We are part of the Candlelight Subdivision Board of Directors and live next door
to the proposed dental lab. Our Management Company sent you a letter stating
some of our concerns and a request for more information outlining the rights and
privileges that would be granted to Mr. Roberts if the application were to be
approved. For some reason our names were left off the letter. Your office
suggested that we write an additional letter.
We would like to request as well, additional information before this application is
approved. We would also like you to know that our CC&R's do state under 5.8
Commercial Use:
"No Lot shall be used at any time for commerclal or business activities, provided, however, that the Grantor
and persons auftrized by the Grantor may use the Lot(s) owned by such Grantor for development and
sales activities MOM to the Property, model homes or real estate marketing and sales."
We did ask Mr. Roberts to attend our last Homeowners Board Meeting on
Monday, April 5, 2004 to discuss his proposal and he was unable to do so but
have heard from our Management Company that he would like to attend the
meeting scheduled for May 3, 2004.

On behalf of the Candlelight HOA Board of Directors, this is letter is being sent to you
concerning the Accessory Use Permit application that has been filed by Leon Roberts at 2968 N.
Morello Ave. in Meridian, Idaho.
The Board of Directors is concerned about this because in January of 2004, Mr. Roberts turned in
a architectural application to modify the exterior of his garage as well as the interior, which the
Board denied on the basis of the exterior modification of the garage area no longer looking like a
garage and therefore changing the look of the home too drastically. The Board of Directors asks
for more information outlining the rights and privileges that would be granted to Mr. Roberts if
said application were to be approved by you, i.e. does approval give Mr. Roberts the right to
modify the exterior of his home? Please do not approve the application at this time so that further
review and consideration may be given to this issue upon receipt of requested rights and
privileges information. Send information to both Snake River HOA Management, 211 E. Pine St.,

11-10-8:The intent of this Section is to
establish standards and regulations governing the location
and approval of manufactured housing in the City and that these regulations
allow a mix of "housing types"; however, this should occur in a manner
which will not adversely affect existing neighborhoods. For this reason,
standards have been set that will regulate the appearance of the - -
manufactured home, allowing only those that are acceptably similar in
appearance to site -built dwellings on individual lots in some residential
zoning districts.
A. Compliance With Development Standards: Manufactured homes
shall be considered single-family dwellings within the R-8, R-15,
R-40 and Old Town Zoning Districts of this Zoning Title, provided
such structures meet the development standards for manufactured
homes on individual lots (subsection B of this Section).
B. Development Standards: Development standards for manufactured
home on an individual lot area are as follows:
1. Shall consist of more than one section, shall be at least twenty
feet (20') wide, and shall have a minimum floor area of five hundred
(500) square feet per section.
2. Shall have a nonmetallic, wood shake or asphalt shingle roof with
a minimum slope of three to twelve (3:12) and a minimum six inch

NOTICE IS HEREBY GIVEN, pursuant to the Ordinances of the City of Meridian
and the laws of the State of Idaho, that Leon Roberts has filed with the Zoning
Administrator of the City of Meridian an application for an Accessory Use Permit
for the operation of a dental lab out of his garage at 2968 N. Morello Avenue,
Meridian, Idaho. Comments, either for or against, said application must be filed
with the Zoning Administrator within fifteen (15) days after the initial publication of
this notice and shall be addressed to Anna Borchers Powell, Zoning
Administrator, City of Meridian, 660 E. Watertower Ln., Suite #202, Meridian,
Idaho. If there are objections filed within the time allowed, the Planning and
Zoning Commission shall hold a public hearing on the application, after proper
notice, and may grant or deny the application after making and adopting Findings
of Fact and Conclusions of Law.
The property at 2968 N. Morello Avenue is more particularly described as
