The site is located at 2825 S. Meridian Road. DECISION The applicant's request for Certificate of Zoning Compliance and Design Review is approved with the conditions listed in this report. Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you need a building permit and/or inspection. If you do need a building permit, you must complete that process before you commence the use or construction. Please contact Building Services for additional details about building permits and inspections. Site Conditions of Approval 1. Business hours of operation within the L -O and C -N districts shall be limited from 6 am to 10 pm as set forth in UDC 11 -2B -3A4. Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 3. Upon installation of the landscaping and prior to inspection by Planning Division staff, the applicant shall provide a written certificate of completion as set forth in UDC 1I - 3B -14A. 4. The site plan prepared by neUdesign Architecture on September 12, 2014, labeled AL101, is approved (stamped "approved" on October 2, 2014 by the City of Meridian Planning Division) with the following changes: Install bicycle narking as required by UDC 11-3C-5 and 11-3C-6. The landscape plan prepared by Pinnacle Engineers, Inc. on May 14, 2004, labeled L-2, is approved (stamped "approved" on October 2, 2014 by the City of Meridian Planning Division) with no changes. 6. The elevations prepared by neUdesign Architecture on September 12, 2014, labeled AL211, are approved (stamped "approved" on October 2, 2014 by the City of Meridian Planning Division) with no changes. 7. The approved site plan, landscape plan and/or elevations may not be altered without prior written approval of the City of Meridian Planning Division. 8. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 9. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Division for approval prior to issuance of the building permit. 10. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14. 2. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (AZ -04-028; PP -04-038; CUP -04-047; and FP -05- 022). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11-3A-3. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Division on or before October 17, 2014, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11 -5A -6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. Conditions Document 2 Strada Bellissima Building L - CZC-14-098 and DES -14-084 EXPIRATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if the construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. It is located at 2825 S. Meridian Rd., Meridian Idaho in the Strada Bellissima Sub. NO. 1 Subdivision. The project will consist of a single story building as shown on the attached drawings. This building will be a shell only facility for the purpose of leasing to future tenants and will house permitted uses of the L -O zone. Strada Bellissima is an existing subdivision located on Meridian Road near Victory Road. There are currently thirteen buildings built on site, with approximately 2 remaining undeveloped pads. The entire site has already been approved through the previous Design Review process, which included all civil drainage, all landscape, overall site design, and other items associated to the resulting leftover pad only sites. Specifically, internal roads and parking currently exist, curbs around each pad currently exist, utilities stubbed to each pad currently exist, and the like. Specifically the items that will be new on this building (and the two in total) will be sidewalks interior to the existing curbs and the building itself. The two new buildings, including this one, will be of very similar design, colors, materials and the like to the existing buildings that have already been previously approved and are currently constructed/occupied on site. It was our intent to add various features so as to break up potential monotony in the subdivision (column design, arches, change in roofing material, etc.), while still ensuring the buildings' character all mesh well together. In addition, we have addressed all four sides of the building to have similar design quality (not simply the front facade). Our true goal is Class A office space, as our unique style within this subdivision allows us opportunities for doing more than just the regular. With stone towers, roof height modifications, use of stucco popouts, arch emphasis, wall facade modulations, multiple fenestration assemblies, etc., we feel that the beauty of the building is well within the guidelines as requested in the Meridian Design Manual. Facades - there are many enhancements and changes in plane achieved with the use of recessed windows, stucco popouts, etc. We have varied the roof overhangs as well. b. Primary Public Entrances - allowing the pronounced elements of the building to be the main entrances creates visual understanding as soon as one looks at the building as to where the entrances can be found at each end of the building. It establishes a hierarchy and creates symmetry. c. Roof Lines - wall undulations (with resulting eave horizontal and vertical elevation undulations) accomplishes, aesthetically, variation that allows the buildings to show different forms as one travels by. This also creates multiple changes in roof plane. d. Pattern Variations - the differences in wall undulations, with stucco popouts, creates many pattern variations and combinations. e. Fenestration - natural light and options for interior tenant improvement layouts are important to us, thus we have located numerous windows around the perimeter of the building. Some windows are doubled up for additional architectural appeal, and some windows are provided with a transom, adding natural light to internal areas. f. Mechanical Equipment - all mechanical equipment will be located in and behind the buildings, and will be screened, with the use of vegetation, from both the parking lot side and residences behind. 2. Color and Materials - matching the same color qualities of the existing buildings, thus creating a cohesive appearance throughout the site, has been important in considering the overall character of the project site as well as of each building, as you can see from the photographs provided (color samples). The well composed mixture of stone to stucco, with a secondary stucco trim color combined with the darker plane of the architectural standing seam roof system creates an overall highly attractive building with variations in textures, colors and materials - similar (and even improved) to other attractive buildings in the Meridian area. 3. Site Plan and Building Layout: a. Building Location - already pre -established b. Parking areas - same note as above. c. Access - one access is currently off of W. Maestra St. and the other access is off of W. Galvani Dr. Both are in place and currently used for the existing businesses as previously approved. d. Street Layout and Internal Circulation - existing as approved via previous Design Review process. e. Pedestrian Walkways and Facilities - concrete sidewalks will be added along all parking lot curbs, allowing for one to walk around the public access portions of the buildings with ease. Pads are provided at all egress doors, which will typically not be used for everyday access. Cohesive Design - Each of the buildings are similar in finishes, style and scale to existing buildings within the subdivision/neighborhood. Connectivity is present through unified use of existing drives and walkways throughout the area. Additionally, landscaping completed with original permits and site work ties together spaces leaving only the need for buildings and people to complete the community feel.
