Boys and Girls Club Gymnasium CZC 14-089601 - CERTIFICATE OF ZONING COMPLIANCE REPORT IDIAN�-- IDAHO DATE: September 24, 2014 TO: Stan Cole, Cole Architects FROM: Bill Parsons, Associate City Planner SUBJECT: Boys and Girls Club Gymnasium - CZC-14-089 and DES -14-076 OWNER: Boys and Girls Club of Ada County DESCRIPTION OF APPLICANT'S REQUEST The applicant, Stan Cole, requests Certificate of Zoning Compliance (CZC) and Design Review (DES) approval to construct a new 10,315 square foot indoor recreation facility on 0.32 acres of land in the O -T zoning district. The site is located at 911 N. Meridian Road. DECISION The applicant's request for Certificate of Zoning Compliance and Design Review is approved with the conditions listed in this report. Note: This is not a building permit. You must complete this process before you commence the use or any construction. Please contact Building Services at (208) 887-2211 to verify the building permit and/or inspection requirements. Site Conditions of Approval 1. The applicant shall construct all proposed fencing and/or any fencing required by the UDC, consistent with the standards as set forth in UDC 11-3A-7 and 11 -3A -6B. 2. Prior to issuance of the Certificate of Occupancy, the applicant shall close the existing access to N. Meridian Road as set forth in UDC 11 -3A -3A. 3. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 4. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 5. The site plan prepared by Cole Architects, dated September 5, 2014, labeled A 100, is approved on September 24, 2014 by the City of Meridian Planning Division with no changes. 6. The landscape plan prepared by Cole Architects, dated September 5, 2014, labeled LI01 and L102, are approved on September 24, 2014 by the City of Meridian Planning Division with the following changes: a. Install three (3) 2 -inch caliper deciduous trees in the landscape buffer adjacent to NW. Iat Street. Conditions Document Boys and Girls Club Gymnasium - CZC-14-089 and DES -14-076 b. Per UDC 11-313-5I, all planting areas that border driveways, parking lots, and other vehicle use areas shall be protected by curbing. Add curbing on the west boundary of the new landscape area north of the proposed drop off area. c. The applicant shall submit a revised landscape plan that details the mitigation plan outlined by the City Arborist in accord with UDC 11-3B- lOC. d. Upon installation of the landscaping and prior to inspection by Planning Division staff, the applicant shall provide a written certificate of completion as set forth in UDC 11 -3B -14A. 7. The elevations prepared by Cole Architects, dated September 5, 2014, labeled A300, are approved on September 24, 2014 by the City of Meridian Planning Division with no changes. 8. The approved site plan, landscape plan and/or elevations may not be altered without prior written approval of the City of Meridian Planning Division. All of the requested changes to the plans noted above must be revised with the Building Division submittal. 9. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 10. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Division for approval prior to issuance of the building permit. 11. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping as set forth in UDC 11-313-5, UDC 11-3B-13 and UDC 11-313-14. 2. The applicant shall comply with the outdoor storage as an accessory use standards as set forth in UDC 11-3A-14. 3. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site. 4. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 5. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 6. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 7. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11-3A-3. 8. The applicant and/or assigns shall have the continuing obligation to meet any applicable specific use standards for the proposed use as set forth in UDC 11-4-3-2. Conditions Document 2 Boys and Girls Club Gymnasium - CZC-14-089 and DES -14-076 CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Division on or before October 9, 2014, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11-5A-613. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXPIRATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if the construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Meridian Road. Meridian, ID Dear Members of the Reviewing Committees, Cole Architects is pleased to submit our CZC and Design Review documents for review and approval. The Meridian Boys and Girls Club is in need of expanding their current facilities and we feel the proposed gymnasium and multi -use building will be of great benefit to not only the Boys and Girls Club, but also to the City of Meridian. The architectural character of the building is influenced by existing site conditions and function of the new gymnasium. The new structure accommodates a gymnasium and teen center. The new building has been located on the site per direction of City of Meridian planning staff, to provide development to the edge of the major street frontage at Pine Street and Meridian Road. The materials and color palette have been selected based on their durability and visual interest. The gymnasium portion of the building is to be hone faced concrete masonry units. Kalwall day lighting panels on the north, south and west elevations of the gym help add more texture and detail and provide an effective method of bringing natural daylight into the gym. Large "Green Walls" will be placed on the north, south and west facades of the building in between the Kalwall windows. These green walls will help break up the mass of the building. The supporting functions of the building will also have hone faced CMU around the base and stucco accents above. The roof will be flat with a 4'-0" tall parapet. A cornice will top the parapet. The main entrance to the building, located off Meridian Road, is highlighted with an enlarged steel canopy. Canopies continue around the building, creating shading for the building and covered pedestrian friendly walking areas. Benches are also located along the north and south fagade for community use. All mechanical equipment will be mounted on the roof areas and screen by the height of the parapet walls. Please see the supporting materials in this application for further expansion of material selections and locations. Two major roads define a corner of the site — Pine Street and Meridian Road. We are proposing to close off one access point along Meridian Road. The choice to locate the new gymnasium on the corner of the site resulted from the desire to create an activity area between the existing building and the new gymnasium. The plaza area provides space for outdoor activities as well as highly visible pick up and drop off areas. In accordance with the City of Meridian Design Manual, parking is located behind the buildings on the western portion of the site along I" Street. Pedestrian paths and landscaping will be upgraded throughout the site.
