HomeMy WebLinkAboutTask Order No. 10430 with Civil Survey Consultants for Creason Lateral ImprovementsTASK ORDER NO. 10430D-1 Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MERIDIAN (OWNER) AND CIVIL SURVEY CONSULTANTS (ENGINEER) This Task Order is made this 30th day of September, 2013 and entered into by and between the City of Meridian, a municipal corporation organized under the laws of the State of Idaho, hereinafter referred to as "City", and accepted by CIVIL SURVEY CONSULTANTS, hereinafter referred to as "Engineer" pursuant to the mutual promises, covenant and conditions contained in the Master Agreement (Category 2c) between the above mentioned parties dated April 13, 2010. The Project Name for this Task Order 10430D-1 is as follows: CITY OF MERIDIAN CREASON LATERAL IMPROVEMENTS AT MERIDIAN WASTEWATER TREATMENT PLANT (WWTP) PROJECT UNDERSTANDING The Engineer shall provide professional engineering services related to the design of a new headwall, wingwalls, and headgate on the Creason Lateral and an overflow culvert to Five Mile Creek. The existing headwall, wingwalls, headgate and overflow culvert shall be abandoned to allow for future improvements to the WWTP Entrance on Ten Mile Road. Design of the WWTP Entrance is not included in this project. SCOPE OF WORK Task 1 — Administration 1.1 Set up the contract and submit written communication through the City's project management software (E -Builder). This includes but is not limited to the following: • Reports • Drawings • Requests for Information • Request for Action by City • General Project Documentation & Communication • Pay Invoices TASK ORDER 10430D-1 - Creason Lateral Improvements at WWTP Page 1 of 5 Civil Survey Consultants Task 2 — Design Surveying 2.1 Field work associated with performing topographic survey required to complete the design. It is anticipated that topographic surveys previously completed by the Engineer on other City of Meridian projects in the area will provide the majority of survey information needed. Additional field surveys will be conducted to update/supplement existing topographic information as necessary for this design project. 2.2 Office work associated with drafting the topographic survey and establishing project control. Task 3 — Design Irrigation Improvements 3.1 This item includes designing the new Creason Lateral headwall, wingwalls, headgate and the overflow culvert to Five Mile Creek. 3.2 This item includes widening the existing Creason Lateral culvert under Ten Mile Road approximately 50 — 100 feet to the west and design of new head/wing walls, headgate, and overflow culvert to Five Mile Creek on the west side of Ten Mile Road. The existing culvert will need to be extended to allow for future entrance improvements at the WWTP. Preliminary discussions with ACHD indicate the existing Creason Lateral culvert is in good condition and can be retained and widened as necessary to accommodate the planned entrance improvements. The exact limits of the Creason Lateral widening will be determined by the City of Meridian. 3.3 This item includes meeting with ACHD to discuss project and any improvements to Ten Mile Road culvert that they may require. 3.4 This item includes meeting with Nampa Meridian Irrigation District (NMID) to discuss project. 3.5 The Creason Lateral is located along the north boundary of the WWTP. Engineer will send a letter to property owner to the north of the WWTP and notify them of the project. The letter will be submitted to City staff for approval prior to mailing of the letter. City will provide property owner name and mailing address. This task also includes time responding to a telephone call from property owner and answering any questions about project. Task 4 — Construction Document Preparation and Review 4.1 Develop plans, specifications, cost estimate and bid schedule that meet current design standards and standard specifications of the City and ISPWC. Technical Specifications will conform to the formatting of the ISPWC. TASK ORDER 10430D-1 - Cresson Lateral Improvements at WWTP Page 2 of 5 Civil Survey Consultants • A Traffic Control Plan will be prepared and included in the construction plans. The traffic control plan will be submitted to ACHD for review and approval. Engineer will revise plans as necessary and resubmit. o The contractor will use the plan to assist in obtaining a permit from ACHD. o The contractor will make all necessary revisions to the traffic control as required by ACHD. • An Erosion and Sediment Control Plan (ESCP) will be prepared and submitted to the City and ACHD for review and approval. The ESCP will be prepared in accordance with the City of Meridian Construction Stormwater Management Program. Engineer will revise plans as necessary and resubmit. 4.2 Submit five (5) full size physical copies of plans and two (2) physical copies of specifications to City Engineering for departmental review and comment. Engineer will revise plans as necessary and resubmit. 4.3 Submit three (3) full size physical copies of revised plans and specifications to City Engineering for Development Services and Environmental review. Engineer to revise plans as necessary and resubmit. 4.4 Submit one (1) full size physical copies of plans and specifications to ACHD for review and approval. Engineer will revise plans as necessary and resubmit. 4.5 Submit two (2) full size physical copies of plans and specifications to NMID for review and approval. Engineer will revise plans as necessary and resubmit. 4.6 Engineer will prepare and submit a Joint Application for Permit to the Army Corps of Engineers and the Idaho Department of Water Resources. City shall pay all fees associated with the agreement. 4.7 Engineer will prepare and submit a Floodplain Development Application to the City for review and approval. The existing overflow pipe from the Creason Lateral to Five Mile Creek will be removed and a new overflow pipe will be installed downstream. The impact to Five Mile Creek will be minimal and it is anticipated no floodway/floodplain analysis (HEC -RAS) will be required. If a floodway/floodplain analysis is required, the work will be performed under a supplemental agreement to this SOW. 4.8 Prepare final construction documents with inclusion of any changes from the review phases and provide the following copies during and after the bidding phase: • Twenty (20) copies for bid and distribution purposes. Task 5 — Construction Services 5.1 Provide one set of construction stakes for the design improvements. • Stakes will be provided at each end of new culverts, headgate structure, and head/wing wall structures. We anticipate that all staking will be completed in one trip to the site. • Staking will be completed within 48 hours when requested in writing by the Contractor. 5.2 Engineer will attend the pre-bid meeting. 5.3 Engineer will attend the pre -construction meeting. 5.4 Answer RFI's from contractor during bidding and construction about the design. 5.5 Review material specifications submitted by contractor. 5.6 Prepare record drawings meeting the City of Meridian Acceptance of Record/Electronic Drawings, dated October 25, 2012. ASSUMPTIONS • Right-of-way or boundary surveys are not included in this scope of work. All work is anticipated to occur on either City owned property of within existing irrigation easements/parcels. • Easement preparation is not part of the scope of work. • Title reports are not part of the scope of work. • City will provide Engineer with a layout of the future WWTP entrance improvements and assist Engineer in determining acceptable location for Creason Lateral improvements. • The City will handle the execution of the License Agreement with NMID. • Drainage, irrigation, or floodplain studies are not part of this scope of work. Culverts will be replaced with like pipe sizes and elevations. TIME OF COMPLETION and COMPENSATION SCHEDULE The following schedule is based on a Notice to Proceed (NTP) from the City by October 2013 and resulting in Final Plans being submitted for review by November 2013. A NTP issued on a different date will change the schedule accordingly. No compensation will be paid over the Not -to -Exceed amount without prior written approval by the City in the form of a Change Order. The hourly rates for services and direct expenses are per the Master Agreement (by this reference made a part hereof) and will be the basis for any additions and/or deletions in services rendered. Travel and meals are excluded from this Task Order unless explicitly listed in the Scope of Services and Payment Schedule.
