FROM: Bill Parsons, Associate City Planner SUBJECT: Connections Credit Union - CZC-14-084 and DES -14-072 OWNER: Connections Credit Union DESCRIPTION OF APPLICANT'S REQUEST The applicant, Chad Slichter, requests Certificate of Zoning Compliance (CZC) and Administrative Design Review (DES) approval to construct a new 4,170 square foot financial institution with associated drive-through on 1.308 acres of land in the C -C zoning district. The site is located at 750 N. Ten Mile Road. DECISION The applicant's request for Certificate of Zoning Compliance and Administrative Design Review is approved with the conditions listed in this report. Note: This is not a building permit. You must complete this process before you commence the use or any construction. Please contact Building Services at (208) 887-2211 to verify the building permit and/or inspection requirements. Site Conditions of Approval 1. The applicant shall construct all proposed fencing and/or any fencing required by the UDC, consistent with the standards as set forth in UDC 11-3A-7 and 11 -3A -6B. 2. Business hours of operation for this site shall be limited from 5 am to 12 am, seven (7) days a week per the approved conditional use permit (file #CUP -13-017). 3. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 4. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 5. The site plan, dated July 31, 2014, labeled C2.0, is approved by the City of Meridian Planning Division on August 25, 2014 with the following change: a. Sign and stripe the northern drive aisle as one-way. 6. The landscape plan, dated July 31, 2014, labeled L1.02, is approved by the City of Meridian Planning Division on August 25, 2014 with the following change: a. The applicant shall construct a decorative entry feature (stamped colored concrete with paver banding, raised planter and benches) near the primary entrance as approved with file #MCU -14-003. Provide a detail of the raised planter bed with the building plan submittal for review and approval by Conditions Document 1 Connections Credit Union at Ten Mile the Planning Division. b. Upon installation of the landscaping and prior to inspection by Planning Division staff, the applicant shall provide a written certificate of completion as set forth in UDC 11-311-14A. 7. The elevations prepared, dated August 2014, labeled A3.01, are approved by the City of Meridian Planning Division on August 25, 2014 as submitted. 8. The approved site plan, landscape plan and/or elevations may not be altered without prior written approval of the City of Meridian Planning Division. All of the required changes to the plans noted above must be revised with the Building Division submittal. 9. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 10. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Division for approval prior to issuance of the building permit. 11. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14. 2. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (CUP -13-017, MDA -13-023, MCU -14-003, PBA - 10 -006, VAC -10-005 and Development Agreement Instrument No(s). 110111935 and 114009331). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11-3A-3. 7. The applicant and/or assigns shall have the continuing obligation to meet the specific use standards for the proposed financial institution with the associated drive-through set forth in UDC 11-4-3-11 and UDC 11-4-3-17. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Division on or before September 9, 2014, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11 -5A -6B. If City Council review of the decision is not requested, the action of the Director represents a Conditions Document 2 Connections Credit Union at Ten Mile final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXPIRATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if the construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Mechanical Equipment: The majority of HVAC equipment is located on the rooftop and placed to be hidden behind the buildings natural vertical modulating elements along with low metal face screening walls and is at a maximum distance from the street and pedestrian areas. Ground level equipment such as electrical and gas metering, is located on the north facing fagade away from the primary building entrance and will be recessed in and painted complementary colors to the brick face materials for additional screening. Furthermore, ground plantings have been incorporated witch will provide year round screening with additional late mid-season blooms. 2. Color and Materials: Referring to the attached colored rendering, material selections and colors are primarily neutral in tone and are complementary in both color and selection to the existing adjacent commercial development. Materials include brick masonry, stucco, natural true stone veneers (full height), and accenting metal cornices and flashings around all sides of the building. Additional standing seam metal horizontal low slope roof structures and screenings compliment and incorporate the owner's signage colors and textures. 3. Site Plan and Building Layout: a. Building Layout: The building is positioned approximately in the middle of the property to allow for multiple parking opportunities and circulation/flow around and through the proposed drive-thru while establishing a possible location for a future addition to the building on the east as the business grows, this area is currently proposed to be open and landscaped. This also established the primary building entrance to the south and east corner so that it could be utilized as a separate entrance to both the proposed and future expansion if needed. Parkin Area: The primary parking area is established to the south, nearest the primary public entrance and out of the main perimeter circulation and drive-thru path. A smaller parking area to the north is established primarily for employee use and nearest the secondary/employee entrance area.' c. Access: Access to the development and project are provided by existing primary site entrance off Ten Mile Road which is shared with the existing commercial development to the south, and an additional previously established site entrance from Pine Street to the north. d. Street Layout and/or Internal Circulation: Internal circulation is accomplished by the existing and expanded shared drive aisle to the south and a proposed interconnecting drive aisle to the east which is anticipated to be shared with the future development on the east pad site, this also interconnects both primary access entrances leading to Ten Mile and Pine. A bypass lane around the covered drive-thru area allows one-way circulation in a counter clockwise rotation from the north parking area to the south. e. Pedestrian Walkways and Facilities: Currently walkways exist along both Ten Mile Road and Pine Street with additional pedestrian routes leading to the proposed building. An oversized sidewalk and plaza type area to the south help to establish the "front" of the building and the main public entrance.
