Citadel II Self Storage — Narrative
SUMMARY OF APPLICATIONS
Citadel Self Storage is 4.80 acres (+/-) and is located at approximately 2590 S. Eagle Road, Meridian, ID
83642, which is on the East side of S. Eagle Road and North of E. Easy Jet Drive. The Applicant is
requesting the following approvals for Citadel II Self Storage:
• Annexation/ Zoning (From RUT to C -C)
• Conditional Use Permit (Operation of Self Storage in a C -C Zone)
• Alternative Compliance (Parking)
Citadel II Self Storage will include approximately 73,775 s.f. of enclosed self -storage and a 648 s.f. office.

Pre -Application Meeting & Neighborhood Meeting
A pre -application meeting was held with the Meridian City staff on 12/18/13. A neighborhood meeting
was held at Mary McPherson Elementary School, located at1050 E Amity Rd, Meridian, ID 83642 on
1/30/14, at 6:30 p.m. There were approximately seven people in attendance at the meeting. In
addition, door to door communication was made by the developer to the homeowners along the east
boundary of the property.

ANNEXATION /ZONING
The property is currently zoned R-4. Citadel II Self Storage proposes annexation into Meridian City with
a zone of "C -C." The Meridian City Comprehensive Plan designates this area as "Mixed Community (MU -
C)" on the Future Land Use Map. In the City of Meridian's Comprehensive Plan and Future Land Use
Designations, the following zones are designated as appropriate: "TN -R, TN -C, C -C, L -O, R-15 and R-40."
Uses appropriate for Mixed Use Community include: "Personal and professional offices, schools, parks,
residential above retail or office, higher density residential dwellings, community grocer, clothing stores,
garden centers, hardware stores, restaurants, banks, drive-thru facilities, auto service station, retail
shops, and other appropriate community -serving uses."
A "C -C" zone for Citadel II Self Storage is an appropriate zone that is compatible with adjoining uses.
Further, the proposed use will provide a needed community -service.
CONDITIONAL USE PERMIT
Citadel II Self Storage is requesting a conditional use for a "Storage Facility —Self Storage." Under the
proposed "C -C" zone, a conditional use permit is required. The specific use standards as found in
Meridian City UDC Section 11-4-3-34 "Storage Facility, Self -Service" will apply to the project. Citadel I
Self Storage will have the following characteristics:
• Enclosed Storage Square Feet: 73,775 s.f.
• Office: 648 s.f.
Units will vary in size from 6'x 5' up to 14' x 22'. There will not be any open / covered parking for
recreational vehicles; thus, all onsite storage will be enclosed.

More specifically, the following setbacks / landscape buffers are proposed:
• S. Eagle Road: 25' landscape buffer (as measured from the back of Sidewalk)
• North Boundary: 50' (per plan)

In Citadel's previous project approval (Chinden and Saguaro Hills) the setbacks to residential where also
allowed at 10 feet. This condition on the first project was the exact same scenario with single level
residential homes backing up to the boundary. It was discussed in the pre -application meetings that a
10 foot setback to the residential would be viewed positively with a signoff from most of the adjacent
neighbors. In Exhibit #11 you will see the 10 foot setback acceptance letters from the homeowners with

a condition that the applicant provides two trees per adjacent house. Below are photos of the existing
Citadel Storage Project showing the 10 feet setback and building height as currently finished.

Citadel II Self Storage will construct masonry wall popout sections along S, Eagle Road (approximately
10' in height and up to 12' with the upper parapet). The balance of the project will be enclosed by the
metal walls of the buildings (approximately 8'-9' in height) just as build last year in Citadel's project on
Chinden.

Access into Citadel II Self Storage will be from S. Eagle Road. An emergency -only access is proposed
through the existing cross access easement that existing with the commercial business park at the
southwest corner of the project. All vehicles or customers will enter by way of a key -code activated
gate. An office will be located at the entrance, and will be open during daytime hours. Proposed daily
hours of operation are:
• Office: 8 a.m. to 6 p.m. (everyday)
• Self -Storage: 6 a.m. to 11 p.m. (everyday)
The elevation along Eagle Road is enhanced with masonry walls to provide a pleasing aesthetics view as
seen from Eagle Road and the North Elevation. The masonry walls coupled with the metal siding are
designed to be a lifetime product assuring the quality of materials along Eagle Road. The masonry walls
are being proposed in lieu of a manufactured siding material. With our proposed elevations, we are
exceeding the previous Citadel 1 Self Storage masonry vs. metal siding ratio that was approved at 42%.
If we have to go to with a lesser percentage of metal siding we will have to look at the option of deleting
the masonry block and going with a painted siding material. Our intent is to construct this project in an
identical manner to the Citadel 1 Self Storage that was constructed on Chinden in 2013.
ALTERNATIVE COMPLIANCE
A request for alternative compliance is needed to address on-site parking requirements (UDC 11-3C-6).
The City typically requires one parking space per 500 square feet of gross floor area. Citadel II Self
Storage has approximately 73,775 s.f. of storage space and a 648 s.f. office. If applied, this would
require 147 parking spaces for the self -storage units.. Citadel Self Storage is requesting that only parking
be required for the 648 s.f. office, which would require two (2) parking spaces. Citadel II Self Storage
proposes four (4) parking spaces to be located adjacent to the office. We are very comfortable in
requesting this as the operation of Citadel Storage on Chinden has proven that the 4 parking spaces are
sufficient.
