Thank you for the meetings we've had the past few'days to'diseusa'the challenges and the
alternative solution m the well site the City would like. to procure to solve a regional
need. The following is onr utiderstatu[ing of.the titeedgga.
fibs Qty is proceeding on a punduetion well at a site known as the Jewett site, which is
located west of Locust Grove Road •aeid Sotltli of Chinde¢, .If the well at the Jewett site is
positive and ao actual pe'tiductian:wefl•produces wader to the City's satisfaction, then the
City's concern for a leek ~ water far'dte Settlement Bridge subdivision ends.' If the test
we[i at the Jewett site fails {is "sour'7, dren die concern foe sufficient water still exists.
In caac such occurs, an altemative solution s!as discussed. Tins aoltitign entails installing
i5D-200 feet a~f water main lino and 1 or 2 p~tesaurF redycing valves (PRV). The result of
this sotudon is that additioael supply~near the City.watcr tank at Uadck sad Meridian
Roads is put into the "high-pressure'zone" area, which, iue locetad east of Locust drove
Road, and atdficicnt water pressure sled flews are,'tliea provided to the Settlement Bridge
and other sites in the "high-pressure seine" area. Whig' alternative solution provides a
workable: solution until a partnanent production well can he put is peace for the areas in
the "high-pressuro zone,"The City 19 eprtgrttly designing the.altemative.~solution, Once
the design es completed (estimated to be in a few weeks), the instalhtdon can be
acxbmplished fn 2-4. weeks:°~Th~ttiforii,ff t;ie Jewett well site is proven to be sour, or if
the Settlement Bridge subdivision is in need of water prior to the Jewett production well
being completed, sufficient and adequate water eau be provide to the Settlement Bridge
:subdivision through this alternative solution. '
The coat to construct the alternative solution is anticipated to lu between $15,000 and
$3D,OOD. A couple of alternatives exists as to; haw..tltis sohttiau will be paid for. One
option is for the City to pay for it aince•~.there is a large benefit area sad the City would
not be pressed to bring a well an line as soon. ' A sattond option is foe the. developer of
Settlement Budge to pay for it If ive pay far it, than a latecotriers agreement wil[ be in
place to feciiftate the reimbursement of des Cos! to ineta[I this •9lternative solution. The
benefit area will still need to be defitted~ and •a reasonable tierreframe for recapture
established. The City could participate in.thia reimbursement,.as tine Ctity wi11 have a
benefit in deferring the costs to construct a needed well (intereat.on money not spent).

Even with the alternative aolotion in piece, it is our understanding that the City still
desires two wells in this area. The City would like one of those wet! sites to be located in
Settlement Bridge and we are happy to continue to work with the City m try to make a
well site available.
Len, we look forward to the water modeling analysis that you wiL do during next week
It is our understanding that this information will help determine tite actual number of
additional home sites allowed on the exiadng system prior W the installation of any
additional wells or alternative aolutious, This information will be helpful and necessary
in drafting either a development agreement for Settlement Bridge au6diviaion, or drafting
a non-build agreement similar to what the City used in Edinburgh subdivision that
provides for the number of homes that can be built prier to an additional water supply in
the area (see the existing condition of approval X25),
The conditions of approval ~ they exist era acceptable ro us (and we understand also
acceptable to the City) with these solutions in the works. However, the City may want to
consider modifying condition X25 to mote directly stela the need to restrict the building
pernti~, if fire flow standards are not met. If it has been determined that the number of
building pertaits in phase one is okay once Lan has completed the water modeling
analysis, but future phases are not acceptable, then the appropriate restriction would be
placed on the furore phases with a nou-build agreement recorded and noted on the plat.
This non-build agreement would not be released until there is adequate water supply.
The details of the non-build agreement da not seed to be specified at this time as these
details will be captured in a future development agreement for Settlement Bridge. Other
than this clarification, no other changes to the conditions of approval regarding the wed
site are necessary for the hearing next week.
We are in agreement with everything as stated above. Please advise us if any of this
information captures our mutual understanding as soon ae possible. We Imow that there
is another Council meeting on the 9'", and that the City staff needs to have something in
the Council's packet by Thursday.
Tbanks again for your help in this mattrs in finding a sol ution that works for everyone
involved.
1~S++in~~cerely,
~'~UI'~.
