Preliminary Plat and Development Agreement Modification Applications
Dear Bill,
Oak Leaf Development Company, Inc. wishes to subdivide Lot 1, Block 1 of 7ayker Subdivision — Phase
1. The lot is 6.77 acres, is zoned R-15 and is currently designated as a Common Area lot, owned and
maintained by the Spurwing Grove Master Association, Inc. Portions of the lot have been improved with
the construction of a one acre pond and irrigation pump station, for pressure irrigation for the Spurwing
Greens project, and a 3.5 acre lawn area, that serves as an Ada County Highway District stormwater
management facility. Approximately 2.2 acres of the lot remains undeveloped.
Exhibit C (Concept Plan) of the original Development Agreement (#106151218), recorded September 21,
2006, designated Lot 1, Block las P16 - Community Recreation Center for the Tree Farm community.
Subsequent to the initial development of Tree Farm, the project has changed in several ways that call for a
more modest community center and would allow for some residential lots to be developed on a portion of
the undeveloped 2.2 acre site. The primary changes that suggest a smaller community center investment
were (1) a reduction of the original 340 acre project proposal down to 200 acres, (2) the contract with the
adjacent golf and Country Club(The Club at Spurwing) which made all Master Homeowner Association
members a mandatory social member of The Club at Spurwing and (3) a high percentage of retired
homeowners with 2 person home occupancy. Also, a meeting with homeowners suggested a leaning
toward a more modest improvement in order to keep Association dues from growing much. This
modification application requests that the Concept Plan (Exhibit C) be modified to depict 6 single-family
lots and a common driveway encompassing 1.5 acres within P-16.
The applicant proposes to develop the unimproved portion of Lot 1 with 6 single family lots, accessed by
a private common driveway, and a 0.6 acre community pool facility. The development of a concept plan
for the pool facility is in progress and will be presented, with elevations, at the Planning and Zoning
Commission hearing. The common driveway will intersect with N. Treehaven Way and will terminate
with a hammerhead -type turnaround. The Meridian Fire Department has approved the configuration of
the driveway and turnaround. Public utilities will be extended into the subdivision from N. Treehaven
Way. The project will result in a reduction in open space of 1.46 acres, or a 3.8% reduction in the total
Spurwing Greens Subdivision open space.
Attached please find Preliminary Plat and Development Agreement Modification application packages for
the referenced proj ect, prepared in accordance with the requirements of City of Meridian Uniform
Development Code. The application package includes one copy of the following:

As requested I have reviewed the available test hole and monitoring data to project
groundwater conditions for the Center Community Subdivision site. Historical information is
available for ten test pits located near the subject site. An ACHD monitor well is also located on
the northwest corner of the property. The locations of all test pits and the monitor well are
shown on the attached map.
The subject property is approximately 6.7 acres in size including the pond and grass areas.
The approximate area of the total Spurwing Subdivision where the reference test holes are
located is 140 acres.
All ten of the test pits shown on the map have remained dry to varying depths from 135 to 182
inches below ground level. The "dry hole depths" for each of the locations is depicted in the
following table.

All of the referenced test pits are located 250 to 1300 feet from the Center Community site.
This alluvial terrace is quite uniform and groundwater levels are typically greater than 15 to
20 feet deep. Driller logs of nearby wells indicate first water was encountered at depths from
36 to 126 feet. The static level in the same holes were 20 to 32 feet after levels had stabilized.
The measured groundwater level in the ACHD monitor pipe was measured at 20.1 feet below
the sidewalk surface when measured today. Based on the available elevation data, the
groundwater elevation at that point would be 2527.9 feet.
The substratum is freely drained coarse sand, gravel and cobbles and subsurface water moves
north and west toward the Boise River floodplain in that material. This "pit run" material
ranges from 50 to 100 feet thick. I have observed a large number of test pits on this particular
fan terrace over the years and conducted groundwater monitoring on numerous properties.
Peak groundwater levels of 3 to 6 feet below the ground surface are not uncommon in areas of
irrigated cropland. However, after irrigation systems are removed and cropping discontinued,
groundwater levels often drop to a more "natural" static level. Groundwater is also deeper
near the edge of the terrace where it slopes off into the floodplain.
Data from the available test holes should be an accurate depiction of drainage conditions on
the Center Community site. Based on all the data, I would not expect ground water within 18
feet of the ground surface.

We will be submitting a Preliminary Plat application to the City of Meridian in the near future for the resubdivision of Lot
1, Block 1 of Jayker Subdivision Phase 1. The proposal will include 6 single family home lots accessed by a common
driveway and a small community pool facility on the 6.8 acre lot. The existing approved use for this lot included a much
larger community center with parking for 40 vehicles. The existing ACHD easements will not be impacted by this
proposal. I have attached a draft of the layout. The City of Meridian requires confirmation from the highway district
regarding the requirement for a traffic study. Please let me know if you have any questions. Thanks.
