This Task order is entered into by and between City of MERIDIAN (OWNER) and CH2M HILL, Inc. (ENGINEER). A. OWNER and ENGINEER entered into a Master Agreement (AGREEMENT) for Professional Services, dated January _, 2007. B. Article Iof the AGREEMENT provides that the AGREEMENT may be amended by written task order to the AGREEMENT as agreed to by OWNER and ENGINEER. C. By: �` t Name ?�� e E l� l/" 0 cs r Attachment A Scope of Work For Plant Optimization Desktop Analysis City of Meridian INTRODUCTION This scope of work is the first in a series of tasks that will constitute a plant optimization study for the City of Meridian Ustick Wastewater Treatment Plant (UWWTP). The first task order includes coordination with regulatory agencies and a desktop analysis that evaluates existing unit process plant capacities. We anticipate completion of this task in mid-February. The second plant optimization task order scope will depend on the results of the first task order but will include at a minimum include model calibration, review and development of costs for Chemically Enhanced Primary Treatment and Bioaugmentation, updated flow growth estimates, recommendations for capital projects for fiscal year 2008, for the next five fiscal years, a recommendation for plant expansion if needed, and a schedule for recommended improvements. We anticipate this task order to be completed by the end of March. The third task will conduct field testing, review of field test results, and review of the step feed and other treatment processes. We anticipate this to be done by the end of May. SCOPE OF WORK Task 1 Agency Coordination CH2M HILL will participate in three meetings with IDEQ to discuss the concept of plant optimization and the ability of this effort to rerate plant capacity. We anticipate these meetings to occur at the IDEQ offices. Task 2 Desktop Analysis The desktop analysis provides important insights into both the constraints and optimization opportunities available within the UWWTP. Subtask 2.1 Gather Data The Engineer will gather information from the UWWTP to develop process design criteria including: Page 1 of 4 • Influent flows and wastewater characteristics • Unit Process number and sizing • Unit Process performance • Process Control Strategies • Process piping sizing and configuration • Equipment Redundancy • Historical plant operating experience and procedures Subtask 2.2 — Pro2D Modeling CI -12M HILL uses a proprietary process modeling tool called Pro02D (Professional Process Design). This model has already been started and will be refined under this task based on the data that has been gathered. This model allows us to predict optimum operating conditions, based on multiple scenarios that can be investigated at the desktop level. The desktop optimization is completed in an iterative approach by first adjusting operation to the optimum condition and monitor plant effluent and internal profiles; second, confirm model calibration; third, investigate other optimum conditions such as simulation of seasonal affects for different operating objectives; and fourth, adjust plant operations and repeat the third step. Subtask 2.3 Hydraulic Evaluation Process modeling has already identified potential additional capacity in process tankage. An hydraulic model will be developed to simulate increased flows through the plant to identify hydraulic bottlenecks. Once identified, these bottlenecks can be corrected so the plant can achieve its full process capacity rating. CH2M HILL will use the WMydro hydraulic modeling tool to evaluate hydraulic bottlenecks. Subtask 2.4 Peak Load Analysis Influent data will be reviewed with a risk analysis simulation tool to determine the probability of peak flows corresponding to peak loads. Probabilities of peak loads and flows corresponding at the same time are typically low providing opportunity to reduce design criteria to a more reasonable level and increase plant capacity. Subtask 2.5 Technical Memorandum A technical report summarizing the desktop evaluation will be prepared and recommendations of existing plant capacity increases will be provided. Recommendations for further field testing will be included. CH2MHILL will submit six copies of the draft technical memorandum to the City and conduct one review meeting with City personnel. Review comments will be incorporated and two copies will be submitted to IDEQ Boise Regional Office for review and approval. Page 2 of 4 � y - Task 3 - Project Management and Quality Assurance/Quality Control CH2MHILL will be responsible for planning, managing, and executing the work in accordance with the schedule, budget, and established quality expectations. The project management tasks include the following work activities: • Coordinate between tasks and team members. Document meeting decisions and action items, assign activities to team members, and follow up to ensure timely resolution. • Monitor project progress, including work completed, work remaining, budget expended, schedule, estimated cost of work remaining, and estimated cost at completion. • Monitor project activities for potential changes, anticipate changes when possible, and with City approval, modify project tasks, task budgets, and approach. • Manage the quality control review of work activities and project deliverables. • Prepare and submit a monthly invoice. ASSUMPTIONS The following assumptions are associated with this project: L City is allocated ten working days to review all draft deliverables. 2. City provides plant information such as influent flow rates and wastewater characteristics. 3. Some special sampling may be required to fill in data gaps. CH2M HILL will provide the plans for sampling and analysis by the City of Meridian. FEE ARRANGEMENT As consideration for providing the services enumerated under the Statement of Work, the CITY shall pay CH2MHILL the amount shown in the table below in accordance with the AGREEMENT. The fee shall be based on time and materials, not to exceed the total cost. The cost for performing the Scope of Work shall not exceed this amount without a formal amendment to this task order that increases the Scope of Work. SCOPE OF WORK Task 1 Model Calibration This task provides for calibration of the hydraulic model using field water level measurements to be done in one day. Task 2 Development of Costs for CEPT and Bioaugmentation CEPT and bioaugmentation are considered leading candidates for plant optimization. Based on the Pro2D results, initial sizing of new CEPT and bioaugmentation treatment facilities will be performed to support conceptual level construction cost estimates. Task 3 Update Flow Growth Estimates Using recent flow data, existing COMPASS and previous master plan estimates will be updated so that anticipated future flows can be matched with plant optimization and plant capacity rerating work to support facility planning and near term budgeting. Page 1 of 3 Task 4 Recommendations for Capital Improvement Projects Based on the results of tasks 1-3, and the parallel filtration study, recommended capital improvements plan will be developed for fiscal year 2008 budgeting, and conceptually, for the next five years. Ferric Chloride would be fed into the influent junction box upstream of the influent screens by flow -paced, metering pumps housed in a small storage shed. Secondary containment pallets will be provided under the pumps. Dosage rates would be determined by jar testing. A top entry mixer or mixing pump will be provided in the influent junction box to flash mix the solution. The chemical will be stored in a 5,000 gallon insulated, double -walled, cross-linked polyethylene tank on a concrete pad. The project will be constructed as a change order to an existing construction contract. Deliverables will be a change order package and not public bid documents. Scope of Work CH2M HILL will perform the tasks for design of the Ferric Chloride feed facilities as outlined below. Task 1—Project Management Project management includes project scoping, staff management, task coordination, monitoring project progress, preparing invoices, and ensuring project quality control.. Task 2—Preliminary Design CH2M HILL will perform jar testing on-site to determine the optimum chemical dosage. A five paddle stirrer will be rented locally for one day and jar testing will occur in the City's laboratory. A brief engineering report will be submitted to IDEQ which includes the results of the jar testing, a discussion of the effects on the biosolids system such as additional phosphorus loading and biosolids generationin. Task 3—Design 3.1 Equipment Sizing and Selection The flash mixing equipment and chemical feed pumps will be sized and selected based on the results of the jar testing. 3.2 Prepare Plans and Specifications Plans will be produced to allow the Contractor to price the work. Equipment specifications will be noted on the drawings. The following is the anticipated list of drawings: • Site Plan/Yard Piping • Section and Details • Structural Notes, and Details • Electrical Schedules & Diagrams 3.3 Project Review Meetings Four copies of 90% complete project documents will be provided for City review and comment. City Comments will be incorporated into the final documents. 3.4 Cost Estimates Updated cost estimates will be provided with the drawing submittal Attachment B Compensation Level of Effort The task level of effort estimates are summarized in the following table. CH2M HILL has developed this level of effort estimate based on the work plan presented herein and assumptions stated previously. The fees will be billed as time and material, and will not exceed the total amount below without prior approval by the City. In addition, the centrate drain bypass is not working properly and needs redesign for it to properly drain. Scope of Work CH2M HILL will perform the three tasks as outlined below. SCADA programming is not part of this contract. Task 1 Prepare the CEPT Chemical Feed Technical Memorandum The technical memorandum will recap the ferric chloride test results. Two chemical feed options will be analyzed: • Use Aluminum Sulfate (alum) for CEPT, with Ferric Chloride for H2S control in the digesters • Use Aluminum Sulfate for CEPT, with Ferric Chloride for H2S control in the digesters, and a nominal dosage of Ferric Chloride in the headworks for H2S control Both options will jointly use alum for filter coagulation. The advantages and disadvantages of each option will be discussed. These include: • Costs, capital and Operations and Maintenance (O&M), • ability to control odors, • safety of handling and storage, • ability to remove phosphorus and control struvite. Recommendations will be made regarding pilot testing requirements, chemical dosage points, and benefits expected from each chemical feed option. Once reviewed and approved by the City, this memorandum should be submitted to IDEQ for approval. Task 2 Centrate Drain Revisions CH2M HILL will verify field elevations of the existing centrate drain and bypass system, and a hydraulic profile will be developed. A determination will be made if the drain system can be drained by gravity, or if a pumped system is required. Improvements will be designed, and the design will consist of 1 to 2 sheets in order to obtain a quote from a contractor on site. Task 3—Project Management Project management will consist of: • Supervising project staff, • holding consultant staff coordination meetings as required, • documenting meeting decisions and action items, • assigning activities to team members, • monitoring project progress, including work completed, work remaining, budget expended, schedule, estimated cost of work remaining, and estimated cost at completion, • monitoring project activities for potential changes, anticipating changes when possible, and with Owner approval, modifying project tasks, budgets, and approach, • preparing and submitting a monthly billing with backup documentation, • performing project quality control reviews of deliverables on this project. Attachment B Compensation Level of Effort The task level of effort estimates are summarized in the following table. CH2M HILL has developed this level of effort estimate based on the work plan presented herein and assumptions stated previously. The fees will be billed as time and material, and will not exceed the total amount below without prior approval by the City.
