This letter is to confirm that the Director approved the accessory use permit application for a
family daycare for six (6) or fewer children out of your home located at 2581 E. Omera Street.
Your approval of the subject application is conditioned upon compliance with the standards for
daycare facilities listed in Unified Development Code (UDC) 11-4-3-9, including but not limited
to, the following ongoing conditions:
1. The maximum number of allowable children cared for during the day is six (6), excluding
the applicant's own children. The total number of clients cared for .during the day, and
not the number of clients at the facility at one time, is the determining factor.
2. The applicant shall maintain the approved on-site vehicle pickup, parking and turnaround
areas. The applicant shall also maintain the approved design of the outdoor play area(s).
3. The operation of the daycare shall be limited to the hours between 6:00 a.m. and 11:00
p.m. This standard may be modified through approval of a conditional use permit.
4. In no way shall the family day care cause the premises to differ from its residential
character in appearance, lighting, signs, or in the emission of noise, fumes, odor,
vibrations, or electrical interference.
5. All outdoor play areas shall be completely enclosed by minimum six-foot (6') non-
scalable fence to secure against exit/entry by small children and to screen abutting
properties. The fencing material shall meet the swimming pool fence requirements of the
Building Code in accord with Title 10 of the Meridian City Municipal Code.
6. Outdoor play equipment over six feet (6') high shall not be located in a front yard or
within any required yard. Per UDC 11-IA-1, a required yard is an area that extends
along a property line to a depth or width specified in the setback regulations for the
zoning district in which the property is located. Dimensional standards for residential

7. Outdoor play areas in residential districts adjacent to an existing residence shall not be
used after dusk.
If you fail to maintain compliance with the above standards or limitations your approval may be
revoked or modified by City Council in accord with UDC 11-1-11D.
The applicant, director, or a parry of record may request City Council review of a decision of the
Director. All requests for review shall be filed in writing with the Planning Department on or
before August 29, 2011, within fifteen (15) days after the written decision is issued, and contain
the information listed in UDC 11-SA-6B.
If City Council review of the decision is not requested, the action of the Director represents a
fmal decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.

STAFF RECOMMENDATION
Staff recommends approval of the accessory use permit for a family day care facility for six or fewer
children located at 2581 E. Omera Street for Trudi Perkins, subject to the conditions outlined below:
APPLICATION SUMMARY
The applicant, Trudi Perkins, has requested approval to operate a family day care facility for six or fewer
children out of her home located at 2581 E. Omera Street, Meridian, Idaho.
LOCATION
The property is located at 2581 E. Omera Street, in the SE'/4 of T. 4N., R. lE., Section 32.
APPLICABLE CODE
The property is zoned R-8, which allows for a family day care facility with written approval from the
Planning Director.
Section 11-4-3.9 of the Unified Development Code (UDC) for the City of Meridian lists specific criteria
for day care facilities that serve children:
1. In determining the type of day care facility, the total number of clients cared for during the day
including the operator's children, and not the number of clients at the facility at one time, is the
determining factor.
2. On-site vehicle pickup, parking and turnaround areas shall be provided to ensure safe discharge
and pickup of clients.
3. The decision-making body shall specify the maximum number of allowable clients and hours of
operation as conditions of approval.
4. In residential districts or uses adjoining an adjacent residence, the hours of operation shall be
between 6:00 a.m. to 11:00 p.m. This standard may be modified through approval of a
Conditional Use Permit.
All outdoor play areas shall be completely enclosed by minimum six-foot (6') non-scalable

The Meridian Planning Department has reviewed an application to operate an in-home family
day care located at 2581 E. Omera Street. Based on the review and inspection conducted August
9, 2011, we find that the application complies with the Unified Development Code (UDC) Title
11, Chapter 4, Section 3-9. UDC 11-4-3-9 is available for review at:

Champion Park Homeowners Association:
After eight years of teaching in the Meridian District, my position as
Intervention teacher has been taken away. I have decided to use my passion of
teaching without the politics and teach a small group of preschool children in my
home. I am respectfully asking for your signature on the following page to satisfy
the conditions of the accessory license with Meridian City.
I have discussed my plan with all my neighbors and have been delighted that
they support me on this. I have assured them that the outside of our home will
not be changed in any way and that parking will never bean issue. I plan on
teaching just six little children on Wednesday and Friday mornings from 9:00-
11:30 only. Most of the kids that will be coming are in our neighborhood. Parents
will simply be dropping off their children and picking them up, so 1 honestly feel
parking won't even be needed. Two of my neighbors have kindly offered their
driveway, if need be, to help out.
I am going to comply with all the requirements of Meridian City to obtain this
license. They will inspect our home, including the extra room that I have set up
for the children. In no way is this to be confused with daycare, but just six
children being in our home for instruction five hours a week. I would appreciate
so much your signature to show your approval that I may continue on with my
plans.

Dear Neighbor,
Thank you for your support as I begin the licensing procedure to
start teaching small children in my home. This will be refreshing for me
to continue my passion of teaching, without the politics!
You are invited to attend a SHORT meeting in our home at 2581 E.
Omera, on July 18, 2011, to answer any concerns or questions that you
may have. There may even be some goodies for giving up your time. At
this time, 1 will ask you to sign a paper indicating that you have no
objections to me starting this preschool two days a week.

Meridian City,
We, the undersigned, have no objections to Trudi Perkins teaching the little
Kiddies Preschool in her home at 2581 E. Omera St. We understand that she will
never have more than six children in her home atone time on school days. She
has informed us of the classes on Wednesday and Friday mornings from 9:00-
12:30 am. We have been notified that no change to the outside of the home will
be necessary.

STATEMENT OF COMPLL~NCE
UDC 11-4-3.9: Day Caze Facility
A. General standazds for all child day care and adult caze uses, including the classifications of day caze center;
day care, family; and day care, group:
