Re: Proposed Dunbar Estates Subdivision

Dear Mayor Corrie:
Dunbar Estates is a neighborhood plan for ninety acres of proposed residential development
located in the eastern half of Section 4, T3N, R 1 E, near the S. W. quadrant of Ustick and
Cloverdale Roads. The development is made up of land parcels that have been divided by the
Boise/Meridian Area of Impact Boundary without consideration for the boundaries of common
ownership. Seventy acres are within the Meridian jurisdiction and twenty acres are within the
Boise jurisdiction.
Residential growth has reached the borders of this property. Boise City sewer has been extended
down Ustick Road and Cloverdale Road. The twenty acre portion of the site has services to its
boundary. Providence Place Subdivision north of Ustick Road is currently being built out. Urban
growth would seem appropriate to occur on this property in the near future. Our planning
concept is for a series of sub-neighborhoods to be linked by common open space where amenities
are shared. Lot layouts, streetscapes, parks, architectural controls, marketing, and a common
homeowners association are intended to support a unified master plan. Accheiving these goals
require a continuous development that is not be hatted by long term delays in servicing the site.
Developers for Dunbar Estates wish to clarify the City of Meridian's position on the extention of
urban services to this site. The South Slough Trunk extension is the projected line to service this
area. Water service could be provided with less difficulty. Our intention would be to cooperate
with the City in the proposed trunk extension. The provision of services in a timely manner and
prior to annexation is the critical question.

Meridian City Council could choose an alternate position of adjusting the Area of Impact
Boundary to allow the project to be built in the City of Boise. This option of adjusting the Area
of Impact Boundary is consistent with previous adjustments that have been made in the general
vicinity.
The Meridian Comprehensive Plan states that services may be extended beyond City Limits on a
case by case basis. We therefore request that Meridian City Council place the consideration of
extending services to this property on it's agenda for the next available Council Meeting.

RE: SOUTH SLOUGH SEWER & WATER PROJECT

This letter is simply afollow-up to the neighborhood meeting held February 27 regarding the
South Slough Sewer Project and to give you an update on our progress.
First of all, I think most of you will be pleased to know that we are now working on the South
Slough Sewer and Water Project. We, as well as City Council, agreed that it makes sense to
include the water mains in Leslie Way/Dave and Justin Place to avoid tearing up the streets
again in the future. JUB Engineers is incorporating the water main design completed by the
Public Works Department into the overall project plans.
The schedule that City Council agreed to is still in place. That schedule includes putting plans
out for bidding around September 1, opening bids October 1 and commencing construction in
early November after the groundwater has subsided.
We have completed a small section of the South Slough Sewer through the Packard Acres No. 2
Subdivision in coordination with their construction. Additionally, it appears that Ada County
Highway District has removed Leslie Way/Drive from the chip-seal list after several calls to them
from us and Carol's Subdivision residents. Thank you for your help! We have also agreed to
incorporate an ACHD culvert improvement into our project at their request (and cost).
We are still working through a few obstacles but fully intend to meet the schedule mentioned
previously. We will also seek direction and answers to some of the questions you or your
neighbors brought up at the open house concerning ability and cost to connect to the City water
and sewer lines once they are completed,
