condition of approval by requesting City Council review of this decision. All
requests shall be filed in writing with the Planning Department within fifteen
(15) days of the -date of this letter and comply with the provisions of UDC 11-
SA-6B.

SUBJECT: Application for a home occupation to operate a gunsmith shop (restore/repair antique
firearms) out of his home located at 2142 N. Lark Place by Loren Matthew Zumwalt.
We have reviewed this submittal and offer the following comments:
APPLICATION SUMMARY
The applicant, Loren Matthew Zumwalt, has requested approval for a home occupation to operate a
gunsmith shop (restore/repair antique firearms) out of his home located at 2142 N. Lark Place, Meridian,
Idaho.
The property is zoned R-8, which allows for a home occupation with written approval from the Planning
Director.
LOCATION
The property is located at 2142 N. Lark Place in the SE'/4 of T. 3N., R. lE., Section 6.
APPLICABLE CODE
Section 11-4-3.21 of the Unified Development Code (UDC) for the City of Meridian lists specific criteria
for home occupations, which serve clients or have a nonresident employee:
A. In no way shall the home occupation cause the premises to differ from its
residential character in the appearance, lighting, signs, or in the emission of noise,
fumes, odors, vibrations, or electrical interference.
B. The home occupation shall be conducted entirely. in the dwelling, and not more
than twenty-five percent (25%) of the gross floor area of said dwelling shall be
used for a home occupation or for storing goods associated with the home
occupation. Materials may be stored in an attached garage or storage area,
provided it shall not reduce the required off-street parking below the standard
established for that district.
C. No activity connected to the home occupation or any storage of goods, materials,
or products connected with a home occupation shall be allowed in any detached
accessory structure.
D. The home occupation shall not involve the use of more than one (1) commercial
vehicle.
E. The home occupation shall not have more than two (2) out-going pickups per day
from a common carrier.

STANDARDS FOR HOME OCCUPATIONS
STATEMENT OF COMPLIANCE
UDC 11-4-3.21: Home Occupation: The following standards apply to all home occupation uses with the exception
that strict adherence to the standards contained in sections 11-4-3.21B, 11-4-3.21 C, 11-4-3.21E, and 11-4-3.21F in
the TN-C and TN-R Districts is not required:
A. In no way shall the home occupation cause the premises to differ from its residential character in the
appearance, lighting, signs, or in the emission of noise, fumes, odors, vibrations, or electrical interference.
B. The home occupation shall be conducted entirely in the dwelling, and not more than twenty-five percent
(25%) of the gross floor area of said dwelling shall be used for a home occupation or for storing goods
associated with the home occupation. Materials may be stored in an attached garage or storage area,
provided it shall not reduce the required off-street parking below the standard established for that district.

Because of the caustic nature of the chemicals, I stay away from bluing. If a project for a
customer does require it, I send it out to a facility better suited to deal with the chemicals.
Because my business is located. in a residential area I try to be aware of waste disposal, and noise
issues. If I can answer any more questions, by all means let me know.

???? As in what? Restocking a rifle? Repairing a lose trigger? Securing a lose barrel? and so on,
and so on. What you are asking is a extremely broad question. Much like, "can you explain to
me how you repair a car?" 99.9 % of the work is done by hand. No power tools. Just hand tools,
replacing of parts, repairing existing parts. But, most of the time parts are just replaced.
Goodness a MAJOR portion of what I do is and can be done in my rocking chair while I watch
the evening news. But, The federal Government (BATE, and my FFL license) says that I have to
have a "shop". Better known as, " A specified work area." Thus I have had to create this "shop"
in my garage. To be totally honest, yes there will be times where I will have to utilize this work
area to do things such as re-staining a rifle stock. Or do minor (VERY minor) welding to tiny
parts. I have no large power tools. No lathes. No drill presses. No mill presses. No large electric
power tools of any kind. I don't even own a air compressor. I do however own a 3" bench
grinder and a 4" electric hand grinder if noise is perhaps a concern.
Clarification on home occupation? Gunsmithing and restoration. I am extremely sorry. I
guess I just don't understand the question. If there is a specific person or persons that have
concerns or questions, it may be extremely informative for them to come and have a look at
what I am doing and what is involved. Please feel free to have them contact me. I would be
more than happy to answer any and all questions they have.

It is my desire to conduct a gunsmithing business from my residence.
I would be doing minor restorative repairs to antique firearms.
It would be by appointment only.
I would not be selling anything retail from my home.
Because of the nature of the business, there. would not be a large coming and going of
people to the residence.
I have room for off the street parking of one additional vehicle other than my personal
cars.
Again, because of the nature of the business, I do not expect to have a need for any
more parking than that.
There is more than enough room in my garage to park my cars when I am not working
in there.
The cabinets containing my tools and the firearms I would be working on are made of
i/4 inch hardened plate steel with -hasps and locks.
In order to conduct this business I am required to have a Federal Firearms License.
That means a back ground check by the FBI and the ATF.
I am currently in the process of acquiring that license.
The ATF has told me to first get clearance from zoning before turning in my FFL
application.
