July 16r' City Council Consent Agenda for Council's consideration.
Approval of a Citv Wide. Evergreen Sole Source Purchase/Supplier for the
Automated Logic WebCTRL Svstem from Clima Tech Corporation.
Recommended Council Action: Approval of Sole Source Purchase/Supplier for
the Automated Logic WebCTRL System and authorize the Purchasing Manager
to issue purchase orders and/or contracts for goods and services relating to
the purchase and installation of the WebCTRL system as needed.

Item or Service: Pertorming and/or providing furnishings, installation, maintenance, labor and
any miscellaneous services related to the Direct Digital Control (DDC) System
using WebCTRL by Automated Logic at City of Meridian facilities. Work shall
include such items as, but not limited to, modules, temperature sensors, flow
sensors, humidity sensors, IAQ sensors, control valves, control valve actuators,
dampers, damper actuators, and any other items necessary for a complete
system and sequence of control, except where existing components can be
reused.
X Sole Source: Item is available from only one vendor. Manufacturer dictates which
distributor may sell in a geographic area.
JUSTIFICATION: (Attach additional pages if needed)
City Hall had critical issues with the HVAC system in the Server Room and the problems had
become an emergency in 2011. Clima-Tech was called to evaluate and correct the problem.
Clima-Tech installed the Automated Logic WebCTRL system. The system put all components
on a single system platform enabling Building Maintenance to optimize comfort and minimize
energy consumption. The Automated Logic System has performed exceptionally bringing
stability to temperatures while increasing ease of operations. The most optimal and reliable
performance can be best achieved with equipment, system components, and accessories that
work in harmony with each other. Therefore the compatibility of equipment, components,
accessories, computer software, replacement parts and service is the paramount consideration
in standardizing and maintaining excellent service and support throughout the City.
For these reasons the City is requesting a Sole Source Justification to purchase the Automated
Logic systems software and equipment and services from Clima-Tech Corporation for use at
other City of Meridian facilities where applicable and feasible.
Clima-Tech is the only vendor authorized to sell the Automated Logic systems software and
equipment in our territory. This has been verified at the manufacturer and is the basis for this
Sole Source request.
CERTIFICATION:
I am aware of the requirements set forth in the City's Purchasing Policy & Procedures Manual for competitive bidding and the
established criteria for justification for sole source/sole brand purchasing. I have gathered technical information and have made
a concerted effort to review comparable/equal equipment. I hereby certify as to the validity of the information and feel confident
that this justification for sole source/sole brand meets the City's criteria and is accurate.

The City of Meridian hereby publishes notice of intent to award a sole source
procurement. This notice is being given pursuant to Idaho Code Section 67-
2808. The sole source procurement is between the City of Meridian and Clima-
Tech Corporation. The City intends to purchase the following: installation,
maintenance, labor, and any miscellaneous components and services related to
the Direct Digital Control (DDC) System using WebCTRL by Automated Logic at
City of Meridian facilities. It has been determined that there is only one vendor
available to provide the required goods/service. Any vendor may challenge this
sole source procurement. Notice must be filed 14 calendar days following this
publication by sending such notice to: City of Meridian, Purchasing Department,
