Bead Watson, Bruce 15~eckleton, Len~irady' Re: Settlement Bridge ~ , , Thank you for the meetings we've had the past fev~ days to•dseusa'the challenges and the alurnative solution to the wep site the City would 1ike.to pmcnre to solve a regional need. The following is our understa>idirig of.the ltreedgga. 'The City is proceeding on a production we31 at a site known as the Jewett sine, which is located west of Locust Grave Road•aud Sogtli of Chiade¢, .If the well at the Jewett site is positive and an actual productiva.wall~produces water to th0 City's satisfaction, than the City's concern for a leek of water frn•'fhe Settlement Brltige subdivision ends. if the test well at dte Jewett site falls (is "soiir',7, then die Concern foe 9uffrcient water still exists, 1n cane such occurs, an altemadve solution wes diacusaed. ThiQ aolutign entails installing 150.200 feet of water main line and 1 or 2 pteasutu redycing valves (PRV). The result of this solution is that addidoaal aupply:near the City.water tank at Ustick and Meridian Roads is put into the "high-prassure'zone" area, which is located east pf Locust (lrove Rvad, and sufficient water pressure and flows are titan provided to the 5etdament Bridge and other sites in the "iugh_preasur~ zone^ area, '~Gie alternative solution provides a workable solution until a permanent production•well cart be put in place for the areas in dre "high-presaum zone."The City I9 ettttgatly dasi~ing the.altemative.aoludon, Once the design ie eompieted (estimated fa bq in a few weeks), the inathlladon can be accomplished in 2-4, weelca.'~Thereforp; if the Jewett well sits 3s proven to be sour, or if the Settlement Bridge subdivision is in need of water prior to the Jewett production well being completed, @ufficient and adequate water can be provide m the Settlement Bridge aubdiviaien through this alt~ernativc'aoludon. The cost to construct the alternative solution is apdcipattad to he between $15,000 and $3Q000. A couple of alternatives exists as to haw, thss solution will be paid for. One option is for the City to pay for it sfnce~there is s large benefit area and the City would not be pressed to bring a well on line as sous ' A saaond option is foe the developer of 5etdement Bridge to pay for it 1f vve pay far ik then a latecortiers agreerireat will be in place to facilitate the reimbursement of the eostto install thin #iternative solution. The benefit area will still need to be dei`»ted and :ateasonable tiureftarae for recapture established. The City could participate in.this reimburaement,,ae tits City wilt have a 6eaeflt in deferring the costs to construct a needed welt (intere~.on money not spent). b200 NorFh,Meeker'Piaee Boise,: Idaho 83713 ~ ]?age 1 of 2 Office: {208) 377-3939 Fax: (208) 375-3271 MAR. 3.29GJ4 6:69PM N0.123 P,3i3 Bven with the altemative solution in piece, it is our understanding that the City still desires two weLa in this area. The City would like one of those wet! sites to be located in Settlement Bridge and we are happy to continue to work with the City to n3' to make a well site available. Len, we look forward to the water modeling analysis that yon will do during next week. It is cur understanding that this information Will help determine the actual number of additions[ home sites allowed on fhe existing system prior to the installation of any additlooal wells or alternative solutions. Tlua information will be helpful and necessary in drafting either a development agroementfor Setdetnemt Bridge subdivision, or drafting a non-build agreement similar bo what the City used in Edinburgh aubdivisioa that provides for the number of hotmea that can be built prior to an additional water supply in the area (see the existing condition of approval #25), The condidoma of approval as they exist are acceptable ro us (and we understand also ,acceptable to the City} with these solutions in the woiits. However, the City may want to consider modifying condition dZ5 to more directly state the steed td restrict the building permits, if fire flow standards are not ttret If it has been determined that the number of building permits in phase one is okay once Len has completed the water modeling analysis, but future phases era not acceptable, then the appropriate restriction would be placed on the future phases with anon-build agreement recorded and noted on the plat Thisnon-build agreement would not be released until there is adequate water supply. The details of the non-bulld agreement da not seed to be specified at this Ume es these details wil[ be captured in a fuwre ~velopment agreement for Settlement Bridge. Other titan this clarification, no other changes to the conditions of approval regarding the well site are necessary for the hearing next week. We are in agreement with everything as stated above. Please advise ua if any of this . i~ormation captures our mutual understanding ea aeon as possible. We know that there is another Council meeting on the 9n, and that the City staff needs to have something in the Council's packet by Thursday. Thanks again for your help in this matter in finding a solution that works for everyone involved. 15incerely, / ~_ Dave Yorgasou`~ ec: Gene Smith JaAnn Butler Page 2 of 2
