Broadway Avenue Meridian, ID 83642 Re: Hills Century Farm Dear Ms. Watters: The Community Planning Association of Southwest Idaho (COMPASS) received the transmittal of the annexation with zoning and preliminary plat of approximately 224 acres for 675 residential units (AZ 1-012 and PP14-014). The project Is located generally northeast of Eagle Road and Lake Hazel Road. Site Conditions and Forecasts The Communities In Motion 2040 Vision identifies this location as Future Neighborhood. Future Neighborhood areas are projected to be built within the CIM 2040 Vision comprised of primarily housing but with a few services, including parks, schools, and small-scale shopping to support the neighborhood. A road network with narrow streets, boulevards, alleys, and pedestrian pathways is critical. Mobility Management With approximately 3 dwelling units per acre, the proposed development will not have transit supportive densities (7 dwelling units per acre). The closest bus stop Is located approximately 2.5 miles north at Overland Road and Silverstone Way which serves intercounty route 42. The closest park and ride faculty Is located approximately 2.5 miles to the north at the Rackham Road park and ride facility. Valley Regional Transit has developed a transit pian titled valleyconnocct, which establishes a vision for future transit system needs based on short-term growth projections, regional and local land uses, and roadway pians. This plan will help guide future transit Investments. The proposed project is not adjacent to any proposed fixed route transit services. Future demand response services are proposed In the area. Complete Streets Level of Service A final traffic impact study was not made available so a Complete Streets Level of Service evaluation cannot be completed. If a traffic Impact study Is completed, COMPASS can revise this report to Include Impacts on bicycle, pedestrian, and transit levels of service. Access Management The site and parcels in the proposed development border two arterial streets: Eagle Road and Lake Hazel Road. The proposal supports Communities In Motion 2040 Goal 1.1 with the design for Internal circulation and limited access to the arterial streets. The main access aligns with the existing Taconic Drive, and all three arterial access points are Illustrated with best practices per the Access Management Toolkit. Housing The proposal does not support CIM 2040 Goal 2.3 as It does not add compact housing. The proposal does not suRp= CIM 2040 Goal 3.1 as It is not a mixed-use development or In a mixed-use area, and Is not In an area with lower transportation costs than the regional average of 22% of the median household income. �,.. ..... .....�... e proposa supports ommunit�es in Motion 2040 Goals 4.1 and 4.2 as the annexation will bring the property within the City of Meridian limits and is currently within the Meridian Area of City Impact. The proposal does not support CIM 2040 Goal 5.1 as it is more than 1/2 mile from a public park, public school, or grocery store. Economic Development The proposal does not support Communities In Motion 2040 Goal 3.1 as it does not provide additional employment to the area. Open Space The proposal supports CIM 2040 Goal 7.1 as it is provides at least 1 acre of open space for every 30 housing units. However, the proposal does not support Communities In Motion 2040 Goal 7.1 as it Is located more than 1/2 -mile from a public park. Farmland The proposal SU1229115 CIM 2040 Goal 8.2 as It is not designated as prime farmland In the CIM 2040 Vision. However, the proposal does nit support CIM 2040 Goal 8.2 as It is consuming existing prime farmland.
