Thank you for the meetioge we've had the l~ fevi days to•dxscusa the challenges and the
alternative solution to the well site the City would like.to procure to solve a regional
seed. The following is our underistatiding of.the tneetiggs.
The City is proceeding on a production well at a site known as the Jewett sins, which Fs
located west of Loeuat Grove Road slid 3otltti of Chind®p, .If q~e well at the Jewett site is
positive and ao actual productiaa:well~producea water to the City's satisfaction, then the
City's concern for a leek of water far •the Settlenoeat Brltlge subdivision ends.' If the test
well at the ]ewett site falls {is "sour'7, then the Concern for spfftcient water slip exists.
]n case such occurs, an alternative solution was discussed. This aoleitign entails installing
150.200 feet of water main line eetd 1 or 2 gresaure redgciag valves (PRV}, The result of
this solution is that additional supply:near the Ciry.water tank at Ustick and Meridian
.Roads is put into the "high-pressure zone+' area, which, ie located east of Locust Grove
Road, and aufficientwater pressure and-flows are'tlien provided to the Settlement Bridge
_, ._- __ _ ... and other sites in the "high-psesaure ziiae" area. 'i'bis alternative solution provides a
workable solution until a permanent production well can be put tie place for the areas in
the °high-pressuro zone." The City 19 e(ertpntly designing the.altemative'solution, Once
the design is completed {estimated to bt< is a few weeks), the instsllation can be
accomplished in 2-A, weeks:~Therrforp, if the Jewett wall site is proven to ba sour, or if
the Settlement Bridge subdivision i$ in aped of water prior to the .Tewett praiuction welt
being completed, t!ufficient and adequats water eau be provide to the Settlement Bridge
aubdiviaion through tlris altetnatrve'solution. '
The coat to construct the alternative solution is ~iedcipated to be betweeq $15,000 and
$30,000. A couple of alternatives exists as to: how.this aalutiot} will be paid for. One
option is for the City to pay for it aince,.:thera is a large benefit area and the City would
not be pressed to bring a well on Mete as soon. A saeond option is foe the. developer of
Settlement Bridge to pay for R. If we pay far it, then a latecomers agreement will be in
place to facilitate the reimbursement of flee cost to install this,9ltemetive solution. The
benefit area will still need to be defiined~and ~a xeasonable dmeframe for recapture
established. The Ciry could participate in.tbia reintbncaement,•as the CSry will have a
6eneflt in deferring rite costa to construct a needed welt (interest,an money not spent).

Even with the alternative solution in place, it is our understanding that the City still
desires two wells in this sees. The City would like one of those weI1 sites to be located in
Settlement Bridge and we are happy to continue to work wiUt the City to try to make a
well sit>: available.

It ie our understanding that this information will help determine the actual number of
additional home sites allowed on the existing system prior to the installation of any
additional wells ar alternative solutions, This information will 6e helpfuI and necessary
in drafting either a development agreamem for Setteemeut Bridge subdivision, or drafting
.anon-build agreement aimilae to whet rite City used in Edinburgh aubdivisioa that
provides for Ute number of Names that can be built prior to an additional water supply in
the area {see the existing condition of approval #25).
The conditions of approval as they exist are acceptable to ua laud we understand also
acceptable to the City) with these solutivua in the worlts. However, Ute City may want to
consider modifying condition 5 to more directly state Ute need to restrict the building
permits, if fire flow standards are not met, If it has been determined that the number of
building permits in phase one is okay once Len has completed the water modeling
analysis, but future phases are not acceptable, then the appropriate restriction would be
placed oa the future phases with anon-build agreement recorded and noted on the plat
This non-build agreement would not be released until there is adequate water supply.
The details of the nos-build agreement do pot seed to be apeciftad at ties time as these
details will be captured In a future development agreement for Setde~nt Bridge, Other
than Utis clarification, no other changes to the conditions of approval regarding the well
site are necessary for the hearing next week,
We are in agreement with everything as stated above. Please advise ue if any of this
i~'omtation captures our mutual understanding as soon as possible. We know that there
is another Couaci! meeting on the 9t°, and that the C;ty staff needs to have something in
U1e Council's packet by Thuesday.
