The Purchasing Department respectfully requests that the following item be placed on the
July 16~' City Council Consent Agenda for Council's consideration.
Approval of a City Wide Evergreen Sole Source Purchase/Supplier for the Lenel On
Guard Securitv System from Apex Integrated Securitv Solutions.
Recommended Council Action: Approval of Sole Source Purchase/Supplier for
the Lenel On Guard Security System and authorize the Purchasing Manager to
issue purchase orders and/or contracts for goods and services relating to the
purchase and installation of the On Guard system as needed.

Item or Service: Performing and/or providing equipment, installation, maintenance, labor and any
miscellaneous services related to the Security System using "On Guard" by
Lenel at City of Meridian facilities.

which distributor may sell in a geographic area.
JUSTIFICATION: (Attach additional pages if needed)
The City has installed the Lenel On Guard system at City Hall, the Parks Facility, Water and
Wastewater facilities. Apex Integrated Security Solutions installed the Lenel On Guard security
system. The system put all components on a single system platform enabling the Information
Technology Department to optimize security and building access. The Lenel On Guard System
has performed exceptionally bringing stability to building access and security while increasing
ease of operations. The most optimal and reliable performance can be best achieved with
equipment, system components, and accessories that work in harmony with each other.
Therefore the compatibility of equipment, components, accessories, computer software,
replacement parts and service is the paramount consideration in standardizing and maintaining
excellent service and support throughout the City.
For these reasons the City is requesting a Sole Source Justification to purchase the Lenel On
Guard system software, equipment and services from Apex Integrated Security Solutions for use
at other City of Meridian facilities where applicable and feasible.
Apex Integrated Security Solutions is the only vendor authorized to sell the Lenel On Guard
systems software and equipment in our territory. This has been verified at the manufacturer and
is the basis for this Sole Source request.
CERTIFICATION:
I am aware of the requirements set forth in the City's Purchasing Policy & Procedures Manual for competitive bidding and the
established criteria for justification for sole source/sole brand purchasing. I have gathered technical information and have made
a concerted effort to review comparable/equal equipment. I hereby certify as to the validity of the information and feel confident
that this justification for sole source/sole brand meets the City's criteria and is accurate.

The City of Meridian hereby publishes notice of intent to award a sole source
procurement. This notice is being given pursuant to Idaho Code Section 67-
2808. The sole source procurement is between the City of Meridian and Apex
Integrated Security. The City intends to purchase the following: access control
and security related software, components and services related to the Lenel On
Guard Access Control for use at citywide facilities where applicable and feasible.
It has been determined that there is only one vendor available to provide the
required goodslservice. Any vendor may challenge this sole source
procurement. Notice must be filed 14 calendar days following this publication by
sending such notice to: City of Meridian, Purchasing Department, 33 East
