Application for a home occupation to operate a nail salon out of her home located
at 19 W. Chrisfield Drive by Wendy Nuttall.
We have reviewed this submittal and offer the following comments:
APPLICATION
The applicant, Wendy Nuttall, has requested approval for a home occupation to operate a
cosmetology shop out of her home located at 19 W. Chrisfield Drive, Meridian, Idaho.
The property is zoned R-4, which allows for a home occupation with written approval from the
Planning Director.
The applicant has indicated during a telephone conversation on March 8, 2007 with Kristy Vigil
that the proposed area for the nonresidential use is approximately 100 square feet in size and the
nail salon will only provide service to one client at a time.
LOCATION
The property is located at 19 W. Chrisfield Drive in the SE'/a of T. 3N., R. 1 W., Section 1.
APPLICABLE CODE
Section 11-4-3.21 of the Unified Development Code (UDC) for the City of Meridian lists
specific criteria for home occupations, which serve clients or have a nonresident employee:
A. In no way shall the home occupation cause the premises to differ from its
residential character in the appearance, lighting, signs, or in the emission of noise,
fumes, odors, vibrations, or electrical interference.
B. The home occupation shall be conducted entirely in the dwelling, and not more
than twenty-five percent (25%) of the gross floor area of said dwelling shall be
used for a home occupation or for storing goods associated with the home
occupation. Materials may be stored in an attached garage or storage area,
provided it shall not reduce the required off-street parking below the standard
established for that district.
C. No activity connected to the home occupation or any storage of goods, materials,
or products connected with a home occupation shall be allowed in any detached
accessory structure.

D. The home occupation shall not involve the use of more than one (1) commercial
vehicle.
E. The home occupation shall not have more than two (2) out -going pickups per day
from a common carrier.
F. The home occupation shall be conducted by the inhabitants of the dwelling, and
no more than one (1) nonresident employee shall be permitted.
G. The home occupation shall not serve as a headquarters or main office where
employees come to the site and are dispatched to other locations.
H. No retail sales shall be permitted from the dwelling except the sale of. a) services
or items produced or fabricated on the premises as a result of the home
occupation; or b) products related to the home occupation.
I. Off-street parking shall be provided as Section 11-3C-6 of this Title, in addition to
the required off-street parking for the dwelling.
J. All visits by clients, customers, and/or employees shall occur between the hours
of 8:00 a.m. and 8:00 p.m.
STAFF RECOMMENDATION
Staff recommends approval of the accessory use for Wendy Nuttall with the comments noted
above and following on-going conditions of approval:
1. UDC table 11-3C-6 requires 2 parking spaces per dwelling unit in an enclosed garage
with a 20 by 20 parking pad. Staff has determined the site has the ability to meet this
standard. Furthermore, UDC 11 -3C -6B requires one parking space for every 500 square
feet of gross floor area used for nonresidential uses.
2. The applicant shall maintain the approved on-site vehicle pickup, parking and
turnaround areas.
3. The applicant shall only provide service to one client at a time.

(15) days of the date of this letter and comply with the provisions of UDC 1I -
5A -6B.

I visited 19 W.Chrisfield. I witnessed the bus dropping the children off at the corner of Chrisfield and Meridian

Dear Sir;
I am writing with respect to the issue of the request by Wendy Nuttall at 19 W. Chrisfield Dr.
seeking approval to operate a home business, a nail salon, at that location. The following
are some concerns I have with this issue.
While I am aware that neither your office or the code enforcement officers can concern themselves
with issues that do not directly relate to the codes of the City of Meridian, I feel three issues are worthy of
mention. The necessary increase in vehicular traffic at the location of concern will increase the danger to
pedestrian and vehicular traffic on the sidewalk and street at that location.
The residence sits on the corner of W. Chrisfield Dr. and Meridian Rd. That location is presently
the pickup and drop off point for school children using school buses. Parking that is forced to the street
will further restrict the available operating area for vehicles using W. Chrisfield Dr., narrowing the area of
maneuverability and increasing sight limitations on the part of all concerned.
There will be increased parking activity pulling into and out of the driveway at that location.
Resident vehicles forced to the gravel parking area on the west side of the main driveway further increase
limitations on sight for vehicles exiting that location and pedestrians using the sidewalk.
Parking forced to the street is limited by the 30 foot approach to a stop sign limitation in the city
code. This would make an area on the south curb in front of this location able to receive only one normal
sized vehicle at the curb. This would result in forcing any additional parking, whether by resident to make
space for customer traffic of customer traffic itself, to park in front of adjacent residences. There is a
mailbox on the west side of this property that services this residence and the one at 43 W. Chrisfield Dr.
Additional parking at this location will likely result in interfering with access to the mailbox by the postal
delivery person.
There are two areas of concern that your office and the office of Code Enforcement would deal
with. First, Paragraph I. of the document entitled STANDARDS FOR HOME OCCUPATIONS
STATEMENT OF COMPLIANCE, states, "Off-street parking shall be provided as Section 11-3C-6 of this
Title, in addition to the required off-street parking for the dwelling." This implies the requesting party must
supply further parking for customers in addition to that parking required for the residence. Since the
parking at that location is only at the required level for that type of residence, I feel that given the location
of the residence and the limited area available, additional parking could not be supplied.
The second area of concern is with the 30 foot approach restriction for parking on the approach to
a stop sign. Without the ability to create new off street parking adequate for the increased business traffic, I
feel that granting this application would be nothing less that the City of Meridian participating in
developing a hazardous parking situation at that location.
For the above stated reasons I would request that the application by Mrs. Nuttall be denied.
