Broadway Ave. Meridian, ID 83642 Re: Castle Creek Subdivision Project Narrative To Whom It May Concern: This letter is to inform the City of Meridian's Planning and Zoning Department that Dave Yorgason with Tall Timber Consulting, LLC is an agent acting on behalf of Norwest Ventures, LLC that is requesting annexation and a preliminary plat approval for the Castle Creek Subdivision. The following is a narrative to accompany the applications for this subdivision. The site is approximately 6.5 acres and is located on the north side of Amity Road between Eagle Road and Locust Grove Road. The property is currently zoned RUT (Rural Urban Transition). We are requesting annexation of the property into the City of Meridian and with an R-8 zone (medium density residential). We are proposing to construct nineteen (19) residential lots, and five (5) common lots. The site west of this proposed development is currently has an agricultural use. North and east of this site is the Ten Mile Drain ditch. The Messina Meadows subdivision (zone R-8) is located on the north side of this this ditch, and a small parcel with an existing home site is located just east of the ditch and fronts along Amity Road. The site for this proposed development and all surrounding parcels are currently identified as Low Density Residential on the Comprehensive Plan. The requested R-8 zone allows for some smaller lots that are similar to some sections of Messina Meadows. The requested density for this site is similar to the density of the other existing developments approved in this area. Castle Creek Subdivision has over 28 percent of qualified open space (including only half of frontage along Amity). The primary sources for this open space include: the large amount of frontage on Amity, the even larger area consumed for the Ten Mile Drain and area required for Nampa -Meridian Irrigation District, storm water retention, and an easement for the sewer trunk line that runs through this site. Pagel of 4 As this site has over 28 percent qualified open space, the amount of open space over and above the required minimum ten percent will be the amenity for this site (see Meridian Code Section 11 -3G -3C -f). The Castle Creek HOA will have the responsibility to maintain the five (5) common lots within the subdivision, including the common driveway, the common lot that will be used for storm drainage, and the landscape frontage along Amity Road and along the Ten Mile Drain. Included in this application are color renderings of sample single -level and two-story homes that are anticipated to be similar to homes that will be in Castle Creek. These renderings show the anticipated size and style of homes, including the details of the elevations. The colors of the homes are planned to be earth tone and each home will have stone and/or stucco accents and other details to enhance the front elevations. The plan is for each proposed lot to be served with utilities from the City of Meridian, irrigation from the Nampa -Meridian Irrigation District, and for the streets to be dedicated to the public, owned and maintained by the Ada County Highway District. All design standards in the application for the Castle Creek Subdivision are consistent with the City of Meridian's Uniform Development Code. For clarification, there are three home sites in the southwest corner of this subdivision that are designed to take access off of a common, or shared, driveway. The common driveway is contained within a common lot. No lots will take access from Amity Road. The current plan is to develop Castle Creek Subdivision in one phase. Site Challenges As is the case with many smaller development sites, this particular site has a few challenges that we are addressing. Some of these challenges are: 1) site configuration, including the Ten Mile drain, a large easement for Nampa -Meridian Irrigation District and access on Amity, and 2) the sewer trunk line. Site Configuration: As this site is small and irregularly shaped, configuring a street alignment with adequate lot sizes and depths has been challenging. Complicating the design is the Ten Mile Drain and the easement for Nampa -Meridian Irrigation District along this Drain. The existing easement is up to 100 feet from centerline of the canal. The irrigation district has stated they will not relinquish a portion of the easement, but they will allow some encroachment of back yards, landscaping and fences within a portion of the easement so long as there are no encroachments within about 15-18 feet from the top of the ditch bank. Page 2 of 4 Further complicating the site design is the requirement to have at least 660 feet spacing for the access road to the subdivision from other subdivision accesses. The recently approved Whitebark subdivision established one access point, so the access into Castle Creek needs to be where it is shown to meet the ACHD requirements. With these limitations, we have come up with the design as proposed. The design includes 3 lots that will take access from a common driveway. Due to the configuration of the site and these stated limitations, several lots are irregularly shaped. For clarification, we have provide a setback exhibit for these irregular shaped lots as to what the setbacks will be for each of these lots. Sewer Trunk Line: As the sewer trunk line that will serve several parcels in this area will be stubbed close to this site from Messina Meadows, we will connect to that line and run it through our development as proposed, with the end of the line being stubbed to our south western corner in Amity Road. It is our understanding that Messina Meadows No. 5 will include an easement from the sewer manhole near the Ten Mile drain to our property boundary sufficient to accommodate about 130 feet of sewer extension from Messina Meadows. After several discussions with the developer of Messina Meadows and the City, we have identified a solution to get the sewer trunk line to and through our site and to Amity Road. The alignment as shown has been reviewed and approved in concept by the City Public Works Department. We will also be requesting reimbursement of oversizing and/or overdigging costs associated with this sewer trunk line. Attached is a letter stating this formal request. Other Items: Additionally, some of the planning maps for this area show a request for a collector road along the western boundary of this site. After discussing with City staff, staff agrees that a collector road is not needed through this site. ACHD staff attended the first pre -application meeting and they concurred. The road stubbed from Messina Meadows 5 to the Ten Mile Drain is not a collector road, and the 19 lots in this development would not necessitate the collector road, either. As a part of this application, we are requesting a waiver to the maps that conceptually contemplate a collector road. Should the City or ACHD still desire a collector road in the future, one could be a part of the site west of our parcel when it is developed. Amity Road. Copies of the detailed descriptions along with a map of the site showing the GPS locations of the test holes. Imported fill soil is present in varying thickness over the eastern 3/4 of the property. That area was apparently a pasture that is visible on the imagery and has not been irrigated in at least a year. The fill is generally silt loam with 15 to 20% gravels, cobbles and hardpan fragments. The layer is thicker moving from east to west. At 1-13 it is only a skim about 1 to 2 inches thick and 9 inches thick at 2-13. Beneath the fill soil, the profiles at 1-13 and 2-13 were quite similar throughout. The upper 5 to 7 feet is silt loam and loam with clay contents ranging from 18 to 22 percent. Beneath the silt loam is very gravelly loamy sand that grades into very gravelly and cobbly sand (pit run) below about 7 to 10 feet. The sands and gravels extend to a depth of more than 12 feet. Test hole 3-13 located in the northeast corner of the parcel had a profile quite different from the other two. It has a sandy clay loam surface 16 inches thick over sand that extends to 54 inches over very gravelly sand to a depth of more than 12 feet. No imported fill was present in this part of the property. This test pit is closest to the Ten Mile Drain and the profile present here is likely of limited extent. 5740 N. APPLEBRooK WAY BOISE, IDAHO 83713 Castle Creek soils - page 2 Free water was observed in all profiles at depths of 77 inches below ground level at 3-13, 89 inches at 2-13 and 105 inches at 1-13. Pipes were placed in each pit prior to backfilling to allow for monitoring of groundwater levels. Wetness evidence and free water seem to be confined to the lower, coarse textured sand, gravel and cobbles. High groundwater levels should be near their peak at this time of the irrigation season. Even though irrigation has not occurred on this parcel for some time, crops are still being grown east and south of this property. Based on textures and clay contents present in the upper soil profile, I would estimate that R -values will be in the 10 to 15 range. Using the ML or CL -ML Unified classification the allowable bearing strength of these soils should be 1500 pounds per square foot as per the International Building Code table. I suspect that the pocket of sand present in the northwest corner of the property is unique to that area. If that material is a concern, I would suggest a few shallow test excavations to help define the extent of the sand.
