This Task Order is made this et day of r, 2&1�2 and entered into by and between
the City of Meridian, a municipal corporation organized under the laws of the State of Idaho,
hereinafter referred to as "City", and accepted by (CH2M HILL ENGINEERS, INC), hereinafter
referred to as "Engineer" pursuant to the mutual promises, covenant and conditions contained
in the Master Agreement (Category 7a) between the above mentioned parties dated
September 18, 2012. The Project Name for this Task Order 10158g is as follows:

PROJECT UNDERSTANDING
Construction of the new chemical building at Meridian's Wastewater Treatment Plant is nearing
completion. Control system software services, including programming and field testing, are
required to provide automated monitoring and control functions for the polymer, PAX, and
chlorine pumping systems. Due to the facility construction is nearly complete, the project
schedule for this work is aggressive.
SCOPE OF WORK
CH2M HILL shall perform the following tasks in support of the Wastewater Treatment Plant
Chemical Building Control System Software Services Task Order.
Task 1 — Chemical Building Control System Software
ENGINEER shall provide the following services:
• Planning — Develop written loop descriptions to define the new automated monitoring and
control features to be provided for the project. Includes one telephone coordination meeting
with City staff to identify the desired monitoring and control features, development of draft
loop descriptions for review by City staff, and incorporation of City review comments into
the final loop descriptions to be used for programming.

• Programming — Provide PLC, HMI, and OIT programming for the automated monitoring and
control functions defined in the final loop descriptions. Add new analog tags to the plant's
existing historian, and add critical alarms to the plant's existing WIN -911 alarm dialer
software.
• Site Testing — Provide up to 56 hours of onsite acceptance testing services to confirm that
the new automated monitoring and control functions operate as outlined in the written loop
descriptions. Testing includes a repeat of the installation contractors un -witnessed
Operational Readiness Test (ORT) to confirm that the process components, field
instruments, and wiring systems are complete and accurate
• Training — Provide one onsite training session (up to 2 hours) to instruct operators how to
use the new system graphics for automated monitoring and control.
• Final Documentation — Provide final printed copies of the written loop descriptions and
software functional test documentation. Provide electronic copies of the final PLC and HMI
applications on CD or DVD.
Deliverables
One digital file of the draft loop descriptions for City review
One hardcopy of the following:
o Final written loop descriptions
o Final software test documentation
On CD or DVD with electronic copies of the following files:
o Final chemical building PLC program
o Final chemical building Panelview application
o Final WWTP Wonderware application
o Final WWTP WIN -911 application
Assumptions
The Not -To -Exceed amount to complete all work listed in this Task Order includes any rate
increases throughout the duration of the Task Order.
The Not -To -Exceed amount for this Task Order is based on the following maximum 1/0
counts shown in the Chemical Feed Design Project drawings developed by others:
0 8 DO (dwg E-4.1)
0 3 DI (dwgs E-4.2 and E-4.3)
0 2 Al (dwg E-4.4)
0 8 AO (dwg E-4.5)
0 1 DI for heat trace power failure alarm (added per 11/7/12 telephone conversation
with City's PM)
The scope of work is limited to control system software planning, programming, site testing,
training, and final documentation services as described in this document. Other
engineering services during construction, including submittal review and inspection, are not
required because the facility construction is nearly complete and those services have been
provided by others.

• The effort related to HMI/OIT programming and testing includes new graphics and tags for
the plant's existing Wonderware system and for the new Panelview 1000 terminal mounted
in the chemical building's control panel face.
• Where practical, the CompactLogix PLC programming effort shall use the same add-on
instructions used by CH2M HILL in the blower building ControlLogix PLC to maintain
consistency as much as possible.
• The WWTP Wonderware system shall be upgraded to System Platform 2012 prior to
CH2M HILL's onsite testing effort. In order to avaid a stranded investment in intouch
graphics, the new Wonderware graphics shall be developed using System Platform objects
based on a recommendation in the City's nearly -complete SCADA master plan, curently
being executed by Brown and Caldwell. CH2M HILL shall use graphical objects recently
developed for other CH2M HILL projects.
• The new Panelview graphics shall be developed based on a CH2M HILL standard for level
of detail and quality because the City does not have existing Panelview standards or an
application they feel should be used as a model. The new Panelview graphics shall
provide local operator interface for adjusting chemical pump automatic dosing setpoints
and monitoring chemical building inputs.
• The scope of work related to the plant's existing Wonderware application is based on the
following:
o Addition of one new chemical system overview graphic
o Addition of three new process graphics (one for each chemical system)
o Addition of three new pump control graphics (one for each chemical system's
pumps)
o New graphics shall not be required for the chemical building PLC's discrete alarm
inputs. Those alarms shall be configured for display on the system's existing alarm
history and summary log graphics.
o An interface shall be provided to allow operators to disable each of the new system
alarms
o Each new analog input shall be configured to log data for access in the plant's
existing Wonderware Intouch historical trend tool
• The scope of work related to the building's new Panelview application is based on the
following:
o Addition of one new chemical system overview graphic
o Addition of three new process graphics (one for each chemical system)
o Addition of three new pump control graphics (one for each chemical system's
pumps)
o New graphics will not be required for the chemical building PLC's discrete alarm
inputs.
o An interface shall be provided to allow operators to disable each of the new system
alarms
o A historical trend will not be provided
• The scope of work does not include development of new automated reports. Additional
scope for development of new automated reports can be negotiated and incorporated into
this task order, through a Change Order if desired by the City.
• The scope of work includes addition of up to 10 new tags to the plant's existing historian.

• The scope of work includes addition of up to 10 new critical alarms to the plant's existing
WIN -911 alarm dialer.
• Configuration of network components, including network switches, media converters, and
firewalls is not required. CH2M HILL assumes this configuration has been done by others
as part of the construction effort.
• The panel fabricator successfully completed a panel factory test prior to shipment to
confirm that the panel components are in good working order and the panel wiring is
accurate.
• CH2M HILL will not be required for onsite testing until the following activities are complete:
o The accuracy of all 1/0 wiring in the new PLC panel has been confirmed between the
panel terminals and the PLC's 1/0 modules
o All field instruments are installed, powered, configured, and calibrated
o Mechanical system installation and startup is complete (equipment is installed and
lubricated, phase rotation has been checked, supplier's startup has been completed,
and manufacturers certificate of proper installation has been issued, where
applicable).
o All electrical systems and final connections are complete (all conduit/wiring is
installed and all conductors are terminated)
o The installation contractor has performed an "Operational Readiness Test" (ORT
Part 1) to confirm that all components and systems are ready for software testing.
This includes confirmation of equipment operation, calibration checks for all field
instrumentation, and point-to-point wiring checks for each and every PLC 1/0 point
between the final field device's terminals and the PLC 1/0 module's terminals.
• The installation contractor shall provide assistance for CH2M HILL's software testing effort
by repeating the Operational Readiness Test (ORT Part 2) to allow CH2M HILL to confirm
the system installation, the software addressing, and the software analog 1/0 scaling in
preparation for software functional testing.
• The City shall provide staff to assist CH2M HILL with software functional testing, which
shall be executed after ORT Part 2 is complete.
• Software functional testing shall require separate efforts for confirmation of the Panelview
and Wonderware system functions.
• O&M training for field instruments, networks, and control system hardware shall be
provided by the installation contractor. CH2M HILL has not included effort for this activity.
• As -built control panel drawings shall be provided by the City's panel fabricator. CH2M HILL
has not included labor for as -built updates to the control panel drawings.
Outside Services — Critigen: CH2M HILL shall use Critigen staff (subcontractor) to assist with
software database setup and configuration. Critigen labor shall be billed as an expense on the
invoices.
TIME OF COMPLETION and COMPENSATION SCHEDULE
The following schedule is based on a Notice to Proceed (NTP) from the City by December
2012 and resulting in Final Design being completed by February 2013. A NTP issued on a

different date will change the schedule accordingly. The following durations are from notice -to -
proceed:
• 1 month for programming
• 1 month after the installation contractor has completed ORT Part 1 to complete
ORT Part 2 and software functional testing.
COMPENSATION
The following table summarizes the estimated fee associated with this Task Order based on the work
plan presented herein.

CH2 anticipates incurring expenses for a maximum of two trips to Meridian which shall include
2 flights, airport parking for 8 days, rental car for 8 days, fuel for rental car, 8 hotel nights,
meals for 8 days, and $200 allowance for incidentals required to perform the work. Flights
must be booked a minimum 14 days in advance to ensure a reasonable rate and hotel and
meal expenses may not exceed the City of Meridian Travel Policy allowances.
The Not -To -Exceed amount to complete all services listed above for this Task Order No.
10158g is thirty four thousand dollars ($34,000.00). Services shall be billed at an hourly rate
per the existing Master Agreement up to the Not -To -Exceed amount. No additional services
shall be completed nor compensation be paid over the Not -to -Exceed amount without prior
written approval by the City in the form of a Change Order. The hourly rates for services and
direct expenses are per the Master Agreement (by this reference made a part hereof) and will
be the basis for any additions and/or deletions in services rendered. Travel and meals are
excluded from this Task Order unless explicitly listed in the Scope of Services AND Payment
Schedule.
