MASTER AGREEMENT FOR PROFESSIONAL SERVICES
BETWEEN
CITY OF MERIDIAN (OWNER) AND HDR ENGINEERING (ENGINEER)
This Task Order is made this day of January, 2012 and entered into by and
between the City of Meridian, a municipal corporation organized under the laws of the
State of Idaho, hereinafter referred to as "City", and accepted by HDR ENGINEERING,
INC, hereinafter referred to as "Engineer" pursuant to the mutual promises, covenant and
conditions contained in the Master Agreement (Category 8A) between the above
mentioned parties dated May 23, 2010. The Project Name for this Task Order 0777f is as
follows:

RECYCLED WATER MASTER PLAN
BACKGROUND
HDR Engineering developed a Recycled Water (aka, Reclaimed Water) Master Plan for
the City of Meridian through previously executed Task Order No. 0777A. The objective of
the master plan was to develop the near-term direction and details of a recycled water
distribution system, evaluate the organization and management needs, and establish a
structure for broad-based implementation. The master plan is a tool that enables the City
to plan for capital projects needed to produce and distribute recycled water.
The Meridian Public Works Department has requested additional services from HDR to
reflect information in the master plan that was not available prior to execution of the initial
task order and to address comments by City staff resulting from review of the May 2011
version of the Recycled Water Master Plan.
Execution of the following tasks will provide final updates to the draft Recycled Water
Master Plan.
SCOPE OF SERVICES
The proposed scope of Consultant services is to conduct the following tasks. HDR will
commence with these services upon notice to proceed.
TASK 100- PROJECT MANAGEMENT
Objective
Provide scope, schedule, and cost control services during the life of the project.
Approach
Communicate scope, schedule, and budget/fee status with the City and the project
team through project management plan, telephone calls, and email communications.

Recycled Water Master Plan
• Prepare progress reports and invoices that summarize the work progress to date, the
budget expenditures to date, and identify any information requirements or decisions
that need to be made by the City (1 copy each month).
City Involvement
• Interface with Consultant on project issues.
Assumptions
• If the scope changes during the life of the project, modification to the original contract
agreement will be required per the terms and conditions of the agreement.
• Invoice format will follow standard format by the Consultant.
Deliverables
• Progress reports and invoices (1 copy each month).
TASK 200 - ADDITIONAL RECYCLED WATER PLANNING SERVICES
Objective
Finalize the Meridian Recycled Water Master Plan to generally reflect changes in the
Meridian recycled water program since 2009.
Approach
• Update flow projections based on new flow meter data and analysis from Wastewater
Facility Plan.
• Expand capital improvements to include description for how to handle low flows (e.g.,
jockey pumping).
• Review the firm capacity of the 2010 reclaimed water disinfection, storage, booster
station, and pipeline improvements based on the preliminary engineering report and
design criteria prepared by others, and
o Include an opinion of the firm capacity of this system in the Recycled Water Master
Plan.
o Summarize the maximum day (24-hour) irrigation water demand already
established in the May 2011 Recycled Water Master Plan and apply this
summarized demand to a 6 -hour period to estimate the peak demand.
• Shift recent improvements — specifically, Fast Eddy's Car Wash, irrigation of the Ten
Mile Interchange, and Wastewater Treatment Plant irrigation — to be shown as
components of Phase 1.
• Revise Phase 2 to describe irrigation for golf course(s) and parks.
• Avoid describing specific recycled water uses when specific agreements have not yet
been established and provide description of general allowances for improvements to
support potential agreements.
• Provide a general discussion of redundancy at the treatment facility and possible
issues relating to the shut down of production.
o Describe a backup water supply via connection to the City domestic water system
through an allowable cross -connection control device and include in near-term
improvements.

o Develop a general plan for handling off -spec recycled water with consideration for
anticipated NPDES permit requirements.
• Update NPDES permit limit discussion with seasonal mass limits and reference
Wastewater Facility Plan for potential other NPDES permit scenarios.
• Update planned infrastructure to account for extending Ten Mile pipeline beyond
Franklin Road to Interstate 84.
• Update storage improvements to no longer be described as standpipes and add
allowance for booster stations at planned storage improvements.
• Update capital improvements tables to include capacity of the improvements and the
associated demand which will trigger the need for those improvements.
Assumptions
• Evaluation of the capacity of other irrigation systems is not included in this scope.
• Specific golf courses will not be named in the Recycled Water Master Plan.
• Meridian to provide the design criteria and operating strategies for the 2010 reclaimed
water disinfection, storage, booster pumping, and pipeline improvements.
• This scope of services does not account for a shift in focus away from providing
residential irrigation demand.
o Total available irrigable area will not be re -estimated to exclude residential areas.
o Total annual volume of recycled water to be used by the identified irrigation users
by 2030 will not be re -estimated.
o Backbone infrastructure to deliver recycled water to non-residential areas will not
be re -defined.
• City will address financial planning and rate structure comments and provide revisions
prior to delivery of the revised Recycled Water Master Plan. Revisions received after
the updated draft is delivered to the City will not be incorporated into the document.
• Revisions or updates to planning -level cost opinions prepared for the May 2011
version of the Recycled Water Master Plan are not included.
City Input
• Provide HDR with an electronic (.pdf) copy of the reclaimed water disinfection,
storage, booster pumping, and pipeline preliminary engineering report prepared by the
City's design -builder of these facilities.
• Provide HDR with a written description of changes to the operations and control
strategies for the reclaimed water disinfection, storage, booster pumping, and pipeline
facilities.
• Provide HDR with current City policies, mission and vision statements, and ordinances
adopted to support recycled water program development.
• Specifically identify industries that the City is attracting or targeting for development in
the City of Meridian.

TASK 300 - PREPARE FINAL DRAFT AND FINAL MASTER PLAN DOCUMENT
Objective
Prepare a revised Recycled Water Master Plan document.
Approach
• Update the May 2011 Draft Recycled Water Master Plan to include topics described in
Task 200 and provide a Final Draft Recycled Water Master Plan to the City for
comment.
• Address City comments on the Final Draft Recycled Water Master Plan.
• Attend one comment reconciliation meeting with the City to review comments,
responses to comments, address questions, and plan for issues to be captured in the
master plan.
• Prepare and deliver the Final (revised) Recycled Water Master Plan to the City.
• Provide quality control review of Draft and Final (revised) Recycled Water Master
Plan.
• Deliver Final (revised) Recycled Water Master Plan (up to 10 hard copies)
Assumptions
• Up to two HDR team members will attend the comment reconciliation meeting.
Potential team members to attend this meeting include Project Principal and Project
Manager.
• Meeting will be held at the Meridian City Hall or HDR's Boise office with out-of-state
team members connected via telephone and/or video conferencing.
City Input
• Provide HDR with a single set of reconciled comments related to the services
described in this task order within three weeks of submittal of draft document to City.
• Attend the comment reconciliation meeting and provide clarification on any questions
or comments.
Deliverables
• Final Draft (revised) Recycled Water Master Plan (electronic Word file)
• Final (revised) Recycled Water Master Plan (10 hard copies and electronic .pdf file)

*This schedule is based upon an assumed notice to proceed of January 16, 2012. If
the notice to proceed is delayed, the project schedule will shift the corresponding
number of calendar days.
COMPENSATION
The Not -To -Exceed amount for this Task Order No. 0777f is twenty thousand dollars
($20,000). The hourly rates for services and direct expenses are per the Master
Agreement and by this reference made a part hereof. No compensation will be paid over
the Not -to -Exceed amount without prior written approval by the City in the form of a
Change Order. Travel and meals are excluded from this Task Order unless explicitly
listed in the Scope of Services AND Payment Schedule.
