Phase 1 design was completed in 2012 and is presently under construction (summer of 2013.
Phases 2 and 3 were developed to the 60% design level as part of the Phase 1 SOW. This
SOW is for development of a 100% design for Phase 2. 100% design plans for Phase 3 will be
developed under a separate SOW.

management software (e-Builder). This includes but is not limited to the following:

Requests for information
Request for action by CITY
General Project Documentation & Communication

use the software throughout the project..

ENGINEER will develop 95% and 100% designs for Phase 2 (described in the background
section) from 60% plans developed under a separate task order.

Existing Phase 2 - 60% design plans shall be submitted to the City of Meridian for review by
the Sewer, Water, Construction and Fire Divisions prior to starting on the 95% Design
Package. ENGINEER may attend a meeting with the CITY to review 60% review comments.

Task 2.2 5 % esign ackage
ENGINEER will develop a 95% design package based on the comments on the 60% plans
(comments made during review performed as part of Task 2.2). The 95% design package will
include the following final documents:
Plan and Profile Sheets
Erosion and Sediment Control (ESC) plan or Stormwater Pollution Prevention Plan
(SWPPP) as required by the City of Meridian, IDEA and ACHD
Traffic Control Plan as required by ACRD
Notes and Details specific to the project, standard details are not required

Bid Schedule with quantities
The 95% plans shall be be "bid ready" and are only missing minor CITY, ACRD, and Vern
Allemen (Water Master) comments and approvals. The 95% design plans and specifications
will be submitted to the City for review and comment. ENGINEER will attend a meeting with
the CITY to review comments from the 95% design package, if needed.
The 95% design plans will also be submitted to ACHD and Vern Allemen, Water Master for
final review.
Task 2.3 - y0% esign ackage
ENGINEER will finalize the 100% design package based on the comments on the 95% plans.
The 100% design package will include the following FINAL documents with all the approval
stamps and signatures:
Plan and Profile Sheets
Erosion and Sediment Control (ESC) plan or Stormwater Pollution Prevention Plan
(SWPPP) as required by City of Meridian, IDEA and ACRD.
Traffic Control Plan
Technical Specification Package-
Bid Schedule

The 100% design plans will also be submitted to ACRD and Vern Allemen (Water Master) for
approval signature and a letter of approval will be presented to the City of Meridian once
obtained.
The 100% design plans and specifications will be submitted to the City for approval signature
and inclusion in the bid package.

1. The entire project will be designed with plan and profiles for traditional open trench
construction.
2. Variance requests for "out of corridor work" will be submitted to ACHD and any other
utilities affected. Approval letters from those utilities will be submitted to the City of
Meridian prior to commencing the 100% design plans.
3. The budget includes two (2) hours of meetings with ACRD to review the design
packages during the design phase.
4. The budget includes two (2) hours of meetings with Vern Alleman, Water Master.
5. The CITY will provide a QLPE review of the plans in lieu of submittal to the IDEA.
6. ENGINEER will prepare the Technical Specifications. The Idaho Standards for Public
Works Construction (ISPWC) and CITY supplements and Addenda will be used as the
basis of the Technical Specifications and they will be in the ISPWC formatting. ISPWC
specifications will be referenced and not reproduced in the specification package.
Supplemental technical specifications will be developed as required. (Specifications will
state specifically what points shall be staked with a reference that the contractor will pay
for additional staking or restaking)
7. The CITY will prepare the "front end" bid specification section.
8. The CITY will administer the contract.
9. Plans will be full size (22-inch x 34-inch).
10. Any required permitting fees will be paid by the CITY.

The budget includes 142 hours for services during construction. Services during construction
will include the following tasks:
Attend pre-bid meeting
Answer questions during the bid period
Assist the CITY in creating any required addenda during the bid period
Attend the pre-construction meeting

Respond to requests for information (RFIs)
ENGINEER will review the technical submittals; up to twenty (20) submittals are

Perform site visits, attend construction meetings during construction and provide final
punch list as requested

The following schedule is based on a Notice to Proceed (NTP) from the City by JUNE 2013
and resulting in Final Design being completed by OCTOBER 2013. A NTP issued on a
different date will change the schedule accordingly.

The City will only pay for meal, lodging and transportation expenses for official business that
consists of consultants traveling to or from, outside of the Treasure Valley, and that are directly
related to the specific task orders. Reimbursement will NOT exceed the limits allowed under
the US General Services Administration Per Diem Rates for the Boise area. These rates can
be found at the following website:

The current FY2013 rate for meals is $46 per full day, and $34.50 (75%) for both travel days.
Receipts for meal per diem allowances are not required.
The current FY2013 GSA hotel rate is $77.00/night. Lodging, transportation and hotel
expenses will only be reimbursed when accompanied with an itemized receipt and proof of
prior approval by the Project Manager.

All travel must be by the most economical means practical. If there is interruption of travel or
deviation from the direct route for the traveler's convenience, the deviation may not exceed
the cost of uninterrupted travel.
Airline: Consultants will only be reimbursed for coach or economy class rates.
Rental Cars: A vehicle is only allowed with prior authorization by the City Project
Manager.
