial; and
f The adjacent neighbor on the south boundary has provided a letter of support for the
design of the proposed structure.
UDC 11 -3A -19A.2 does not explicitly list or prohibit fabric as a building material. However, the
Industrial Section of Meridian Design Manual (3.1 Industrial Developments: C-3.1:3.3) encourages
the appropriate placement and orientation of structures on the site to screen industrial activity. The
proposed accessory building will be used to screen the minor repair activity and is oriented away

from the public roadways to mitigate the visual impacts to the adjacent industrial properties.
Therefore, Staff finds the proposed building material and location as depicted on the submitted
plans meets this objective of the Meridian Design Manual and approves the building design as
submitted.
ALTERNATIVE COMPLIANCE FINDINGS:
In order to grant approval for alternative compliance, the director shall determine the
following findings:
1. Strict adherence or application of the requirements is not feasible; OR
The proposed building material is not explicitly listed or prohibited by the UDC. However,
the Director finds the design of the proposed structure aligns with the industrial guidelines
in the Meridian Design Manual therefore; strict adherence to the UDC structure and site
design standards is not feasible.
2. The alternative compliance provides an equal or superior means for meeting the
requirements; and
As mentioned above, the primary use of the accessory structure is to conduct minor repairs.
The specific use standards for the existing truck/freight terminal allows accessory structures
for minor repairs and the industrial guidelines in the Meridian Design Manual encourages
the screening of industrial activities. Therefore, the Director finds the proposed accessory
structure provides an equal means to meeting the requirements of design standards because
of the following:
1) The proposed structure is being placed internally on the site away from the adjacent
public streets;
2) The building is designed to be lower profile to minimize visual impacts from the
adjacent industrial property;
3) The proposed structure will screen the industrial activities associated with minor vehicle
and trailer repairs; and
4) Existing structures, fencing and landscaping provide additional screening of the
accessory structure.
3. The alternative means will not be materially detrimental to the public welfare or
impair the intended uses and character of the surrounding properties.
The Director finds that the proposed alternative will not be detrimental to the public welfare
or impair the use/character of the surrounding industrial properties. The property owner to
the south has provided a letter of support for the proposed design of the structure.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the Director.
All requests for review shall be filed in writing with the Planning Division on or before January 24,
2015, within fifteen (15) days after the written decision is issued, and contain the information listed
in UDC 11-5A-613.
If City Council review of the decision is not requested, the action of the Director represents a final
decision on a land use application. You have the right to request a regulatory taking analysis under
Idaho Code 67-8003.

EXPIRATION
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a
structure shall expire if the construction or alteration has not commenced within one year of the
date of issuance of the Certificate of Zoning Compliance.
The administrative design review and alternative compliance shall be exercised with the approval period of
the underlying permit (CZC) or the approval shall expire.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until
January 9, 2016.

Currently we do mechanical service work on trailers, con gears and do some very minor repairs to
electrical, tires and brakes in the yard at our existing site.
We are proposing to put in a 30' by 50' Tension Fabric Structure with an overhead 15' wide and 14' high
on each end to facilitate doing the before mentioned mechanical service work. The peak height of this
building will be 23'. The building facade on all sides will be of white fabric and the design is circular,
Quonset in design. White in color will blend in well with our existing light gray building and the Tri -City
Meat's building directly south of us, which is also white.
We plan on having the building wired for electricity but will not be putting water to the site. Employees
will continue to park in the current parking we have established as we do not allow personal vehicles
inside of our gates, unless it is customer coming to our site for a will call. Restrooms at the main building
will continue to be used as they are now.
From the NW corner of our property line heading east 300' will be where the building is to be placed
running East 50' and parallel with the South fence line separating our property from the Tri City Meat's
property with a 10' easement for fire safety. (See site plan attached drawn in red)
The above location of the building will put it in a position on our site for the least amount of visibility.
Our existing building is 20' at the peak and the Tri -City Meats building is in excess of 35'. The only place
you would be able to see the building is from our gate entrance on the South side of our building and
from Jewel Street east looking west. The square foot print of this building will be 1,500 and our existing
building is 10,000, this alone makes it non -intrusive to the site.
We currently park 70-100 semi -trailers and 30 semi -tractors in this area and would continue to park
trailers and tractors in and around the shop. Our trailers are 13'6" and 28'-53' in length thus providing
additional cover. All most all of our trailers and tractors are white in color.
In conclusion we believe this building at this location meets the guidelines contained in the Meridian
Design Manual.

Thank you for taking the time to speak with Calvin Fillmore of Diamond Line, Dee Pickett of Western
Specialty Structures and me in regards to a pre -purchase discussion of a proposed 30' x 50' tension
fabric structure for Diamond Line Delivery Systems, Inc. for use as a shop. The shop location will be on
Diamond Line's property at 1450 N. Hickory; Meridian, ID 83642.
The proposed building specifics are as follows:
Nominal width: 30'to 35'
Nominal length: 50'
Height at exterior peak: 23' (see profile for slope creating lower overall height)
Building materials/components: Steel trusses, purlins and cables.
Fabric cover material: White to blend with adjacent buildings made from fire -rated high density
polyethylene fabric as attached (including sample and flame testing results).
Tension Fabric Structures are known for their features and benefits which include clear -span
construction providing maximum usable space and an unobstructed and a spacious working
environment. The translucent quality of the fabric cover provides for natural daylight within the
building resulting in reduced energy usage. Additional energy savings comes from the conductive
properties of the fabric which allows the building to be warmer in the winter and cooler in the summer.

Mr. Fillmore will provide a narrative that talks about the specific location of the proposed building on
Diamond Line's property.

We have included photographs of similar buildings depicting the style and the concept. For the
Diamond Line building the fabric would be white and would be terminated near the ground to cover the
foundation option selected by Mr. Fillmore. While the proposed building is 23' at the exterior peak
please note the slope which allows the building to have an overall reduced profile.
Both Diamond Line and Western Specialty Structures, LLC appreciate your willingness to review the
proposed building without final stamped building and foundation drawings. If your research indicates
that this style of building will be acceptable on Diamond Line's property then both parties will move
forward and will provide the City of Meridian with all required documents and drawings.
