Hill's Century Farm is near the southeast corner of Meridian's Area of Impact, contiguous to Rockhampton Subdivision which is located to the east, on Cloverdale Road. Rockhampton remains in unincorporated Ada County even though it developed with Boise City sanitary sewer service within the context of that community's Comprehensive Plan's Southwest Planning Area. Page 2 PROTECT FEATURES Open Space, Commons, Buffers and Amenities • The 33.2 acres of open space accounts for 15.0 percent of the site—excluding the 8.2 - acre parcel (Lot 78, Block 5) reserved for a future elementary school site. With the school site factored into the equation, the 41.4 acres of combined open space accounts for 18.70/c of the total project. • Whether the school site is sold or donated to the district, we suggest that its significance to the sense of community merits consideration for at least one additional amenity credit. • The forty-seven (47) Hill's Century Farm "common" lots include five (5) activity areas ranging from one (1) to three (3) acres in size. These sites provide the opportunity for the required nine (9) amenities which will be determined at final platting. Those amenities are in addition to the two (2) amenity credits "earned" or requested by the provision of 15% of qualified open space and school site. • Potential amenities within the five activity areas include a community center, tot -lot playgrounds, exercise stations, passive gathering space seating, regional pathway, and so forth. In addition to those larger sites, there are a number of micro -path connections and rear -lot greenway corridors as well as collector and street corner buffers. Pathway System • A paved regional pathway will be located within the bounds of the project along the west side of Ten Mile Creek, in accord with the City's Pathways Master Plan requirements. School Site • The City's Comprehensive Plan denotes a school site within the Hill's Century Farm section, thus, Joint School District No. 2 was contacted early in the planning process to review its future needs. In response to the District's future facility plans, an 8.2 -acre elementary school site has been reserved at the northeast corner of the project. Traffic Circulation • The principal entrance to Hill's Century Farm will be from Eagle Road, opposite the existing Taconic Drive intersection near the mid-section line. The entry roadway, also to be named Taconic Drive, will serve as a collector, meandering northeasterly, thence turning south near the center of the project. The street name changes at that point to Newbridge Avenue and terminates one-half mile distant, at Lake Hazel Road. • A second east/west aligned collector roadway, East Highlander Drive, extends from the "top" of Taconic Drive along the southern boundary of the proposed school site to the east property line. It has the potential to connect to Amity Road to the north when the two, forty (40) acre parcels lying between Rockhampton Subdivision and Howry Lane, a private street, are developed in the future. Page 3 PROJECT PHASING • The first of sixteen proposed phases of Hill's Century Farm depicted in the preliminary plat drawings will commence on Eagle Road, at the northwest corner of the project, with development projected to occur over the course of the next decade. Explorer Drive Suite 200 Boise, ID 83713 RE: Soil test pits on Century Farm Development site On May 8, 2014 I observed two soil test holes advanced on the southern portion of the Century Farm site located east of South Eagle Road and West Lake Hazel Road. Other test holes were placed on this property in 2007 by Associated Earth Sciences and in 2013 by Materials Testing and Inspection. The purpose of these two new test pits is to provide piezometers on the south portion to collect additional groundwater data. Detailed descriptions of the soil profiles are attached. While on the site, two of the 2013 MTI pits TP 3 & TP10) were reopened and pipes were installed. Again, this provides a better spatial array of pipes to monitor. The attached 2014 monitor map shows those test pit locations. The two new profiles are very similar with loam and silt loam surface textures with 20 to 24 percent clay that are about 24 inches thick. From 24 inches to about 60 inches is loamy sand to sand with less than 7 percent clay. In both profiles very gravelly sand and cobbles are present below a depth of 5 feet and extend to more than 10 feet. Free water was present flowing into the excavation at 5 to 6 feet. These soil profiles are also very similar to the other test pits placed previously on the parcel. Depth to the "pit run" substratum material is uniformly at about 60 inches below ground surface. A full year of groundwater monitor data shows a trend for peak levels at 4 to 6 feet below the surface. Monitor data will be collected at 8 locations on the site on a biweekly basis throughout the 2014 irrigation season. All test pit information indicates there are no significant soils related restrictions for construction on the site. Groundwater depths will likely be the main concern for project velo t.
