Final Plat Project Narrative
L. C. Development, Inc., hereby applies for a final plat with 35 total lots consisting of 29 single-
family residential lots and 6 common lots on 10.92 acres for Biltmore Estates Subdivision No. 1.
Recently annexed with an R-4 zoning as part of the Victory South annexation, the project will
connect to the sewer system currently being extended to serve Meridian Heights and Kentucky
Ridge Subdivisions, along with this and other property in the area. Gross and net densities for this
phase of the project are 2.66 and 3.76 dwelling units per acre, respectively. The minimum lot size is
8,051 square feet, with the average lot size being 10,139 square feet. A total of 0.97 acre of open
space has been provided, or 8.8 percent of the site. Landscaping within the development includes
landscaped parkways and a pocket park. The project has been designed to be fully compatible with
Kentucky Ridge Subdivision.
Findings for the preliminary plat were approved by the Meridian City Council on May 21, 2014.
The final plat is in conformance with the approved preliminary plat and meets all requirements or
conditions thereof. The final plat conforms with all requirements and provisions of the UDC and
was prepared in conformance with acceptable engineering, architectural and surveying practices and
local standards. The property was annexed under Ordinance No. 14-1594, which was recorded as
Instrument No. 114007667.

Introduction
Biltmore Estates Subdivision is a proposed 56 acre residential development located south of W.
Harris Street between Meridian and Linder Roads in Meridian. At full build out there will be
159 residential and 15 common lots. The first phase of the development consists of 30
residential and 6 common lots is scheduled for construction during the summer/fall of 2014.
Existing Storm Drain Conditions
The property is encompassed by Phase 1 of the development is unimproved and is currently
being farmed. The northeast corner of the site has relatively steep slopes in excess of 10%
while the remainder of the site is general flat with slopes ranging from 1-4%. There are two
connections to existing public streets proposed in this phase. Catch basins will be installed at
both locations to collect storm water runoff before it is allowed to enter the existing street
drainage systems.
Proposed Storm Drain Design
Storm drain runoff from the proposed new streets and adjacent residential lots will be directed
to one of 6 seepage beds after being routed through sand and grease traps. The soils report,
prepared by Natural Resource Solutions, LLC, indicates that hardpan layers were encountered
in all of the test pits at depths between 30 and 60 inches below the existing ground surface.
Materials below the hardpan are typically gravelly loamy sands to about 96 inches with sand,
gravel, and cobbles below 13'. The proposed seepage beds are deep enough to reach the free
draining sand and gravel layers therefore an infiltration rate of 8 inches per hour is used for
design.
Groundwater was not encountered in any of the test pits excavated on the site in November of
2013. The author of the soils report referenced above does not expect groundwater to ever be
present higher than 15 to 20 below the existing ground surface.

On November 27th I observed seven test holes on the Biltmore Estates site west
of South Meridian Road and south of Victory Road. A map is attached showing
the approximate boundary of the 56 acre parcel and the location of the test pits.
Also included are copies of the detailed soil profile descriptions of the test pits.
This property occurs on a stable alluvial fan terrace landform with nearly level to
rolling topography. Test holes were advanced to depths of 11 to 13 feet below
ground level. All profiles have a silty clay loam surface layer about 12 inches
thick. At most locations a heavy silty clay loam subsoil is present to a depth of
about 30 inches. Hardpans with varied degrees of cementation were presentat
all locations between 30 and about 60 inches. Materials beneath the hardpans
are typically gravelly loamy sands to about 96 inches with sand, gravel and
cobbles below to below 13 feet. The sands encountered are primarily medium
sands and are very clean and free of fines.
No indicators of wetness were encountered in any of the test pits to depths up to
13 feet. I have profile descriptions and groundwater monitor data on 10 test
holes located on the property to the south adjacent to the Biltmore site. That
data all showed similar soil conditions and no groundwater observed during
monitoring throughout the 2006 irrigation season. Based on the seven test holes
on the subject site and the other historical data available, I would not expect
groundwater to ever be present higher than 15 to 20 feet below ground level.

R -Value ratings will be very low for the upper 16 to 24 inches of most soil
profiles. I would predict test values would be less than 10 and possibly less than
5. Bearing strengths would be 1500 pounds per square foot based on a CL
Unified classification for the silty clay loam material with clay contents in excess
of 30 percent. Those values are derived from the International Building Code
table 1804-2.
The hardpans present dig with some difficulty in places, but will not be a
problem for track hoe construction equipment. Substratum layers will provide
excellent free -drained materials for receiving storm water. I see no soil related
conditions that will be of major concern to design and construction on this
parcel.
