2014 09-08Meeting Minutes Meridian Transportation Commission September 8, 2014 Council Chambers — Meridian City Hall 9 33 East Broadway Ave., Meridian, Idaho I. Adoption of the Agenda Motion by Ballard and second by Bujarski to approve agenda — all ayes — motion carried. 3. Approval of Minutes from July 7th Meeting Motion by McGee and second by Ballard to approve minutes as amended — all ayes — motion carried. (Item number 2 — McRoberts name is misspelled.) 4. Old Business Items a. Transportation Projects Update Memo (memo attached: C. Hood) Caleb reported on page 6 of the memo — the park and ride lot at the Ten Mile/Overland intersection bid was re -bid and is to proceed into construction on September 18th. On October 9th the Meridian Interchange taskforce will be meeting — will provide update to TC. Ustick/Locust Grove Intersection — Ustick between Eagle and Locust Grove — Lancaster questioned the design of sidewalks and who does that — steep grades on sidewalks which could be an accessibility issue and questioned how those things are decided — Caleb reported the city does not play a role on any of the profile, elevations — designing the facilities is done either in- house by ACHD or consulted out by ACHD. S. New Business a. Eagle and Meridian Road Speed and Safety Engineering Study Update (memo attached; Kevin Sablan, ITD) (Commissioner Lancaster abstained from both the discussion and voting on this item; Commissioner McRoberts abstained from voting.) Kevin Sablan reported the speed study was completed from the freeway to the City of Eagle. Looking at dropping the current 55 mph to 50 mph — from the interstate to the north channel bridge — from there the speed limit will be what it is now at 40 mph. A handout was provided to the Commission. ITD asked for feedback from both City of Boise and City of Eagle and ITD have not heard back from either City of Boise or City of Eagle on this change. Last speed study was done in 2011 at the request of the city. Caleb is looking for a recommendation by the TC to present to the City Council. Sargent Gonzales commented that accidents have been reduced due to the medians. Sargent Gonzales would support 50 mph, but believes the area affected by Meridian if you look at the numbers, the numbers would justify a lower speed limit. Motion by Hopkins and second by McRoberts to recommend to the City Council in support of ITD's proposal to reduce the speed limit from 55 to 50 and make it consistent throughout the whole corridor on Eagle Road — all ayes — motion carried. b. Major Changes to FY2015-2019 Regional Transportation Improvement Plan (memo attached; T. Tisdale, COMPASS) c. Development of the FY2016-2020 Regional Transportation Improvement Plan (letter attached; T. Tisdale, COMPASS & M. Wasdahl, ITD) (Both items opened together) Toni reported the major changes to FY2015-2019 TIP is out for public comment right now — public comment period closes tomorrow. Encourages the Commission to provide comment if any. Major changes that effect Meridian reported by Caleb — delay of the Ustick corridor — ACHD is doing a lighting project to be installed - Meridian Middle School, out to Linder along Fairview for safety aspects along Fairview — Eagle Road — the additional southbound lane is being delayed from 2014 to 2015 by CenterCal. 2018 - Locust Grove Road, Meridian Road and US 20 — being delayed. COMPASS presentation / handout provided. Caleb reported the Saturday bus service has been up and running for two weekends. A technical group and steering committee is looking towards a service to run Monday through Friday. If there are funds needed to apply for by a specific date VRT will let the Commission and steering committee know to meet the deadline. d. ACHD's FY2015-2019 Integrated Five Year Work Plan (IFYWP) (memo attached; C. Hood) Draft ACHD five year work plan — TC listed 4 priority projects to CC onto ACHD — on Aug 6th ACHD released a draft plan. Handouts provided - Caleb summarized the highlighted items for Meridian. Meridian projects highlighted in the draft — Meridian Road and James Court 2015 Hawk Signal — Locust Grove — north of McMillan sidewalk gap — 2016 — W. I't from Broadway to Pine — W. 4" Street from Broadway to Maple — construct sidewalks — park and ride lot in 2015 mentioned earlier. Development Cooperative project similar to Chinden Ten Mile that is now open by the new Walmart — do similar roadways on Linder by the new Temple 2016 — lighting improvements on Cherry Lane previously — Eagle Rd, Falcon to Victory — Fairview, 3rd to Locust Grove — sidewalk project 2015. Pine Ave — E. 5`h to Locust Grove — looking for a full rebuild. Next draft should be available soon. e. Communities in Motion 2040 — the Regional Long -Range Transportation Plan (L. Itkonen, COMPASS) Lisa requests the Transportation Commissions' recommendation to the City Council for the adoption of the CIM 2040 — Regional Long Range Transportation Plan for Ada and Canyon Counties. Handout provided. Plan is updated every four years — plan adopted by COMPASS on July 21St. The city has adopted the CIM 2035, the previous version of this plan. Motion by Hopkins and second by Bujarski to recommend to City Council for the adoption of CIM 2040 — all ayes — motion carried. f. Meridian Comprehensive Plan Follow -Up (C. Hood) Caleb provided brief update/follow up and directions to view plan online. 6. Future Meeting Topics a. Roadway Lighting b. ACHD Impact Fees (October) c.
