Communities in Motion The Communities in Motion 2040 (CIM 2040) Vision identifies this location as an existing neighborhood. In CIM 2040 an existing neighborhood is defined as neighborhoods with existing development, with different M opportunities for reuse and infill than in future developments; primarily housing but with a few services, including parks, schools, and small-scale Rho, shopping to support the neighborhood. Site Conditions and Forecasts The 2040 Planning Functional Classification Map indicates South Stoddard Road as a collector and Overland Road as a principal arterial. Figure 1 shows the 2040 planning functional classification of existing and proposed roadways in the vicinity of the site and an explanation is available on the COMPASS website at httr)://www.comr)assidaho.ora/r)rodserv/func- maps.htm. The proposal includes a school bus plan and addresses parent drop-off. The proposal also identifies the current limitations to bicycle and pedestrian access, with recommendations to improve both access and safety. Access Management The proposed site plan for the development indicates the main access points to the site will be via Kodiak Drive, a collector street. The proposal supports several goals of Communities in Motion 2040. Community Infrastructure The proposal supports Communities in Motion 2040 Goals 4.1 and 4.2 as the annexation will bring the property within the City of Meridian limits and the Meridian Area of City Impact. Health The proposal supports Communities in Motion 2040 Goal 5.1 as it is located less than 1/2 - mile from a grocery store and less than 1 -mile from a park and ride location. The proposal does not support Communities in Motion 2040 Goal 5.1 as it is located more than 1/2 -mile from a transit stop. Open Space The proposal supports Communities in Motion 2040 Goal 7.1 as it is located less than 1/2 - mile from a park. Farmland The proposal supports Communities in Motion 2040 Goal 8.2 as it is not consuming prime farmland and is not designated as prime farmland in the CIM 2040 Vision.
