Broadway Ave. Meridian, ID 83642 Re, RZ-14-004, CUP -14-007 & ALT -14-006 — Citadel II Self Service Storage Facility Dear Mr. Parsons, We are in receipt of -the Staff Report for this above referenced project. We are general agreement with the conditions of approval with the following exceptions. Condition B in Section 1.2 — Site Specific Item 1.2.2: We do not concur with the requirement that requires the applicant to coordinate and provide written documentation from the Sutherlands Farms HOA on the modifications to the common lot. This is a private property issue. These items are encroaching on our property and will be modified as required to meet the needs of the applicant. Condition B in Section 1.2 — Site Specific Item 1.2.3: The applicant will comply with the requirement by adhering to the 25' wide landscape buffer adjacent to Eagle Road. The requirement will be met by a license agreement between applicate and Ada County Highway District through a license agreement showing 5' wide buffer is from Right of Way and 20' buffer is from common lot. Condition B in Section 1.2 — Site Specific Item 1.2.5: Elevation Revisions - a) We do not concur. with the requirement that requires the applicant to add Hardi-plank panel to building L. Currently Hardie panel is centered in Section of building L. We believe this would create an awkward look to come from CMU wall onto Hardi; then onto metal. Applicant requests no change be required to this section„ b) West Elevation — We do not concur with the requirement that requires the applicant to change the overall look of the wall. The West CMU walls are to be split face block that provide a texture element. The design is to keep them simple so they appear to be stone. Adding stripes of a different block color highlights the fact it is CMU. The CMU is meant to be accent walls and we feel the Chinden Blvd location looks very clean and timeless. The overall design is to blend with the surrounding area and keep the sophisticated element the area currently provides. c) We do not concur with the requirement that requires the applicant to.construct a solid material gate. For security purposes, the open construction will keep possible vandalism away. With all interior buildings constructed of solid materials, no open element will compromise the overali look of the property. The overall purpose of the open concept is for tenant use also. When driving up to the gate whether from the exterior or interior of the property, the open concept keeps vehicles from colliding. A closed concept would hinder the ability to see an oncoming vehicle. Overall: Citadel II Storage will be constructed similar to its previous project on Chinden Blvd that was built in 2013. It is very important to the Citadel Storage brand that the architecture and "clean" look be maintained to welcome users to a matching facility and identities. The architectural style of the Citadel Storage brand is clean and does not use the fake / cutesy architecture that does not provide a great presence on Eagle Road. We have redesigned the office to have more angles and enhanced its architectural appearance as it is the main focal point from Eagle Road. Please see the attached photographs of the Citadel Storage on Chinden Blvd. that has set the bar for the architectural design of these self -storage facilities in Meridian. Condition B in Section 1.2 - Site Specific Item 1.2.19: We do not concur with the requirement that requires the applicant to work with ACHD to establish a pedestrian crossing at Eagle Road. The City has established the regional pathway and ACHD is responsible for Eagle Road; the applicant cannot be required to make such a request for improvements that belong in the future ACHD improvement projects budget. This issue needs to be the responsibility of the professional" pathway planning people. Condition D in Section 3 - Site Specific Item #2: The applicant is requesting that the parking stall requirement be reviewed for change from 5 parking stalls to 4 parking stalls on this project. The project site does not utilize this area to maximum use due to the low volume of traffic. To summarize: The applicant is requesting the following items to be reconsidered for approval as stated in our rebuttal: - Modification to common lot - Private property item not HOA - Landscape buffer along Eagle Road - License Agreement to be completed - Architectural changes do not meet overall project continuity - Keep as designed. - Pedestrian Crossing on Eagle Road - To be completed by others - Parking Stalls - Reduce from 5 stalls to 4 stalls Thank you for the time to read this document and understand our architectural requirements to continue bringing another great Citadel Storage facility to Meridian, Idaho. Please make sure that this modification makes its way into the staff report or the packet for the Commission as well as the Mayor and City Council.
