This letter shall serve as the required written narrative for the project. The subject property is comprised of two existing Ada County parcels that were created in 2003 without approval from the County. The two parcels are 51117223575 at 398 S. Locust Grove and 51117223580 (no address assigned). The parcels have different ownership and both owners have signed an Affidavit of Legal Interest as required to submit the application. The combined area of the two parcels is 5.14 acres. Both properties currently carry Ada County's R-1 zoning designation and the proposed City of Meridian Zoning is R-15. The current City of Meridian Comprehensive plan designation for both parcels is MU -C, Mixed Use Community. The applicant, ZWJ Properties, LLC, currently owns parcel 51117223575 which it proposes to subdivide into nine single family residential lots and two common lots. Parcel 51117223580 is proposed as a single lot to be developed in the future. The proposed preliminary plat has a gross density of 4.21 units per acre and a net density of 8.11 units per acre which complies with the proposed R-15 zoning and comprehensive plan. 0.56 acres of open space is proposed that will include the 25' landscape buffer along Locust Grove Road. No variances are proposed. To the north of this development is an existing LDS church with City of Meridian R -C zoning. To the south is Woodbridge Subdivision, zoned R-4. To the west is Bellabrook Subdivision No. 1 which is zoned R-15. The property to the east is undeveloped with C -N zoning. We believe that the proposed R-15 zoning is harmonious with the surrounding zoning and uses while meeting the intent of the City's comprehensive plan. The proposed streets in the subdivision will be public and dedicated to the Ada County Highway District for operation and maintenance. A 20' access road is proposed to provide secondary emergency vehicle access to Locust Grove. City of Meridian sanitary sewer and water service will be extended from Bellabrook Subdivision No. 1 to serve the development. The existing house on Lot 4, Block 2 currently has a well and septic system that will be abandoned and replaced by City water and sewer service. The property is located within the boundary of the Nampa and Meridian Irrigation District and has water rights available to serve the development. A connection to the existing pressurized irrigation system (owned and operated by NMID) that currently serves the adjacent Woodbridge Subdivision as well as Bellabrook Subdivision No. 1 is proposed to serve as the primary source of Irrigation water. As this development is basically an extension of Bellabrook Subdivision No. 1, the existing connection to the City's domestic water system will provide irrigation service to the development during the shoulder season. We are not aware of any existing health, safety, or environmental concerns or any that would arise as a result of this development. There is an existing flood hazard area associated with Five Mile Creek on the east side of the property however, no development activity is proposed for that area with this application.
