McMillan Roads Dear Mr. Parsons: Attached to this letter are applications for annexation, zoning, and preliminary plat for the above reference project. This application includes parcel SO436110025 (4.207 acres) and parcel 50436110505 (.497 acres) combined for a total 4.704 acres. The property is currently zoned RUT in Ada County. The property is in the Meridian Impact Area and has a future land use designation of Medium Density Residential. The attached development applications propose to annex the property into the City of Meridian and rezone to R-15. The preliminary plat includes 27 building lots and three common lots. The development plan is for single-family detached units. The property is under five acres, therefore no site amenities are included. However, the project does include 14% open space. There are three existing trees on the property around the residential house. A 5" conifer, 6" deciduous, and 8" conifer. All structures and trees on the property will be removed prior to development. Mitigation for these three trees are included in the common open space landscaping. The site is bounded by two arterials, W. McMillan Road to the north and N Meridian Road to the east. The property setback along McMillan Road is 65' due to the Lemp Canal and an Idaho Power easement. We respectfully request a council waiver to leave the Lemp Canal untiled. Landscape buffer trees are not allowed in this area due to the power lines, however, shrubs and groundcover are provided. Twenty-one trees are required in this area; twenty-six trees are provided. There are also three trees on lot 30. The additional trees are provided to mitigate for the three trees that will be removed prior to development. The building design approach of this project is to create quality livable housing which integrates into the fabric of the neighborhood. The homes are planned as single-family detached dwellings. The architectural theme is reflective of a more modern ranch -style design with quality materials such as stone columns or wainscot, and architectural shingles, giving this project street appeal. The specific design and materials will be finalized with staff during the design review process. Pictures of conceptual elevations are included in the application package. The main access to the subdivision will be from an existing stub, N. Alester Ave., off of W. Lava Falls Drive. N. Alester Ave is proposed as a public street with a right-of-way width of 42'. The project does not propose direct access to N Meridian or W. McMillan Roads. ACHD has confirmed that a traffic study is not required.
