OF APPLICANT'S REQUEST
The applicant, Jeremy Putman, requests Certificate of Zoning Compliance (CZC) and Design
Review (DES) approval to construct a new 6,641 square foot medical office building in the
Sparrowhawk Subdivision. The proposed medical use is classified in the Unified Development
Code (UDC) as a healthcare and social service and is listed as a principal permitted use in the C-
G zoning district.
The site consists of 0.87 acres of land in the C -G zoning district and is located at 2218 E.
Franklin Road.
DECISION
The applicant's request for Certificate of Zoning Compliance and Design Review is approved
with the conditions listed in this report. Note. This is not a building permit. You must complete
this process before you commence the use or any construction. Please contact Building
Services at (208) 887-2211 to verify the building permit and/or inspection requirements.
General Conditions of Approval
100 Watt and 250 Watt, high-pressure sodium street lights shall be required on all public
roadways per the City of Meridian Improvement Standards for Street Lighting. All street
lights shall be installed at developer's expense. Final design shall be submitted as part of
the development plan set for approval. Applicant shall also include the location of any
existing street lights in the development plan set. Street lighting is required at
intersections, corners, cul-de-sacs, and at a spacing that does not exceed that outlined in
the Standards. The contractor's work and materials shall conform to the ISPWC and the
City of Meridian Supplemental Specifications to the ISPWC.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the
property, the applicant shall submit a sign permit application consistent with the
standards in UDC Chapter 3 Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health as
set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements
in accord with UDC 11 -5C -3C.
3. The site plan prepared by neU` Design Architecture, dated June 12, 2014, labeled A-101,
Conditions Document 1 Stanton Healthcare - CZC•14-061 and DES -14-056
-is approved on June 23, 2014 by the City of Meridian Planning Division with the
following change:
a. Add wheel stops to the parking stalls adjacent to the building OR widen the
5 -foot wide sidewalks to 7 feet and reduce the parking stall depth to 17 feet to
allow for vehicle overhang in accord with UDC 11 -3C -5B4.
4. The landscape plan prepared by Baer Design Group, LLC, dated June 5, 2014, labeled
L1.0, is approved on June 23, 2014 by the City of Meridian Planning Division with the
following comments:
a. Any existing landscaping near the construction zone must remain protected
during construction on the site.
b. Upon installation of the landscaping and prior to inspection by Planning
Division staff, the applicant shall provide a written certificate of completion
as set forth in UDC 11 -3B -14A.
5. The elevations prepared by neU Design Architecture, dated June 11, 2014, labeled A-
211, are approved by the City of Meridian Planning Division on June 23, 2014 with the
following change:
a. All ground level mechanical equipment shall be screened to the height of the
unit as viewed from the property line and/or all rooftop mechanical
equipment shall be screened as viewed from the farthest edge of the
adjoining right of way in accord with UDC 11-3A-19A.1e.
6. The approved site plan, landscape plan and/or elevations may not be altered without prior
written approval of the City of Meridian Planning Division. All of the required changes
to the plans noted above must be revised with the Building Division submittal.
7. The applicant shall pay any applicable impact fees prior to the issuance of a building
permit.
8. If any changes must be made to the site plan to accommodate ACHD requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Division for
approval prior to issuance of the building permit.
9. The applicant shall complete all required improvements prior to issuance of a Certificate
of Occupancy. It is unlawful to use or occupy any building or structure until the Building
Official has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation
that meets the standards as set forth in UDC 11-313-6 and to install and maintain all
landscaping as set forth in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14.
2. The applicant shall comply with the outdoor storage as an accessory use standards as set
forth in UDC 11-3A-14.
3. The project is subject to all current City of Meridian ordinances and previous conditions
of approval associated with this site (AZ -00-024; CUP -02-002; CUP -03-066; PP -03-043;
FP -05-001; MI -07-033; DA #'s 101135901 & 107099629).
4. The issuance of this CZC does not release the applicant from any previous requirements
of the other permits issued for the site.
5. The applicant and/or property owner shall have an ongoing obligation to prune all trees to
a minimum height of six feet above the ground or sidewalk surface to afford greater
visibility of the area.
6. The applicant has a continuing obligation to comply with the outdoor lighting provisions

7. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 11-3A-3.
DESIGN REVIEWANALYSIS
A condition of approval for the planned unit development (CUP -02-001) requires all buildings
within the development have a consistent design theme. Specifically, the PD requires all
structures facing a public street incorporate high river rock wainscot, a 6/12 pitched roof and
uniform stucco colors and roof materials. The elevations as proposed are more contemporary in
design and lacks the pitched roof and the rock wainscot but incorporates stucco, rock and cedar
accented walls to complement the existing buildings.
At the time this project was approved, the City did not have an established design review
process. In 2007, the developer amended the recorded development agreement and requested
that all buildings within the Sparrowhawk Subdivision obtain administrative design review
approval which is consistent with the current standards of the UDC. Staff has evaluated the
building design based on the design standards in the UDC and the design guidelines in the
Meridian Design Manual, not on the requirements of the PD. Staff believes the modern design of
the building and the mix of materials (stucco, rock, cedar siding) complements the overall design
of the development and approves the design and building materials as proposed.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the Director.
All requests for review shall be filed in writing with the Planning Division on or before July 10,
2014, within fifteen (15) days after the written decision is issued, and contain the information
listed in UDC 11-5A-613.
If City Council review of the decision is not requested, the action of the Director represents a
final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the
use has not commenced within one year of the date of issuance of the Certificate of Zoning
Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a
structure shall expire if the construction or alteration has not commenced within one year of the
date of issuance of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until
June 23, 2015.

Sparrow Hawk is an existing subdivision located on E. Franklin Rd. There are currently four buildings
built on site, with approximately 2 remaining undeveloped pads. The entire site has already been
approved through the previous Design Review processes, which included all civil drainage, all
landscape, overall site design, and other items associated to the resulting leftover pad only sites. In
addition, there were three previously built structures that are very similar to ours that too have been
approved through the design review process.
Specifically, internal roads and parking currently exist, curbs around each pad currently exist, utilities
stubbed to each pad currently exist, and the like. Specifically the items that will be new on this project
will be sidewalks interior to the existing curbs and the building itself.
This building will be of very similar design, colors, materials and the like to the four buildings that have
already been previously approved and are currently constructed/occupied on site. It was our intent to
have some various features as to break up monotony amongst the subdivision while still ensuring the
buildings character all mesh well together. In addition, we have addressed all four sides of the building
to have similar design quality (not simply the front facade). Our true goal is Class A building, as our
unique style within this subdivision allows us opportunities for doing more than just the regular.
With roof height modifications, use of stucco popouts, stone/wood accents, wall facade modulations,
multiple fenestration assemblies, etc., we feel the beauty of the building is well within the guidelines as
requested in the Meridian Design Manual. However, we will address each item below as it might relate
to this building:
1. Architectural Character:
a. Facades - there are many enhancements and changes in plane with recessed windows,
stucco popouts and the like. We have varied the materials as well.
b. Primary Public Entrances - allowing the pronounced portions of the building to be the
main entrances creates visual understanding as soon as one looks at the building as to
where the entrances can be found on each side of the building. It enhances importance
and creates symmetry.
c. Roof Lines - wall undulations accomplishes, in an aesthetic way, variation that allows the
buildings to show different forms as one travels by. The entrance forms demonstrate a
pleasing contrast with their sloped roof lines inviting persons into the building.

d. Pattern Variations - the differences in wall undulations, materials and colors creates a
cohesive tapestry of natural elements.
e. Fenestration - natural light is important to us, thus we have located numerous windows
around the perimeter of the building. Some windows are larger to enhance interior views
as well as provide connection to the outside and some windows are opaque providing
natural light in patient areas without direct visibility.
f. Mechanical Equipment - all mechanical equipment will be located on the roof, and will be
screened with walls from both the parking lot side and street.
2. Color and Materials - matching the same color qualities of the existing buildings, thus creating a
cohesive appearance throughout the site, has been important in considering the overall
character of the project site as well as of each building. The well composed mixture of stone to
stucco, with a secondary stucco color combined with clear stained cedar siding creates an
overall highly attractive building with variations in textures, colors and materials - similar (and
even improved) to other attractive buildings in the Meridian area.
3. Site Plan and Building Layout:
a. Building Location - already pre -established, but you will note that the pad sites do take
"turns" from being along the street front to being along the rear property line (which was a
result of the previous Design Review process for the original site and pad layout)
b. Parking areas - same note as above.
c. Access - the main access is currently west of the property on and the other access is east
of the property. Both are in place and currently used for the existing businesses as
previously approved.
d. Street Layout and Internal Circulation - existing as approved via previous Design Review
process.
e. Pedestrian Walkways and Facilities - concrete sidewalks will be added along all parking
lot curbs, allowing for one to walk around the public access portions of the buildings with
ease. Pads are provided at all egress doors, which will typically not be used for everyday
access.
Cohesive Design -
Each of the buildings are similar in finishes, style and scale to existing buildings within the
subdivision/neighborhood. Connectivity is present through unified use of existing drives and walkways
throughout the area. Additionally, landscaping completed with original permits and site work ties
together spaces leaving only the need for buildings and people to complete the community feel. Our
project building(s) relate well to the overall character and intent, while still allowing for some noticeable
differences between each structure. It is our goal to make this one of the premier places for businesses
to locate, as our great city continues to expand in all directions.
