This letter is to follow-up our conversation regarding the City of Meridian's policies for being annexed
and receiving city services. I wanted to clarify in writing what we discussed at the front counter
yesterday.
Unless the City Council waives the requirement, city ordinance requires a property to be annexed prior
to receiving any water, sanitary sewer or other municipal service from the City of Meridian. [n order to
be annexed, you must first submit a complete application form (which we reviewed yesterday) with the
accompanying fee to the Planning & Zoning Department. We then schedule your application for a
public hearing before the P&Z Commission and City Council. Ifthe City approves your annexation
application, a set of legal paperwork is prepared and an ordinance is published. This process typically
takes between ten and twelve weeks to complete. Once the annexation is official, you can begin
receiving services provided by the City of Meridian.
Occasionally, upon written request, the City Council may allow a property to be hooked-up to city water
and sewer before the annexation process is completed. Typically, such a waiver is granted due to a
failed or failing septic system, contaminated well, or other emergency situation that requires the
property owner to abandon the on-site wastewater or drinking system. If the City Council does grant
such a waiver, they usually require the property owner to submit an annexation application and fee prior
to the physical hook-up, but the annexation application does not have to be formally approved.
At the February 5, 2002 City Council meeting, you will have the opportunity to present your case to the
Council for a waiver from the ordinance which requires annexation prior to hook-up. However, please
note that, if approved, this does not exempt you from having to submit the annexation application form.
