The Community Planning Association of Southwest Idaho (COMPASS)received the transmittal of
the annexation with zoning and preliminary plat of approximately 86 acres (AZ 14-011 and
PP14-013) for ±394 residential units. The project is located generally northwest of McMillan
Road and Black Cat Road.
Site Conditions and Forecasts
The Communities in Motion 2040 (CIM 2040) Vision identifies this location as future
neighborhood. Future neighborhood areas are projected to be built within the CIM 2040 Vision
and comprised of primarily housing but with a few services, including parks, schools, and small-
scale shopping to support the neighborhood. A road network with narrow streets, boulevards,
alleys, and pedestrian pathways is critical. Additional information about the CIM 2040 Vision is

The 2040 Functional Classification Map indicates McMillan Road and Black Cat Road as minor
arterials. Figure 1 shows the 2040 planning functional classification of existing and proposed
roadways in the vicinity of the site and an explanation is available on the COMPASS website at
httD://www.compassidaho.org/grodserv/func-maps.htm, Please see Figure 1 for the TAZs
adjacent to the project and Table 1 for the current and forecasted demographics in those TAZs.

Area of Influence Model Run
An area of influence model run was prepared on June 17, 2014, for Jump Creek development
based on 321 single family units and 76 multi -family units. The area of influence analysis also
considers Oaks South and Oaks North, which are in the vicinity. The existing and proposed
developments will comprise a total of 1,461 households; only 575 have been forecasted for this
area. Table 2 shows current, proposed, and forecasted growth within the Area of Influence.

Regional Transportation Improvement Program
There are currently no projects in the vicinity included in the FY2014-2018 Regional
Transportation Improvement Program (TIP). Additional information about the TIP can be found

Mobility Management
The location is not within a 1/4 -mile of existing transit stops or transit routes. The closest park
and ride facility and bus transfer center is located approximately 3 miles southwest at the
College of Western Idaho Park and Ride facility and transfer center. Valley Regional Transit has
developed a transit plan titled valleyconnect, which establishes a vision for future transit
system needs based on short-term growth projections, regional and local land uses, and
roadway plans. This plan will help guide future transit investments. The proposed project is not
adjacent to any proposed fixed route transit services. Future demand response services are
proposed in the North Meridian area.
The development identifies pathway connections that provide pedestrian linkages throughout the
various sections of the development. Where possible, streets and/or pathway connections should
align with adjacent developments to better ensure accessibility to surrounding developments.

Access Management
The site and parcels in the proposed development border two minor arterial streets: McMillan
Road and Black Cat Road. The proposal supports Communities in Motion 2040 Goal 1.1 with the
design for internal circulation and alignment of streets with existing/approved streets east of
Black Cat Road.
Housing
The proposal supports CIM 2040 Goal 2.3 as it adds approximately 76 compact housing units.
However, the proposal does not support CIM 2040 Goal 3.1 as it is not a mixed-use development
or in a mixed-use area, and is not in an area with lower transportation costs than the regional
average of 22% of the median household income.
Economic Development
The proposal does not support Communities in Motion 2040 Goal 3.1 as it does not provide
additional employment to the area.
Community Infrastructure
The proposal supports CIM 2040 Goals 4.1 and 4.2 as the annexation will bring the property
within the City of Meridian limits and is currently within the Meridian Area of City Impact.
However, the proposal does not support CIM 2040 Goal 4.1 as it is not infill development.
Health
The proposal does not support CIM 2040 Goal 5.1 as it is more than 1 -mile from a park and ride
location, more than 1/2 -mile from a transit stop, more than 1/2 -mile from a public park, public
school, or grocery store.
Open Space
The proposal supports CIM 2040 Goal 7.1 as it is provides at least 1 -acre of open space for
every 30 housing units.,However, the proposal does not support Communities in Motion 2040
Goal 7.1 as it is located more than 1/2 -mile from a public park.
Farmland
The proposal supports CIM 2040 Goal 8.2 as it is not designated as prime farmland in the CIM
2040 Vision. However, the proposal does not support CIM 2040 Goal 8.2 as it is consuming
existing prime farmland.

assumes 350 additional households for the proposed Oak South and Oak North subdivisions.
This proposed development is anticipated to build out with approximately 1,400 units by 2025.
As of June 2014, 76 single family lots have been approved in Oaks South located in TAZ 870.
Also Located in TAZ 870 is Oak Creek that has 115 residential lots platted and about 62
building permits issued through 2013.

The Idaho Transportation Department has reviewed the referenced annexation and preliminary
plat application for the Jump Creek Subdivision on Northwest corner of Black Cat Road and
W. McMillan Road. ITD has the following comments:
1) ITD has no objection to the requested application. The project does not generate any
more trips than anticipated under the Comprehensive Plan and this site does not require
access to the State Highway System.
2) The applicants should conform to the ACHD requirements for any changes to the US
20-26 intersection with Black Cat Road.
3) ITD has a conceptual plan for the extension of SH -16 south from US 20-26 and
Interstate 84. This plan is neither funded nor scheduled but the Jump Creek
Subdivision plan appears to conform with the potential development.
