HomeMy WebLinkAboutTask Order No. 10432 with Civil Survey Consultants for ACHD Ustick Road and Meridian Road Utility ImprovementsTASK ORDER NO. 10432 Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MERIDIAN (OWNER) AND CIVIL SURVEY CONSULTANTS (ENGINEER) This Task Order is made this _V- day of July, 2013 and entered into by and between the City of Meridian, a municipal corporation organized under the laws of the State of Idaho, hereinafter referred to as "City", and accepted by CIVIL SURVEY CONSULTANTS hereinafter referred to as "Engineer" pursuant to the mutual promises, covenant and conditions contained in the Master Agreement (1 B) between the above mentioned parties dated April 13, 2010. The Project Name for this Task Order 10432 is as follows: CITY OF MERIDIAN ACHD USTICK ROAD AND MERIDIAN ROAD UTILITY IMPROVEMENTS PROJECT UNDERSTANDING Per the City's request, the Engineer will provide professional engineering services related to the design of new and relocated potable water and sanitary sewer improvements to be constructed in conjunction with Ada County Highway District (ACRD) Project No. 313039. SCOPE OF WORK Task 1 –Administration 1.1 Set up the contract and submit written communication through the City's project management software (e -Builder). This includes but is not limited to the following: • Reports • Drawings • Requests for information • Request for action by City • General Project Documentation & Communication • Pay Invoices TASK ORDER 10432 — Ustick Road and Meridian Road Page 1 of 5 Civil Survey consultants Task 2 — Design Surveying 2.1 Field Surveying Field work associated with topograghic surrey of existing sewer main in Tupiza Way at Ustick Road. Field work associated with topographic survey of existing gravity flush line in Ustick Road to establish existing pipe inverts. Field work associated with marking existing water main pothole locations. 2.2 Survey Drafting Office work associated with drafting the topograghic survey of existing sewer main in Tupiza Way and gravity flush line in Ustick Road. Office work associated with drafting results from potholing of existing water main. Task 3 — Design Improvements 3.1 Water System Improvements: • Adjust approximately twenty-nine existing valve boxes to grade. • Adjust water main at approximately twenty-two locations where conflicts exist with new storm drain or irrigation pipes. Existing water main to be potholed at all new crossing locations identified on current ACHD plans. Pothole locations and depths to be identified on plans. • Design two new fire hydrants. • Relocate two existing fire hydrants. • Relocate six existing water meters. • Design water service to 275 and 315 E. Ustick Road if requested by property owner. • Lower approximately 250 LF of water main in Ustick Road directly east of Meridian Road as needed to provide a minimum of 4' of cover. Existing water main to be potholed at two locations to determine existing depth of water main. Pothole locations and depths to be identified on plans. • Relocate approximately 150 LF of water main at the intersection of Ustick Road and Meridian Road. Existing water main is located under new signal pole at the northeast corner of the intersection. 3.2 Sewer System Improvements Design approximately 250 LF of 8" sewer main in Ustick Road. Sewer main will connect to existing main in Tupiza Way (where a manhole will be added) and extend west fronting 275 and 315 E. Ustick Road. Design sewer service to 275 and 315 E. Ustick Road if requested by property owner. TASK ORDER 10432 — Ustick Road and Meridian Road Page 2 of 5 Civil Survey Consultants 3.3 Property Owner Coordination Engineer will send a letter to the property owners of 275 and 315 E. Ustick Road to advise them of the project. The letter will advise them that the City will install service stubs to their property at their request and that the property owner will be responsible for reimbursing the city the cost to install the stubs. A copy of the letter will be provided to the City for review and approval prior to sending it to the property owner. Engineer will respond to letters or phone calls from property owners. Task 4 — Construction Document Preparation and Review 4.1 Develop plans, specifications, cost estimate and bid schedule that meet current design standards and standard specifications of the City and ISPWC. Technical Specifications will conform to the formatting of the ISPWC. 4.2 Submit five (5) full size physical copies of plans, two (2) physical copies of specifications and one (1) electronic Word document of specifications to City Engineering for departmental review and comment. Engineer will revise plans as necessary and resubmit. 4.3 Submit three (3) full size physical copies of revised plans and specifications to City Engineering for Development Services and Environmental review. Engineer to revise plans as necessary and resubmit. 4.4 Submit one (1) full size physical copies of plans and special provisions to ACHD for review. 4.5 Submit four (4) full size physical copies of plans and specifications to City Engineering for OLPE review and approval. Engineer will revise plans as necessary and resubmit. 4.6 Submit one (1) fully approved set of plans and special provisions to City Engineering Department. ASSUMPTIONS 1. It will be the City's responsibility to negotiate and execute the Joint Effort Agreement for construction with ACHD. Plans will be prepared once the City has provided our office with AutoCAD electronic files of the final design submittal to ACHD. The City will obtain permission from ACHD to use the electronic files for utility design purposes. 2. All improvements will be designed based off topographic survey information provided by ACHD. The City will provide the Engineer with property owner mailing information necessary to send project notification letters. 4. It is anticipated that all improvements will be installed with the public right-of-way and this scope of services does not include preparing or obtaining easements. 5. The City will assist the Engineer with obtaining special provision numbers from ACHD. 6. An Erosion and Sediment Control Plan (ESCP) will not be prepared. The City will coordinate with ACHD to have all work covered under ACHD ESCP and SWPPP. TIME OF COMPLETION and COMPENSATION SCHEDULE Engineering services will be completed as needed to construct improvements in conjunction with Ada County Highway District (ACHD) Project No. 313039. The preparation of the City of Meridian's plans are dependent on the completion of the ACHD plans and the schedule below is an anticipated schedule and may vary based on changes to the ACHD project schedule. The schedule below is based on a Notice to Proceed (NTP) from the City by August 2013. This results in preliminary construction plans being submitted for review by October 2013 and Final Construction plans completed by January 2014. A NTP issued on a different date will change the schedule accordingly. No compensation will be paid over the Not -to -Exceed amount without prior written approval by the City in the form of a Change Order. The hourly rates for services and direct expenses are per the Master Agreement (by this reference made a part hereof) and will be the basis for any additions and/or deletions in services rendered.
