These services are to be provided for the not to exceed amount of $69,336.00. I. Back rground The Ada County Highway District, in conjunction with the Idaho Transportation Department, is going to widen Franklin Road, between Black Cat Road and Ten Mile Road, to five lanes with bike lanes, curb, gutter, and detached sidewalk. Preliminary Design of the water and sewer improvements to be installed with the road widening project, was started in 2012 with Parametrix. Parametrix has completed their task order, but additional design work, construction staking, construction support services, and record drawing production will be required for this project. The attached Task Order with Civil Survey Consultants is for these additional services. B. Proposed Project Complete the design of approximately 2600 Linear feet of new 12" water main, 4200 Linear feet of sewer main, five water services, eight sewer services, and seven fire hydrants. This will be in addition to designing the relocation and adjustment of existing facilities, providing construction staking, construction support services, and record drawings. Page 1 of 2 TASK ORDER NO. 10369.b Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MERIDIAN (OWNER) AND CIVIL SURVEY CONSULTANTS, INC (ENGINEER) This Task Order is made this 16th day of September, 2014 and entered into by and between the City of Meridian, a municipal corporation organized under the laws of the State of Idaho, hereinafter referred to as "City", and accepted by (CIVIL SURVEY CONSULTANTS. INC). hereinafter referred to as "Engineer" pursuant to the mutual promises, covenant and conditions contained in the Master Agreement (Category 1 B) between the above mentioned parties dated September 18, 2012. The Project Name for this Task Order 10369.b is as follows: CITY OF MERIDIAN FRANKLIN ROAD - BLACK CAT ROAD TO TEN MILE ROAD - SEWER AND WATER IMPROVEMENTS - DESIGN PROJECT UNDERSTANDING Per the City's request, the Engineer will provide professional engineering services related to the design of new and relocated sanitary sewer and potable water improvements to be constructed in conjunction with the Idaho Department of Transportation (ITD) Project No. A012(368). SCOPE OF WORK Task 1 —Administration 1.1 Set up the contract and submit written communication through the City's project management software (e -Builder). This includes but is not limited to the following: • Reports • Drawings • Requests for information • Request for action by City • General Project Documentation & Communication 1.2 Engineer shall attend final design review meeting at ACHD for the prime roadway project. Task Order 10369.b FRANKLIN ROAD - BLACK CAT ROAD TO TEN MILE ROAD - SEWER AND WATER IMPROVEMENTS — DESIGN CIVIL SURVEY CONSULTANTS, INC Page 1 of 5 Task 2 — Desitin Survey 2.1 This task includes field work associated with surveying existing sewer manholes and water main blow -offs as required to design improvements. 2.2 This task includes office work associated with drafting surveyed points and cleaning up existing topographic survey drawing to correctly show existing sewer and water facilities. 2.3 This task Includes preparing and obtaining permanent and/or temporary easements for the new sewer and water stubs as needed. We anticipate a total of thirteen easements being needed. The City's standard easement document, easement legal description and map exhibit shall be sent to each property owner for review and signature. Engineer shall provide signed easements to the City for processing and recording. Task 3 — Design Improvements 3.1 Water System Improvements: • Approximately 2000 LF of new 12" water main in Franklin Road. • Approximately 600 LF of new 12" water main in Black Cat Road. • New 1" water services to five properties as identified by the City. • Seven new fire hydrants at locations identified by the City. • Adjust approximately twelve existing valve boxes to grade. • Extend five existing water stubs to the new right-of-way line. Stubs shall be extended beyond new irrigation lines if necessary. • Relocate six existing water meters to the new right-of-way line. • Abandon one existing water service as identified by the City. • Adjust existing water main at three locations where conflicts existing with new irrigation or storm drain lines. • Water main stubs to three properties as identified by the City. • New main and service lines shall be sleeved through new storm drain bio-swale. 3.2 Sewer System Improvements • Approximately 1300 LF of 15" Sewer Main in Franklin Road. • Approximately 2500 LF of 10" Sewer Main in Franklin Road. • Approximately 50 LF of 24" Sewer Main in Franklin Road. • Approximately 400 LF of 15" Sewer Main in Black Cat Road. • Adjust approximately nine sewer manholes to Grade. • Sewer main or service stubs to eight properties as identified by the City. Task Order 10369.b FRANKLIN ROAD - BLACK CAT ROAD TO TEN MILE ROAD - SEWER AND WATER IMPROVEMENTS —DESIGN CIVIL SURVEY CONSULTANTS, INC Page 2 of 5 Extend fourteen existing sewer stubs to new right-of-way line. Stubs shall be extended beyond right-of-way if depth or new irrigation lines make it necessary. Abandon one existing sewer service as identified by the City. New main and service lines shall be sleeved through new storm drain bio-swale. Task 4 — Construction Document Preparation and Review 4.1 Develop plans, specifications and bid schedule that meet current design standards and standard specifications of the City, ISPWC, ITD and ACHD. One complete set of 11'x17" plans and specifications will be developed per ITD layout standards. Plans will be prepared using ACHD standard blocks and line types. 4.2 Submit four sets of plans and two sets specifications to City Engineering for departmental review and comment. A PDF of plans and specifications shall also be provided. Engineer to revise plans as necessary. 4.3 Submit one set of plans and specifications to ITD/ACHD for review. 4.4 Submit revised plans and specifications to City Engineering for Development Services review. Engineer to revise plans as necessary. 4.5 Submit plans and specifications to City Engineering for QLPE review and approval. Engineer to revise plans as necessary and resubmit. 4.6 Submit two sets of plans to Nampa Meridian Irrigation District for review and approval. Engineer will submit plans to Nampa Meridian Irrigation District for review and approval. The City shall coordinate execution of the agreement and pay all fees associated with the agreement. 4.7 Submit two fully approved set of plans and specifications to City Engineering Department. A PDF of plans and specifications shall also be provided. 4.8 Submit a fully approved set of plans and specifications to ITD/ACHD for bidding purposes. A PDF of plans and specifications shall also be provided. Task 5 — Construction Services 5.1 Attend pre -construction meeting. 5.2 Answer RFPs from contractor during bidding and construction about the design. 5.3 Review material specifications submitted by contractor. 5.4 Prepare record drawings meeting the City of Meridian Acceptance of Record/Electronic Drawings, dated October 25, 2012. Task Order 10369.b FRANKLIN ROAD- BLACK CAT ROAD TO TEN MILE ROAD- SEWER AND WATER IMPROVEMENTS—DESIGN CIVIL SURVEY CONSULTANTS, INC Page 3 of 5 ASSUMPTIONS 1. It will be the City's responsibility to negotiate and execute the Joint Effort Agreement for construction with ITD/ACHD. Plans will be prepared once the City has provided our office with AutoCAD electronic files of the final design submittal to ITD/ACHD. The City will obtain permission from ITD/ACHD to use the electronic files for utility design purposes. 2. All improvements will be designed based off topographic survey information provided by ACHD. Topographic surveying is not Included as part of this scope of work. 3. The City will provide the Engineer with property owner mailing information necessary to send easement documents. The City shall assist the Engineer with obtaining easements if necessary. 4. The City will assist the Engineer with obtaining special provision numbers from ITD/ACHD. 5. An Erosion and Sediment Control Plan (ESCP) will not be prepared. The City will coordinate with ITD/ACHD to have all work covered under ACHD ESCP and SWPPP. 6. The City shall process all easements and record them with the Ada County Assessors office. 7. The City shall provide Engineer with a copy of record drawings for Black Cat Road Sewer Trunk line. Plans shall be used to identify locations of existing sewer services. 8. All required work to install sewer and water improvements at irrigation crossings shall be performed under ITD/ACHD Army Corps of Engineers and Idaho Water Resources Permits. The City shall request that ITD/ACHD include the water and sewer improvements on their Army Corps of Engineers and Idaho Water Resources permit applications. TIME OF COMPLETION and COMPENSATION SCHEDULE Engineering services will be completed as needed to construct improvements in conjunction with Idaho Department of Transportation District Project No. A012(368). The preparation of the City of Meridian's plans are dependent on the completion of the Idaho Transportation District's plans and the schedule below is an expected schedule and may vary based on changes to the Idaho Transportation District project schedule. The schedule below is based on a Notice to Proceed (NTP) from the City by September 2014. This results in Final Construction plans completed by September 2015. A NTP issued on a different date will change the schedule accordingly. No compensation will be paid over the Not -to -Exceed amount without prior written approval by the City in the form of a Change Order. The hourly rates for services and direct expenses shall be billed per the approved Rate Schedule and Master Agreement (by this reference made a part hereof) and will be the basis for any additions and/or deletions in services rendered. Travel and meals are excluded from this Task Order unless explicitly listed in the Scope of Services AND Payment Schedule.
