Levy & Associates, requests Certificate of Zoning Compliance (CZC) and Design Review (DES) approval of a 10,162 s.f. retail store in the C -G zoning district. The site is located at 3540 E. Longwing Lane, Ste. 170. DECISION The applicant's request for Certificate of Zoning Compliance and Design Review is approved with the conditions listed in this report. Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you need a building permit and/or inspection. If you do need a building permit, you must complete that process before you commence the use or construction. Please contact Building Services for additional details about building permits and inspections. General Conditions of Approval 1. 100 Watt and 250 Watt, high-pressure sodium street lights shall be required on all public roadways per the City of Meridian Improvement Standards for Street Lighting. All street lights shall be installed at developer's expense. Final design shall be submitted as part of the development plan set for approval. Applicant shall also include the location of any existing street lights in the development plan set. Street lighting is required at intersections, corners, cul-de-sacs, and at a spacing that does not exceed that outlined in the Standards. The contractor's work and materials shall conform to the ISPWC and the City of Meridian Supplemental Specifications to the ISPWC. Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 3. The elevations prepared by David A. Levy & Associates on 6/12/14, labeled Sheet A300, are approved as shown in Exhibit B. Conditions Document l Anthropologic at The Village - CZC-14-074 and DES -14-066 4. The approved elevations may not be altered without prior written approval of the City of Meridian Planning Division. 5. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 6. If any changes must be made to the site plan to accommodate ACRD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Division for approval prior to issuance of the building permit. 7. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval I. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping as set forth in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14. 2. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (AZ -07-012; MDA -11-002; CZC-13-104; DES -13- 095). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11-3A-3. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Division on or before August 15, 2014, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC I1 -5A -6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXPIRATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if the construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. For the base facade previously approved and already constructed we kindly refer you to the applicable approval documentation provided by our Landlord, CenterCal Properties. Please note additionally that Tenant Space J-170 has three (3) storefront infill openings facing south toward the main drive through the center, and one (1) storefront infill opening facing north toward the parking lot. 1. Architectural character a. Facades • The main facades are as previously approved and constructed. • For the main front facade infills we are proposing a custom steel storefront framing system and Solarban 60 IGU glazing. • For the rear facade infill we propose a large Venetian plaster panel over EIFS with an aluminum clerestory window system above. b. Primary Entrance • The primary entrance consists of a custom steel storefront framing system with a wood canopy system that continues inside through the vestibule to create a visually unified canopy and vestibule through an implied cantilever. c. Roof Lines • With the exception of the wood canopy at the entry, all infill materials and assemblies are inside and back from the outside edge of the fagade surrounds. d. Pattern Variations • With the aesthetic of the center skewing heavily towards a very formal French Second Empire aesthetic, we are trying to provide a luxurious material palette that works well with the center, yet contains a touch of the rustic French country style for which we are known. e. Mechanical Equipment • Anthropologie is using Landlord RTU's that are placed on the overall roof for the building, with supply and return air ductwork routed through the upper floors and terminating in Tenant Space J-170. 2. Materials a. Front facade infills: Steel — For the front fagade infills we are proposing a 2"x4" matte sealed hot rolled tube steel storefront with 1"x1" welded, hot rolled steel glazing stops. Wood — For the front canopy Anthropologie is proposing the use of a medium brown reclaimed, tongue and groove barnwood planks. Concrete curb — We're proposing a clean, poured in place 8" concrete curb using a steel form for the smoothest surface. We feel the color and the crispness of the concrete allows the much darker steel storefront to appear to float over the curb. b. Rear fagade infill: • Plaster— We are proposing a decorative Venetian plaster system over a base EIFS system. We've worked extremely hard over the last 15 years to develop a system that combines the technological advantages of EIFS with the artistic nuance of Venetian plaster. We've included renderings of the proposed finish, photos of similar, recently completed panels, as well as a photo essay describing the manufacturers application process. Essentially, the final finish system is a three coat process. The first two layers are the following, troweled on randomly, transmitting the touch of the hand of the artisan applying the plaster: ➢ Parex USA Variance Alto ➢ Parex USA Variance Claro The third and final coat is a glaze applied by one of three North American Special Finish Contractors (SFC) that we use for this work. The SFC assigned to Meridian has been doing interior plaster work and exterior glazes for new and existing Anthropologie stores for over 20 years. Aluminum —The decorative plaster panel is the star of the show at the rear facade and we are using the clerestory primarily to get natural light into the fitting rooms. Consequently, we are proposing using black anodized aluminum storefront framing to help make this portion of the storefront fade to the background and cede the floor to the plaster panel. 3. Parking lots Anthropologie will use all previously approved and constructed parking lots. 4. Pedestrian walkways and facilities Anthropologie will continue to use all previously approved constructed pedestrian walkways and facilities.
