Hi Becky,
Just to confirm...) did receive the 10 revised copies of Redfeather's PP and PD, your cover letter,
and the Perkins-Brown letter. Bill Nichol's direction to council on Tuesday night was, instead of
making a motion to reconsider at that time, the council should wait until it's on a Consent Agenda.
The option was also given that if any council members wanted to have it placed on the Regular
Agenda, they can notify the Mayor so the reconsideration can be so noticed.
Anyway, until the Redfeather applications have been formally reconsidered, I'm holding your
revised plans. Assuming the council votes to approve reconsideration, Iwill forward the plans to the
Clerk's Office for distribution. The revised plans will be included in packets for a public hearing date
that is set after re-noticing, etc. We would also prepare a revised staff report that updates the lot
count, open space, etc.

We respectfidly request your reconsideration ofthe vote to deny the application of
Redfeather Estates Subdivision No. 2 for annexation and caning, plalmed development
and preliminary plat.
The Council had concerns with the design of the project; however, due to the lateness of
the hour, clearly identifying those problems was difficult. I was frustrated and confused
with diection the Council appeared to be taking. Late in the evening, one finds it
difficult to appropriately address the questions and concerns of the Council.
We met with some of the neighbors after the meeting and discussed what had transpired.
We both realized that some modifications could be made to the project and it was in the
best interest of both parties if the Council reconsider their denial and provide an
opportunity for a revised plan. The neighbors and the applicant have been through a long
process to get to this point. Neither parry wants to return to squaze one. We intend to
create a quality project, and we would appreciate being able to clarify our thoughts on
modifications to the plan to better meet the needs of the City of Meridian and the
surrounding property owners.

The City Council denied the request for approval for the annexation and zoning,
preliminary plat, and Conditional Use Perroit for Red Feather Estates Subdivision
No. 2 at the Council meeting on January 13, 2004. The Perkins -Brown
Subdivision Neighborhood Association testified in opposition to the proposed
subdivision as presented by the applicant and agree with the Councils denial
Packard LLC is going to file a request for reconsideration and requested a letter of
support from us. Realizing that the land in question is going to be developed, we
would support the applicant's request for reconsideration if the following conditions
were met.
1. Reduce the housing density along the perimeter of the project to provide
a transition from the rural existing subdivisions to the more dense
smaller houses in the proposed subdivision. Limit houses to one story on
the perimeter lots. Install 6 -foot vinyl fencing around Perkins -Brown
Subdivision on east and south perimeter as previously agreed to by the
applicant.
2. Design the revised project so that Duane Drive would not 6e used as an
access road for the proposed subdivision. Delayed construction on the 20
acres south of Perkins -Brown Subdivision until access is obtained to
Eagle Road would eliminate need to use Duane Drive as main access
road. The ACHD decided that a swinging gate and bulb out would be
installed at the Duane Drive connection to provide emergency access only.
The ACHD decision needs to be followed.
The Perkins -Brown Neighborhood Association is not against the development of
the subject properties, and could do very little to stop development. We view the
reconsideration of Red Feather Estates No. 2 as an opportunity for the applicant
and us to work together in planning the proposed subdivision. Our major concern
is the opening of Duane Drive to the subdivision that will put another 900 vehicle
trips per day on Duane Drive, a rural lane with no shoulders, gutters or sidewalks.
At risk is the safety of the children who walk to the school bus, bike and play on
Duane Drive. Our quality of life and property values will be diminished by the
increased traffic.
