EXISTING USE
The parcel proposed for development consists of 7.21 acres of vacant land located in the NE
of the NW '/4 of Section 19, T3N, R1E, B.M., directly south of the intersection of SE 5a' Way
and Overland Road in Meridian. South East 5h Way runs north -south trough an ingress/egress
easement that allows access to residential neighborhoods to the south. Eightmile canal flows
through the eastern portion of the parcel in an irrigation easement controlled by Nampa Meridian
Irrigation District.
The Meridian Greens Units 1-3 are located to the west and south of the proposed
development. Hunts Bluff Subdivisions are located east of the proposed development. Caterpillar
Equipment is located north of Overland Road adjacent to the proposed development.
The current zoning for the parcel is R-4.
PROPOSED USE
A 20 lot (18 residential lots) Planned Development Residential (PDR) is proposed for this
parcel.. Technically, the proposed development complies with current R-4 zoning requirements
except for lot frontage which is proposed to be 60 foot minimum. The development is being
submitted as a Planned Development Residential due to the fact that street access to garages will
not be provided. Paved alleys with a minimum width of 24 feet will be constructed which provide
rear access to the homes. The alleys are proposed to be located within ingress/egress easements on
each lot. The net effect of these easements is that the resulting lot is equivalent to a 6000 square
foot lot with standard roadway access to their garage. Therefore,. realistically the lot size is
proposed at 6000 square foot minimum requiring the PDR.
Under the City of Meridian's zoning and development ordinance, lot sizes may be reduced in
exchange for creating a greater amount of open area. In order to maintain the desired entry to
Meridian Green along SE. 5h Way the developer is proposing to plat a 15 foot wide landscape
easement, and common area lots as shown on the preliminary plat. All easement area and common
area lots will be initially landscaped by the developer. Maintenance of the common area will be the
responsibility of the homeowners association. Maintenance of the easement area will be the
responsibility of each homeowner.

A PDR with a reduction in density is desirable for this subdivision for a number of reasons.
t f all, the developer has had several requests for building sites with a -single family detached
,J%wiling and minimal yards. Many homeowners want a home without a large yard that needs
maintained. By reducing lot sizes, the homeowners can still have the house they desire, but they
neat not worry about large lawns. A common area alleyway will provide access to each
homeowner's garage, which will be located in the rear of the lots. This concept eliminates the
F:►rakc and automobiles as the focal point for the house, thus enhancing the appearance of the
«cipliborhood.

Secondly, it is desirable to have an aesthetically pleasing entrance to this phase of the
%tcruii= Greens. The Meridian Greens Subdivisions are some of the nicer residential areas the
c -itv of Meridian has to offer. The main entrance to all phases of these subdivisions is along SE 5h
Way, and through the middle to Unit No. 4. By dedicating large amounts of open area along SE 5h
V,'ay, the owner can concentrate on extensive landscaping. This would benefit both the developer
and the city by increasing property values in all the lots of the development.
OPEN AREAS
Approximately 10 percent of this PDR is reserved for open area. These open areas consist
of both landscape lots and easements. The landscaping lots will be maintained and controlled by
the Homeowner's Association as set forth in the covenants of the subdivision. The landscape
Casements on the east and west sides of SE 5t' Way will be initially constructed by developer and
maintained by each property owner.
The landscape areas will be lined with a combination of deciduous and evergreen trees and
shrubs that will provide year around foliage. The existing mature trees lining the north end of the
development will be saved and incorporated into the landscaping plan. Sod will be placed in the
Andscape areas to help prevent erosion.

Common alleyways will provide access to homeowner's garages in the back of each lot
through an ingress/egress easement. Alleys shall be 24 feet wide and paved. They shall be
constructed to slope towards the homeowner's backyards in order to sheet flow storm water off of
the travel way. Each homeowner shall be responsible for the maintenance of the alleyways located
upon their property.
A fence will border the outside of the alley around the entire length. The existing six foot
cedar fence located on the south and west borders of the development will be maintained. A new
six foot cedar fence will be constructed along the north boundary. A new six foot wrought iron
fence will be constructed along the Eightmile Lateral. A six inch extruded curb will also be
constructed along the outside border of the alley to help ensure no runoff drains into Eightmile
Lateral.
EIGHTMILE LATERAL
The Eightmile Lateral runs across the easterly edge of this development in a 80 foot wide easement
to be granted to the Nampa Meridian Irrigation District. The maintenance road for the canal is
located on the east side of the canal. The proposed development will use a portion of the easement
area on the west side of the canal for construction of the sanitary sewer main to serve the homes on
the east side of S.E. 5h Way and for the access alley. The access alley will be sloped away from
the canal and will have a 6 -inch curb to prevent any run-off from the development from entering
the canal. A wrought iron fence similar to the existing fence on the east bank will be installed
along the canal bank to provide a safety barrier between the canal and homes.
There is currently a strip of land approximately 430 feet of unplatted land on which the Eightmile
Lateral is located south of this development. The developer is currently in the process of
quitclaiming this property to each adjoining property owner in Meridian Greens Unit No. 1
Subdivision. It
TRAFFIC IMPACT
This development will generate approximately 180 additional trips per day. SouthEast 5h
Way is classified as a residential collector street that serves the subdivisions to the south. The 180
trips/day increase caused by this development will not have a negative impact on the surrounding
area.
In accordance with the PDR guidelines, one additional parking space shall be provided for
every two residential units. Since this development has 18 residential lots, nine additional parking
spaces are required. A total of 12 additional parking places have been designed for visitor parking
to fulfill this requirement.
Also under the PDR guidelines, an RV parking/storage area shall be provided for in the
development. However, in order to maintain the aesthetic quality of this development, no RV
parking/storage areas will be constructed. Insteae., the covenants will require homeowners to park

consistent with the appearance of previous phases of the Meridian Greens Subdivision.

UTILITIES AND DRAINAGE
The developer plans to incorporate City water and sewer systems to serve this development.
The City has existing water and sewer lines running through an easement along SE 5h Way. The
existing sanitary sewer is deep enough to allow gravity sewer systems to serve all the lots. Both the
water and sewer systems will be expanded to serve the needs of this development.
An existing pressure irrigation system borders the boundary of this development. This
system can be tapped into and a looped system can be run through this proposed PDR to provide
irrigation water to every lot as well as the landscaped areas.
By following the natural fall of the land, the streets can be graded to a low spot near the
north end of the development on S.E. 5h Way. Drop inlets followed by a sediment box and
subsurface drainage trench will be installed to handle the 100 -year storm run-off. The underground
seepage bed will be installed in public right-of-way or possibly on the common area lot. High
seasonal groundwater was monitored in the fall of this year. The maximum ground water elevation
was observed at 2626.05, which is approximately 10 feet below the existing ground (please refer to
the following table).

NOTICE IS HEREBY GIVEN pursuant to the Ordinances of the City of Meridian
and the Laws of the State of Idaho, that the Planning and Zoning Commission of the
City of Meridian will hold a public hearing at the Meridian City Hall, 33 East Idaho
Street, Meridian, Idaho, at the hour of 7:00 p.m., on January 13, 1998, for the purpose
of reviewing and considering the Application of Fuller Scott Investment Co., for a
Preliminary Plat for land located in the NE % of the NW % of Section 19, T.3N, R.1 E,
Boise Meridian, Ada County, Idaho, and which property is generally located Northeast
of Meridian Greens Unit No. 1.
The applicant requests Preliminary Plat approval of the parcel of land above
described for 20 residential dwelling lots for Meridian Greens Unit No. 4.
A more particular legal description of the above property is on file in the City
Clerk's office at Meridian City Hall, 33 East Idaho Street, and is available for inspection
during regular business hours.
A copy of the Application is available upon request. Any and all interested
persons shall be heard at said public hearing and the public is welcome and invited to
submit testimony.

Re: Request for Preliminary Plat/Planned Unit Development Approval for Meridian
Greens Unit No. 4 - 18 Building Lots and 2 Common Area Lots on 7.21 Acres -
by Fuller Scott Investment Co.
We have reviewed this submittal and offer the following comments, as conditions of the
application. These conditions shall be considered in full, unless expressly modified or
deleted by motion of the Meridian City Council:
GENERAL COMMENTS
1. Any existing irrigation/drainage ditches crossing the property to be included in this project,
shall be tiled per City Ordinance 11-9-605.M. Plans will need to be approved by the
appropriate irrigation/drainage district, or lateral users association, with written
confirmation of said approval submitted to the Public Works Department.
2. Any existing domestic wells and/or septic systems within this project will have to be
removed from their domestic service per City Ordinance Section 5-7-517. Wells may be
used for non-domestic purposes such as landscape irrigation.
3. Determine the seasonal high groundwater elevation, and submit a profile of the subsurface
soil conditions as prepared by a soil scientist with street development plans.
4. Submit copy of proposed restrictive covenants and/or deed restrictions for review by the
Meridian City Attorney.
5. Provide five -foot -wide sidewalks in accordance with City Ordinance Section 11-9-606. B.
6. Submit a letter from the Ada County Street Name Committee, approving the subdivision
and street names. Make any corrections necessary to conform.

7. Coordinate fire hydrant placement with the Meridian Public Works Department.
8. Respond, in writing, to each of the comments contained in this memorandum prior to the
January 13, 1998 hearing of the Planning & Zoning Commission. Submit ten copies of
the Preliminary Plat Map with any required revisions to the City Clerk's Office a
minimum of one week prior to the hearing by the Meridian City Council.
SITE SPECIFIC COMMENTS - PUBLIC WORKS DEPARTMENT
1. Sanitary sewer service to this site shall be via extensions from the existing main line in
S.E. Fifth Way. Approval of this application needs to be contingent upon our ability to
accept the additional sanitary sewage generated by this proposed development.
Subdivision designer to coordinate main sizing and routing with the Public Works
Department. Sewer manholes are to be provided to keep the sewer lines on the south and
west sides of centerline. Sewer mains located within the alleyway in Block 2 shall be
installed closer to the centerline of said alley.
2. Water service to this site shall be via extensions of the existing main installed in S. E. Fifth
Way. Applicant will be responsible to construct the water mains to and through this
proposed development. Subdivision designer to coordinate main sizing and routing with
the Public Works Department. Water service to this development is contingent upon
positive results from a hydraulic analysis by our computer model.
3. The conceptual engineering plan submitted with the application indicates that this
development's pressurized irrigation system is going to connect to the existing system in
Meridian Greens Unit No. 1, a private system. Any proposal for a supplementary
connection from the City's water system will need to be reviewed closely due to the size
of the area to be watered. The developer shall be responsible for the payment of
assessment fees for the common areas.
4. Two -hundred -fifty -watt and/or one -hundred -watt, high-pressure sodium streetlights will
be required at locations designated by the Public Works Department. All streetlights shall
be installed at subdivider's expense. Typical locations are at street intersections and/or fire
hydrants.
5. The alleyways currently shown as part of the lots shall be platted as common lots. A
blanket easement to the City of Meridian shall be required over the alley in Block 2 for the

placement and maintenance of sanitary sewer. Setbacks need to be determined from
property lines. The Eight Mile Lateral shall also be platted as a common lot. Provide
revised square footages based on new lot lines.
SITE SPECIFIC COMMENTS - PLANNING & ZONING
Due to the traffic volume on S.E. Fifth Way, the planting strip on this roadway should be
a minimum of 20 feet. This 20 -foot strip should be maintained as a common area to
ensure uniform plantings and maintenance. No variance to the 20 -foot setback on S.E.
Fifth Way should be approved.
2. A detailed landscape plan for the common areas, including fencing locations and types of
construction, shall be submitted for review and approval with the submittal of the final plat
map. A letter of credit or cash surety will be required for the improvements prior to
signature on the final plat.
3. The wrought iron fence along Eight Mile Creek needs to be set back from the top of bank
to alleviate inherent problems with eroding slopes. Construct six -foot -high, permanent,
non-combustible perimeter fencing except where the City has expressly agreed, in writing,
that such fencing is not necessary. Fencing is to be in place prior to applying for building
permits. Fencing shall be set at the existing easement line, unless an encroachment
agreement is granted by the Nampa -Meridian Irrigation District.
4. Twenty -four -foot -wide private drives are proposed to access all lots within the
development. No parking will be allowed at any time along this street. The homeowners
association will be responsible for enforcement of this no parking area. Failure to enforce
the no parking requirement will lead to serious public safety concerns. Coordinate with
the Meridian Fire Department and comply with their requirements.
5. Proposals for Planned Unit Developments must include a minimum of ten percent common
area. Common open space shall mean land area exclusive of street rights-of-way,
buildings, parking areas, structures, and appurtenances except those improvements which
are accessible and available to all occupants of the private units within the PD.
6. Storage areas shall be provided for the anticipated needs of boats, campers and trailers.
For typical residential development, one (1) adequate space shall be provided every two
(2) living units. This may be reduced by City action if there is a showing that the needs
of a particular development are less.

7. One (1) additional parking space beyond that which is required by the Zoning Ordinance
may be required for every three (3) dwelling units to accommodate visitor parking. These
additional spaces are shown on the plan; however, parking areas may be no closer than
four feet (4') to any established street or alleyway.
8. A maintenance building or approved area shall be provided that is suitable for the services
required for the repair and maintenance of all common areas.

I have reviewed the plat for the The Meridian Greens Unit No. 4 and find that it includes approximately
18 homes assuming a median value of $200,000. We also find that this development is located in census
tract 103.11 and in the attendance zone for Mary McPherson Elementary School, Meridian Middle School
and Meridian High School.
Using the above information we can predict that these homes, when completed, will house 6 elementary
aged children, 5 middle school aged children, and 4 senior high aged students. This development will
cause additional overcrowding in all three schools. The cost per student for newly constructed schools,
excluding site purchase price and offsite improvements, exceeds $5,000 per elementary student and
$10,000 per middle or high school student.
Even though, we are in a difficult position and need your help in dealing with the impact of growth on
schools, we will approve this subdivision.
