Summary of Request: The applicant proposes to amend the future land use map (FLUM) contained in the
Comprehensive Plan to change the land use designation on approximately 2.92 acres of land from Low Density
Residential (LDR) to Commercial As noted above, the applicant does not have a detailed vision for how the
parcel east of S. Rolling Hill Drive could re-develop and an existing residence is developed on the property,
therefore Staff does not recommend approval of a Future Land Use Map change at this time for that parcel.
Instead, Staff recommends this parcel and others within the Rolling Hill and Jewel subdivisions, be analyzed
to ensure the most appropriate land use designation(s) are applied.
The applicant is also proposing to annex 1.44 acres of land (one parcel) from the R1 zoning district in Ada County to
the C-G zoning district is consistent with the proposed Commercial FLUM designation. The applicant has submitted a
concept plan that depicts a 5,000 square foot building envelope, a secured storage yard and the associated parking
area. One full access is proposed via S. Rolling Hill Drive. Future development plans include expanding the
building and converting it to a multi-tenant retail building west and the two parcels are contiguous, staff
recommends cross access with the western parcel.
Revise the concept plan as follows:
1) The site plan should incorporate the total square footage of the building including the future building
expansion and a conceptual parking layout for the secured storage yard including a 25-foot wide cross
access drive to the western property;
2) Relocate the proposed and future parking area outside of the 35-foot wide street buffer; and
3) Shift the building to the west to accommodate the future building expansion, the proposed parking area,
a 25-foot wide drive aisle and the future parking area.
Landscaping: A 35-foot wide street buffer is required along E. Overland Road, an entryway corridor and a 10-foot
wide street buffer is required along S. Rolling Hill Drive. A 25-foot wide landscape buffer is required when
commercial uses (C-G zoning district) abut a residential property. The applicant is seeking a Council waiver
to construct a 10-foot wide landscape buffer in order to comply with the City's parking regulations and
access standards. Because the commercial activity is oriented towards the street, delivery of materials are
sent directly to the job site, the site is being restricted to specific uses (office, flex space, retail and
professional/personal service) and hours of operation (6am-11pm), staff is supportive of the buffer
reduction.
Building Elevations: The future building includes a mixture of CMU block, stucco, metal awnings, decorative cornice
and varying roof planes. Staff recommends the following revisions to the conceptual building elevations:
1) The applicant should extend the decorative cornice along the entire south and west boundary and the
stucco treatment should terminate below the cornice;
2) Remove the metal awning from the north elevation and provide a metal awning over the windows on the
south elevation;
3) Provide a minimum of three (3) CMU block colors (2 body colors and one accent band color);
4) The accent block band along the entire perimeter of the building should protrude on all four sides of the
elevations to articulate the wall plane.
The proposed commercial development must comply with the design standards listed in UDC 11-3A-19 and the
guidelines contained in the Meridian Design Manual.

I have completed my review of the Tribal Fire Systems comprehensive plan map amendment and annexation application
submitted to the Planning Division. The following item needs to be revised before I can deem the application complete:
1) Justin and I have discussed you application with the Director and he does not feel you have enough property for
the City to support a mixed-use designation for the properties. You must revise you application narrative to
include the following:
Provide specific details of the land use change from low density residential to commercial;
Need to address how the proposed amendment provides an improved guide to future growth and development
of the city. This can be done by reading the City's comprehensive plan and finding objectives that support
your request; and
Need a discussion for the reduced buffers along the north and west boundary of the development. This will be
critical in Council's action of the annexation request since you have a site constraints and you are requesting
C -G zone adjacent to residential.
Once these items are adequately addressed in the revised narrative, I can deem the application complete and transmit the
application to the City Clerk and schedule the public hearing. If you have any additional questions please feel free to

PROJECT

BackV and information on property:
Tribal Fire Systems recently purchased the property on the northwest corner of Overland Road and South
Rolling Hill Drive. The property is in the Rolling Hill Subdivision, and is Parcel number R7555000172.
The property is currently not within the limits of the City of Meridian; however the city limits do extend
to the property to the southwest of this parcel. The parcel is approximately 1 acre in size and is currently
zoned RI.
Background information on Tribal Fire Systems:
Tribal Fire Systems is currently located in Kona, Idaho, but is interested in constructing a building on the
property indicated above. The company specializes in all phases of automatic sprinkler protection
systems for buildings. Tribal Fire's services include fire sprinkler system design, installation, inspection,
and maintenance. Tribal Fire has been in business since 2009 and would like to move their operations
closer to the heart of the Treasure Valley. The facility that Tribal proposes for this property would be a
single office building with attached shop. Please refer to the conceptual Floor Plan and Site Plan attached
with this application. The office would provide room for approximately 4-5 employees, and the shop
would be used for servicing trucks and for tool storage. The shop and site would not be a contractor's
staging or storage yard since the fire sprinkler materials that are used on projects are not delivered to
Tribal Fire's property —they are delivered to the jobsite.
Request for the City of Meridian:
The appearance of the proposed building is intended to fit into the existing neighborhood. We are
anticipating a base of colored split -faced CMU with colored CMU above. The south fagade on Overland
Road and the west fagade will be broken up with a stucco element that will provide an opportunity for
company signage. The office component of the project will be shorter than the adjacent shop, and steel
awnings will be provided at the entry and selected windows to provide daylighting control for the
building users. Refer to the conceptual elevations attached with this application. Tribal Fire Systems sees
this project as an investment opportunity; as such they desire an attractive building that will retain its
value.
Since the property is currently zoned for residential use, Tribal Fire is requesting to be annexed into the
City of Meridian and requesting that the property be rezoned as C -G. We also request a Comprehensive
Idaho License

Plan Amendment to allow this use. The proposed zoning use would be "Flex Space" as described in the
City zoning ordinance. This fits well with Tribal Fire's operations plan and how the building will be
used. Tribal Fire sees this part of Overland Road currently as a transition zone, where residential
properties are giving way to commercial uses. In the short term the proposed facility will improve the
appearance of this area and in the long term it is anticipated that other similar commercial uses will be
constructed on nearby parcels along Overland Road. With these items in mind, we respectfully request
consideration for the annexation/rezone as well as an amendment to the comprehensive plan.
Tribal Fire Systems has contacted several of the adjacent residential neighbors, who have generally
expressed support for this proposed project. The neighbor to the north requested a short screening fence
be constructed between the parcels and this is shown on the conceptual site plan. It is understood that a
neighborhood meeting will need to be held where additional comments may formally be received.

NARRATIVE TO SUPPORT ANNEXATION/REZONE/COMP PLAN AMENDMENT

1. Annexation
The annexation is supported by 2 additional parcel owners that request to be
annexed as part of the TFS application.
TFS is requesting a council waiver in order to have reduced buffers along the
north and west boundary due to specific site restraints because of the shape of
the parcel is long and narrow and in order to comply with parking requirements
and vehicle ingress and egress. The proposed site plan provides landscape buffers
to mitigate the buffering requirements.
2. Rezone/Comp Plan Amendment
TFS is seeking to amend the comp plan to allow for commercial use. The
proposed use is compatible with the Comprehensive Plan for strategic growth.
The FLUM currently identifies this as residential but as noted on the map, this
property is surrounded by heavy commercial use. The applicant property is a
frontage parcel on Overland Road near the Overland/Eagle Rd intersection. It
currently sits within the Rolling Hills Subdivision but no longer is part of the
subdivision or the CCR's of the subdivision by vote of the HOA when Overland
Road was expanded.
The property is bare land but is adjacent to a residence and directly across
from commercial offices and commercial uses. It very close to the Silverstone
complex and Zamzows store to the west and to a gas station, car wash, and
computer services commercial building to the east at Cloverdale/Overland. The
adjacent properties are residences of an older subdivision. It is expected that the
Overland frontage properties will be developed or redeveloped to commercial
uses.
Overland Road is an entryway corridor and busy arterial. Developing this
property to its current zone of residential is counterintuitive and would likely not
be economically viable. The proposed use is to build an office and shop for fire
protection services. This is not a high impact use and will not cause much of an
increase in traffic. There will be no environmental degradation as TFS does not
work with any toxic chemicals or hazardous waste as all materials must match
food grade standards since the fire sprinkler systems are designed to protect both
humans and property.
The City of Meridian is the fastest growing city in Idaho. TFS primarily
provides fire protection services for commercial uses. This includes ongoing
maintenance contracts and emergency call service. The treasure valley and
Meridian are seeing a big growth in commercial building. The demand to be near
these growing cities and near roadway connectivity (interstate) is high. This
property is located in "The Core" and as designed can easily adapt to future
surrounding development to a technology or business center similar to the
adjacent Silverstone complex.
While there is surrounding commercial space available for lease, none meet
the needs of operating a fire protection business which generally needs a small
office and large secure area to store equipment and an enclosed area to load the
work vehicles with heavy equipment.
Comprehensive Plan notes:
Table 2.01.02D -encourages clustered landscaped businesses -the proposed
site plan allows for future development on either side to continue with a larger
landscape plan
Table 2.01.02E -the proposed site plan complies with requiring landscape
buffers.
Green Building: the proposed construction will utilize green building
standards as well as use materials supported by the U.S. Green Building Council.
Table 5.01.02A: this property is located in the area of impact and the
proposed use is an effective transition from rural uses to urban uses.
Floodway: the construction will comply with all floodplain requirements,
including the 2' rise.
